A total of 230 beneficiaries officially commenced their journey under the Special Program for the Employment of Students (SPES) during the orientation conducted on May 25, 2026, at the Kalinga Sports Complex.

The activity was attended by Governor James S. Edduba, PESO Manager Ermilinda P. Wandag, Avelina D. Mangaip, Ph.D., Head Kalinga Field Office, and Anthony M. Luminang, Senior LEO/SPES Focal, who expressed their support and encouragement to the student-beneficiaries.

SPES is a government employment-bridging program that aims to help poor but deserving students pursue their education by providing temporary employment opportunities during summer or semestral breaks. Through this initiative, students have the opportunity to earn income to support their schooling while gaining valuable work experience, discipline, confidence, and a deeper sense of responsibility in the workplace and the community.

The orientation covered the SPES Legal Basis, General Labor Standards, Occupational Safety and Health, Labor and Human Relations, Emergency Preparedness, and DOLE Programs and Services to prepare the beneficiaries for their assignments.

The SPES program continues to serve as an avenue for empowering the youth by developing their skills, enhancing their work values, and encouraging them to become productive partners in nation-building.

The orientation for the 81 SPES beneficiaries in Tanudan was successfully conducted, providing the participants with essential knowledge and awareness as they prepare for their employment under the Special Program for the Employment of Students (SPES).

The activity featured comprehensive discussions on the SPES Legal Basis, General Labor Standards, Occupational Safety and Health, Labor and Human Relations, Emergency Preparedness, and DOLE Programs and Services. These topics were presented to equip beneficiaries with a clear understanding of their rights, responsibilities, workplace safety, and available government services.

This initiative reflects the commitment of DOLE and the Local Government Unit in empowering the youth through employment opportunities, skills development, and responsible work values. On May 13, 2026, the Department of Labor and Employment Kalinga Field Office (DOLE KFO), under the leadership of Avelina D. Manganip, Ph.D., actively participated in the Provincial Task Force to End Local Communist Armed Conflict (PTF ELCAC) Community Consultation and Serbisyo Caravan cm Lumin awa Poverty Alleviation Program conducted in Barangays Anggacan and Anggacan Sur, Tanudan, Kalinga.

Amid the gathering of community members, local leaders, and partner agencies, the activity became more than a simple government outreach. It transformed into a meaningful convergence of service, dialogue, and hope for the people of the community. Through the whole of nation approach, the program aimed to bring government assistance closer to the grassroots, ensuring that even the most remote barangays are reached by opportunities for development and lasting peace.

Leading the DOLE KFO delegation, Dr. Manganip highlighted the agencyโ€™s core programs and services designed to uplift vulnerable workers, marginalized sectors, and aspiring beneficiaries. She passionately discussed various employment and livelihood initiatives of DOLE, emphasizing how these interventions open doors to sustainable income opportunities, skills enhancement, emergency employment, and community empowerment.

Her discussion underscored the vital role of livelihood and decent work in transforming lives, explaining that government programs are not merely forms of assistance, but instruments for strengthening resilience, and helping families build a more secure future.

The DOLE Kalinga Field Office actively participated in coordination efforts and provided relevant updates to the Provincial Task Force to End Local Communist Armed Conflict (PTF-ELCAC) during an activity held on May 8, 2026. The engagement took place in Lower Mangali and Mangali Centro, located in the municipality of Tanudan, Kalinga.

During the activity, the field office strengthened its collaboration with local stakeholders by sharing information on government programs and initiatives aimed at promoting peace, socio-economic development, and community empowerment in geographically isolated and disadvantaged areas. The participation also served as part of ongoing efforts to support whole-of-nation approaches in addressing local concerns and reinforcing government presence in remote communities.
