DAR Kalinga Strengthens Coffee Enterprise Resilience Through Business Continuity Planning

TABUK CITY, KALINGA โ€” The Department of Agrarian Reform (DAR) Kalinga conducted a Training on Business Continuity Planning for Coffee Farming, Processing, and Marketing on August 27, 2026, at the Gawidan-Malin-awaan Marketing Cooperative (GMMC), a DAR- assisted cooperative in Bagumbayan, Tabuk City.

Conducted under the Village Level Farm-Focused Enterprise Development (VLFED) Project, the training aimed to equip coffee farmer-members of the cooperative with knowledge and strategies to prepare for potential risks, minimize disruptions, and sustain their coffee enterprise operations.

The Department of Trade and Industry (DTI) Kalinga served as the resource speaker, providing practical guidance on risk assessment, contingency measures, and business continuity planning.

Through the VLFED Project and strengthened partnerships with stakeholders, DAR Kalinga continues to empower ARBs and their organizations toward resilient, sustainable, and market-oriented agricultural enterprises.

The Department of Agrarian Reform (DAR), in partnership with the Office of the Provincial Cooperative Development Officer (OPCDO), facilitated training on Business Entrepreneurship and Internal Audit for the Balansi Uddoc Credit Cooperative (BUCC) on August 26-27, 2026. The BUCC is a DAR-assisted cooperative composed primarily of Agrarian Reform Beneficiaries (ARBs) based in Bulanao, Tabuk City and operating city-wide.

Balansi Uddoc is a growing micro cooperative that provides credit services to its members, contributing to their financial needs and supporting their livelihood activities.
Through the training, the DAR aims to strengthen the cooperativeโ€™s entrepreneurial knowledge, business management skills, and capacity to identify and pursue viable business opportunities. The knowledge and skills gained are expected to help the cooperative improve its operations, expand its services, and build a more sustainable enterprise.

Ultimately, the DAR hopes that Balansi Uddoc will apply the lessons learned from the training to further strengthen its organization and business operations, enabling it to provide more responsive, efficient, and sustainable services to its members and contribute to their economic advancement.

Tabuk City, Kalinga, August 26, 2026 โ€” The Department of Agrarian Reform (DAR) Kalinga, headed by PARPO Adela S. Damaso, through the Program Beneficiaries Development Division (PBDD) under the supervision of CARPO Michael John S. Gillies, facilitated the Board of Directors (BOD) General Meeting of the Federation of Kalinga Agrarian Reform Beneficiaries Cooperatives (FedKARBCo).

FedKARBCo is a recently organized federation of Agrarian Reform Beneficiary (ARB) cooperatives in the province. It brings together ARB cooperatives with the goal of strengthening cooperation, sharing resources and experiences, addressing common concerns, and creating more opportunities for its member cooperatives to grow and prosper.

The meeting served as an important opportunity for the BOD members to come together, discuss the federationโ€™s organizational matters, chart its direction, and identify priority activities that will help establish a strong foundation for its operations. The discussions also focused on strengthening the federationโ€™s capacity to respond to the needs and interests of its member cooperatives, and exploring ways to encourage more ARB cooperatives in Kalinga to become part of the federation.

Representatives from the Cabaruan Multipurpose Cooperative, Bulanao Multipurpose Cooperative, Rizal Multipurpose Cooperative and Tanudan Savings and Lending Cooperative attended the meeting. They were joined by Cooperative Development Specialists Xarmay Lyne G. Mangaliman and Kryzna Camille M. Dasayon, who provided technical assistance, particularly in the review and amendment of the federationโ€™s By-Laws.

As a recently established federation, FedKARBCo is taking its steps toward building a stronger network among ARB cooperatives in Kalinga. With the continued guidance and support of DAR Kalinga, the federation is expected to grow into a platform where cooperatives can work together, learn from one another, and pursue opportunities that can contribute to the sustainable livelihood and economic advancement of their members.

DAR Kalinga likewise looks forward to supporting the participation of all 32 DAR-assisted cooperatives in the federation, which will provide a broader platform for cooperation and enable more ARBs to access government programs, projects, and other development opportunities.

Before it reaches the hands of an agrarian reform beneficiary, the information behind it must first be checked, explained, and confirmed.

For the beneficiaries, the activity provided an opportunity to see and understand the survey results reflected in the Survey Returns (SR) for their respective land titles before the survey plan moves toward final approval and the succeeding process of generating individual land titles for qualified ARBs.

The CARPO explained the rationale behind the final pulong-pulong and why the beneficiariesโ€™ participation remains important at this stage.

The pulong-pulong gave the ARBs a chance to review the survey information, ask questions, and raise any concerns or corrections before the survey plan proceeds to the next stage.

The survey results were properly presented to each ARB with the LTI- SPLIT staffs guiding them on their respective lots in the survey plans explaining every detail, giving each beneficiary the opportunity to review the information, ask questions, and confirm whether the survey results accurately reflected their respective landholdings.

After the details were explained and the ARBs , signified their confirmation of the survey information presented to them.

The consultation proceeded smoothly with no major disputes or conflicts arose during the activity.

For many ARBs, the journey toward individual land ownership is not completed in a single step. It involves several processes from surveying and parcelization to validation and titling.

This matters because the beneficiaries are not simply waiting for a title to be produced for them. They are given a voice in checking the information that will help shape the land records leading toward their individual titles.

In this way, the final pulong-pulong becomes more than a technical step. It becomes an opportunity to build understanding and confidence among the people who will ultimately receive the individual land titles.

As Project SPLIT continues its work, the final pulong-pulong marks another step toward a goal that goes beyond parcelization and survey maps: helping qualified agrarian reform beneficiaries move closer to holding individual land titles based on information they have seen, understood, and confirmed themselves.
