Freedom and Progress Take Center Stage in Hilongos During Independence Day and Project Turnover Ceremony

Hilongos, Leyte – A spirit of celebration filled the Municipality of Hilongos as two significant occasions were commemorated on June 12, 2026—the 128th Philippine Independence Day Celebration and the turnover of the FY 2024 Seal of Good Local Governance Incentive Fund (SGLGIF) Project: Procurement and Installation of LED Wall.

Joining the municipality in this momentous double celebration were representatives from the Department of the Interior and Local Government (DILG) Leyte Provincial Office led by Provincial Director Johannes Y. Dorado, together with Cluster Head Mauricio T. Labado, Program Manager Renna Shiena B. Acebo, Local Government Operations Officer VI (LGOO VI) Engr. Benjamin Gabriel R. Dadulla, Jr. and Engr. John Paul Pajares. Also present were Ms. Jessica J. Josol, Municipal Local Government Operations Officer (MLGOO), and Jean Paul O. Panoy, LGOO II.

As the nation celebrated its hard-earned freedom and honored the sacrifices of Filipino heroes, the Municipality of Hilongos likewise marked another milestone with the successful turnover of the SGLGIF-funded LED Wall project. With a total project cost of Php 1,153,000.00, the facility is expected to enhance the municipality’s information dissemination efforts, particularly in delivering public announcements and Disaster Risk Reduction and Management (DRRM) bulletins during emergencies and calamities.

The convergence of these two meaningful events underscored the importance of good governance and responsive public service. While Independence Day serves as a reminder of the country’s journey toward freedom and self-determination, the turnover of the LED Wall project reflects the continuing efforts of the government to empower communities through innovative and accessible communication platforms.

The occasion highlighted the strong partnership between DILG and the Local Government Unit of Hilongos in promoting transparency, preparedness, and citizen engagement. More than a celebration of accomplishments, the event symbolized a shared commitment to building a more informed, resilient, and progressive community for all Hilongosnon residents.

Today, DILG Leyte Province joins the nation in honoring the sacrifices that secured our independence. We carry this legacy through the work we do—strengthening institutions, building resilient communities, and fostering trust in government.

Leyte's local government buildings are set to undergo systematic infrastructure audits as partner agencies and institutions move to formalize a province-wide inspection framework through the Leyte Local Infrastructure Learning Hub (LIL Hub).

During a Zoom coordination meeting on June 9, LIL Hub members aligned on their roles and responsibilities ahead of the signing of a Memorandum of Agreement (MOA) that will guide the audit process.

Provincial Director Johannes Y. Dorado highlighted the need to establish a clear structure for the LIL Hub, ensuring each partner agency has clearly defined roles aligned with its mandate under the agreement.

Engr. Raymund A. Asaldo explained that the LIL Hub will serve as the primary support mechanism for the Local Infrastructure Audit Team (LIAT), a dedicated inspection body that will be established in every local government unit across the province. Each LIAT will be responsible for assessing government-owned buildings within its respective LGU, ensuring inspections remain localized, systematic, and accountable to the communities they serve.

The Leyte LIL Hub is led by the Department of the Interior and Local Government (DILG) Leyte Province, with the Philippine Institute of Civil Engineers (PICE) Metro Tacloban Chapter, Visayas State University (VSU), Department of Economy, Planning, and Development (DEPDEV) Regional Office VIII, and Department of Human Settlements and Urban Development (DHSUD) Regional Office VIII as partners, all of which are signatories to the proposed MOA.

The initiative is expected to strengthen the safety, compliance, and maintenance planning of public infrastructure across the province.

The official MOA signing is currently being scheduled. Once finalized, the agreement will formally launch the partnership and set in motion a structured, multi-agency effort to assess and improve the condition of public infrastructure across Leyte's local government units.

MSAC PARTNERS REVIEW GOVERNANCE PRIORITIES, DRRM PREPAREDNESS, AND RCGLG PERFORMANCE DURING 2ND QUARTER MEETING

The Multi-Stakeholder Advisory Council (MSAC) convened for its 2nd Quarter Meeting for CY 2026 on June 10, 2026 via Zoom Platform. The meeting gathered partner agencies and organizations to discuss governance priorities and strategic interventions in support of good local governance across Leyte.

