READ | DOLE, LGU-Rizal Boost Workplace Safety and Compliance in Kalinga

Rizal, Kalinga — Aligned with the commitment of Labor Secretary Francis N. Tolentino to promote safe and conducive working conditions, the Department of Labor and Employment –Kalinga Field Office (DOLE-KFO) and the Municipal Local Government Unit of Rizal (LGU-Rizal) conducted a joint Technical and Advisory Visit (TAV) and Basic Occupational Safety and Health (BOSH) Training for Safety Officer 1 (SO1) on August 14, 2026.

Gathering local workforce representatives and business owners at the OFCEN Building in Barangay Liwan, the initiative aimed to equip participants with practical knowledge on labor standards, social protection, and hazard mitigation.

During the morning sessions, resource speakers from the SSS, PhilHealth, and PAG-IBIG Fund outlined essential statutory benefits, healthcare coverage, and financial assistance programs for local employees. This was followed by a lecture on general labor standards, emphasizing the shared responsibility of employers and workers to ensure fair and lawful employment practices.

The afternoon session focused on the mandatory BOSH Safety Officer 1 course, where participants learned practical strategies for risk assessment, hazard identification, and accident prevention. Discussions covered key areas including the proper use of Personal Protective Equipment (PPE), emergency drills, and fundamental first aid.

To conclude the training, organizers urged designated safety officers and establishment representatives to immediately apply their new skills by reviewing company safety policies, conducting emergency drills, and establishing proactive reporting mechanisms for potential hazards.

Following the DILP awarding, RD Atal met with Public Employment Service Office managers from the different municipalities, the City of Tabuk, and the provincial government. He assured them of his support and expressed his willingness to meet with local officials in areas that have yet to institutionalize their PESOs.

𝐋𝐎𝐎𝐊 | DOLE Cordillera Regional Director Jesus Elpidio B. Atal, Jr., MNSA, and DOLE-Kalinga Field Office Head Avelina D. Manganip, PhD., awarded livelihood assistance worth Php 595,551.00 to 15 beneficiaries.

RD Atal encouraged the beneficiaries to manage and grow their projects. He also said beneficiaries who successfully implement their projects for two years may approach DOLE for possible additional working capital to expand their enterprises.

TABUK, Kalinga — The Department of Labor and Employment-Cordillera Administrative Region (DOLE-CAR) Regional Director Jesus Elpidio B. Atal, Jr., MNSA, leads the awarding and strengthening of its labor and livelihood support in Kalinga during a two-day visit to the province on August 19–20, 2026.

RD Atal met with labor and management stakeholders during the 3rd Quarter Meeting of the Provincial Tripartite Industrial Peace Council (PTIPC), where the members raised concerns about the prevailing wage in the region. As chair of the Regional Tripartite Wages and Productivity Board, RD Atal said that a series of consultations is underway.

TINGLAYAN, Kalinga – A total of 908 qualified beneficiaries in the municipality of Tinglayan have taken a significant step towards gainful employment under the Department of Labor and Employment–Cordillera Administrative Region’s (DOLE-CAR) Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program after completing the mandatory orientation and signing their Contracts of Service (COS).

The signing of the Contracts of Service formally confirmed the beneficiaries' participation in the program and their commitment to fulfil their assigned responsibilities.

As part of the program, the 908 beneficiaries will be employed for 10 days and will receive the prevailing minimum wage of ₱505.00 per day, amounting to ₱5,050.00 per beneficiary. The initiative represents a total program investment of ₱4,585,400.00, providing immediate financial relief to workers while supporting activities that contribute to the improvement of their communities.
