After more than 15 years, a commitment made in 2010 under the Exploration Memorandum of Agreement (MOA) between MMCI and the Tulgao Indigenous Cultural Community (ICC) has finally been fulfilled.

The ₱3,578,000.00 commitment was formally turned over to the Tulgao ICCs/IPs, marking the fulfillment of a long-standing undertaking.

The NCIP-Kalinga Field Office, in the exercise of its mandate and as the third party to the MOA, facilitated the turn-over to help ensure the proper fulfillment of the agreement.

Commitments must be honored. Agreements must be respected. Trust must be upheld through concrete action.

The NCIP-Kalinga Field Office facilitated the conduct of a Community Assembly to validate and confirm the authorized COE signatories for the bank account designated for the Community Development Plan (CDP) funds, pursuant to the 2010 MOA.

The meeting was participated in by the elders and leaders of Tulgao ICC/IPs.

The Balbalan Service Center attended a meeting with the Balatoc elders regarding matters concerning the Municipal Indigenous Peoples Mandatory Representative (MIPMR) of Pasil, Kalinga.

The Balatoc ICCs/IPs will formally notify NCIP once they have reached a consensus on whom to endorse as the next Municipal IPMR, considering that the IPMR position will be filled from the Balatoc Ancestral Domain (AD).

Field validation of ELCAC-funded infrastructure projects was undertaken in Buaya Ancestral Domain, Mabaca Ancestral Domain, and Gawaan (Salogsog Ancestral Domain) in Balbalan, Kalinga. The projects include the improvement and concreting of Farm-to-Market Roads (FMRs) implemented by LGU-Balbalan.