As a support mechanism under the Local Governance Resource Center (LGRC) – Leyte, the council continues to strengthen collaboration among government agencies, civil society organizations, academic institutions, and other stakeholders in addressing local governance concerns and supporting local government units (LGUs).

A key agenda of the meeting was the presentation of the Updated MSAC Strategic Plan and CY 2026 Work Plan. The presentation outlined the council's priority directions and collaborative activities aimed at addressing governance gaps and enhancing support to LGUs.

The council was also briefed on the Status of Disaster Risk Reduction (DRR) Early Preparedness Actions of Leyte LGUs. The discussion highlighted ongoing preparedness initiatives and underscored the importance of coordinated efforts in building resilient and disaster-ready communities.

Meanwhile, updates on the Regional Champions for Good Local Governance (RCGLG) Mock Assessment were presented to provide partners with an overview of the current governance performance of LGUs. The results identified key areas where member agencies and organizations may provide technical assistance and capacity development support.

The activity reaffirmed the commitment of MSAC partners to work together in strengthening local governance, disaster preparedness, and institutional development across Leyte. Through sustained collaboration, the council continues to serve as a valuable platform for supporting LGUs in achieving excellence in governance and public service delivery.

SPRING NGO Holds Coordination Meeting with DILG Leyte for Proposed Program Partnership

The Social Protection, Inclusion, and Gender Equality (SPRING), a non-government organization, conducted a coordination meeting with the DILG Leyte Provincial Office to discuss a potential partnership for the implementation of its development initiatives in the province last June 2 at the DILG Leyte Provincial Office, Kanhuraw Hill, Tacloban City..

The meeting forms part of SPRING's ongoing engagement with local government partners in support of its five-year flagship program funded by the Australian Government, covering the period 2024–2029. The program aims to advance social protection, inclusion, and gender equality while contributing to social and economic transformation in the Philippines.

During the discussion, SPRING presented its program framework, highlighting its efforts to strengthen systems and institutional structures that support poverty reduction, inclusive development, and equitable access to opportunities. The organization also expressed its interest in collaborating with DILG Leyte to identify appropriate implementation arrangements and areas for partnership within the province.

As part of the proposed implementation in Leyte, SPRING will identify three local government units (LGUs) as potential areas for its initiatives.

The DILG Leyte Provincial Office welcomed the initiative and acknowledged the importance of partnerships with development organizations in promoting effective local governance and inclusive growth.

Further coordination and technical discussions are expected as both parties explore opportunities for collaboration and align program components with local development priorities in the identified areas.

DILG Leyte Conducts 2026 Peace and Order Council Performance Audit Assessment and Calibration

The Department of the Interior and Local Government (DILG) Leyte Provincial Office conducted the 2026 Peace and Order Council (POC) Performance Audit through the Provincial POC Table Assessment and Calibration on June 4 at the DILG Leyte Provincial Office, Kanhuraw Hill, Tacloban City.

The activity forms part of the DILG’s continuing efforts to strengthen local governance mechanisms that promote peace, public safety, and security in communities across the province. Through the performance audit, City and Municipal Peace and Order Councils (C/MPOCs) are assessed based on their functionality, compliance with national policies, and effectiveness in addressing peace and order concerns within their respective jurisdictions.

Present during the assessment were representatives from the Philippine National Police (PNP), Philippine Drug Enforcement Agency (PDEA), Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP), alongside Civil Society Organization (CSO) partner Sons and Daughters Encounter. Their participation underscores the importance of a whole-of-government and multi-sectoral approach in promoting peace, public safety, and community resilience.

This year's assessment builds on the gains achieved by local government units in 2025. Based on the previous POC Functionality Assessment, thirty (30) out of forty-one (41) local government units in Leyte attained a Highly Functional rating, reflecting the sustained implementation of local strategies on public safety, crime prevention, anti-illegal drug initiatives, and inter-agency coordination. The results demonstrated the commitment of local governments and their partners in maintaining effective peace and security mechanisms at the grassroots level.

Through the conduct of the assessment and calibration, DILG Leyte reaffirmed its commitment to fostering responsive and accountable local governance by ensuring that Peace and Order Councils remain functional, proactive, and capable of addressing the evolving peace and security challenges faced by local communities.

The results of the 2026 POC Performance Audit will serve as a benchmark for local government units in enhancing their peace and order programs and further advancing the province's shared goal of maintaining a peaceful, orderly, and resilient environment conducive to development and public welfare.
