The Balbalan Service Center attended a meeting with the Balatoc elders regarding matters concerning the Municipal Indigenous Peoples Mandatory Representative (MIPMR) of Pasil, Kalinga.

The Balatoc ICCs/IPs will formally notify NCIP once they have reached a consensus on whom to endorse as the next Municipal IPMR, considering that the IPMR position will be filled from the Balatoc Ancestral Domain (AD).

Balbalan Community Service Center (CSC) conducted an Information, Education, and Communication (IEC) activity and revisiting of the IPMR Local Guidelines with the ICCs/IPs of Barangay Asibanglan, Pinukpuk.
The activity was attended by Municipal IPMR Hon. Soledad Cagaid.

It concluded with a consensus decision of the participating elders of Asibanglan to endorse Mrs. Linggayu to serve the remaining term of the late Roberto Linggayu.

Information, Education, and Communication (IEC) on the Indigenous Peoples Mandatory Representation (IPMR)National Guidelines and the Revisiting of the Municipal Local Guidelines of Pasil, Kalinga, conducted by the National Commission on Indigenous Peoples (NCIP) headed by Atty. Geoffry A. Calderon, Legal Officer of the NCIP–Kalinga Field Office.

The activity was attended by the Local Government Unit of Pasil, led by Vice Mayor Venancio Magangat together with the Sangguniang Bayan Members, and elders representing the seven (7) ICCs/IPs of Pasil, Kalinga.

During the activity, the participants adopted the Municipal Local Guidelines, recognizing and respecting the collective efforts of the elders who crafted the Guidelines, which are deemed fair and equitable to all seven (7) ICCs/IPs of Pasil.

Balbalan Community Service Center (CSC) staff, Vilma Guyang Dumbab Overseer, and Wilson A. Wagawag, met with the Mayor of Pasil Hon. Silvestre Mosing, together with the Municipal Administrator and the Municipal Legislative Body led by Vice Mayor Venancio Magangat, relative to the forthcoming Municipal IPMR (MIPMR) activities.

The meeting addressed the impending expiration of the term of Hon. Harry Longawis, incumbent IPMR from Cagaluan Ancestral Domain, on March 14, 2026. Pursuant to the Municipal Local Guidelines providing for a rotational IPMR representation among the seven Ancestral Domains of Pasil, the next MIPMR is designated to come from Balatoc Ancestral Domain.

During the meeting, the Municipal Local Guidelines were formally presented and clearly explained by Vilma G. Dumbab, Overseer of the Balbalan Community Service Center. This was followed by a comprehensive and constructive discussion among the Executive and Legislative officials of Pasil, Kalinga.

The IEC will be conducted on January 22, 2026 at Balatoc, Pasil, Kalinga with confirmed full support and participation of LGU-Pasil.

The Selection Process for the Municipal Indigenous Peoples Mandatory Representative (MIPMR) of Pinukpuk, Kalinga was successfully conducted on January 8, 2026, at Taga, Pinukpuk.
Punong Barangays, IPMRs, bodong holders and elders representing the seven Ancestral Domains of Pinukpuk actively participated in the activity.

The process culminated in the proclamation of Hon. Soledad Cagaid as the 2nd Municipal IPMR of Pinukpuk.
