Evaluation of 18 projects was conducted to strengthen monitoring and ensure compliance with Rapid Sub-Project Sustainability Assessment (RSSA) Portal encoding, through a two-day technical assistance activity held on August 24-25, 2026 in Tabango, Leyte.

The Project Development and Management Unit (PDMU) Leyte team, composed of Engr. John Paul M. Pajares, Project Evaluation Officers II Ram Aliester P. Bruses and Joshua Miguel U. Cuaresma, paid a courtesy visit to the DILG Tabango Office through MLGOO Jeffrey A. Lora to discuss the purpose of the activity. Joined by Engr. Ver Phillip C. Pelayo and concerned LGU personnel, the team proceeded with field validation of the 18 identified project sites, capturing geotagged photographs and documentation required for the assessment.

PDMU Leyte facilitated technical discussions on the proper encoding and uploading of required documents in the RSSA Portal, and provided hands-on guidance to the LGU Subaybayan Focal Person on completing project information and supporting attachments in compliance with prescribed documentation standards. The team also coordinated with the Municipal Engineer, who worked with the Municipal Accounting Office to secure the Journal Entry Vouchers (JEVs) needed for the assessment.

On the second day, the team continued providing technical assistance in encoding and uploading project records, addressing procedural concerns encountered during submission.
The activity supports the LGU's compliance with RSSA documentation requirements and strengthens the accuracy and completeness of project records in the RSSA and Subaybayan Portals.

The activity concluded with an exit conference between the PDMU Leyte team and MLGOO Mr. Lora, where remaining documentary requirements and pending actions were identified. The LGU was enjoined to continue updating and completing its project documentation in the RSSA and Subaybayan Portals.

Streetlights are set to illuminate eight barangays in Tunga, Leyte,as the municipality pushes forward with its Local Government Support Fundโ€“Growth Equity Fund (LGSF-GEF) project for the Construction and Installation of a Solar Street Lighting System, following a site inspection conducted on August 26, 2026 in the Municipality of Tunga, Leyte.

Engr. Engineers Ivan Jay C. Memoracion and Engr. Ginica P. Soria from the Project Development and Management Unit (PDMU) of DILG Leyte proceeded to the DILG Field Office of Tunga, where they were welcomed by Municipal Local Government Operations Officer (MLGOO) Beauty A. Cinco.

The activity coincided with the quarterly meeting and ocular inspection of the Tunga Local Project Monitoring Committee (LPMC) for the 3rd quarter of 2026, attended by LPMC Chairperson and MDRRMO Engr. Remar Buranday, LPMC Secretariat and MPDC Engr. Marlon B. Arintoc, and LPMC members Punong Barangay Hon. Fidelio G. Baac of Brgy. San Antonio, Punong Barangay Hon. Antonio M. Asoy of Brgy. Astorta, and Punong Barangay Hon. Alex Davocol of Brgy. Balire. Also present were CSO representatives Mr. Nestor Esquibel of the Pasaca Irrigators Association and Ms. Lourdes Baac of Tunga, Leyte BHW Humanitarian Volunteers, Inc., along with Municipal Engineer Teodoro A. Quintana Jr., MNRO-designate Ms. Gezelle Ann Bedua, MEO Engr. Noel C. Astorga, and MPDC staff Mr. Edwin C. Opon.

Following the meeting, the team proceeded with the ocular inspection of the LGSF-GEF project. Based on the Statement of Work Accomplishment (SWA) presented, the project registered a physical accomplishment of 10.87 percent. DILG Leyte, through PDMU, conducted the site inspection to check compliance with project specifications and monitor the pace of implementation against the approved work schedule.

Monitoring activities such as this allow DILG Leyte to identify implementation gaps early and coordinate corrective action with the local government unit, helping ensure that the solar street lighting units reach the eight target barangays on schedule.
DILG Leyte will continue to track the project's progress through succeeding LPMC quarterly meetings and site validations, in coordination with the Municipal Government of Tunga.

Technical assistance was extended to the Municipality of Matag-ob to strengthen compliance with the Rapid Sub-Project Sustainability Assessment (RSSA) encoding and ensure that public funds translate into functional facilities that deliver meaningful benefits to residents during an activity conducted on August 26, 2026, in Matag-ob, Leyte. The team first coordinated with Municipal Local Government Operations Officer (MLGOO) Gerson L. Egos regarding the projects scheduled for assessment under the RSSA. Following the coordination, the team paid a courtesy visit to the Office of the Municipal Vice Mayor and met with Hon. Romeo N. Albarida for a brief discussion and to apprise him of the purpose and activities of the field validation.

Site validation and geotagging were conducted jointly with the MEO Team, composed of Engr. Christian B. Cadorna and Engr. Crystal Lyn Bentoy. The Project Development and Management Unit (PDMU) Leyte Team, composed of Engr. Earl L. Agner, Engineer II, and Joshua Miguel U. Cuaresma, PEO II, led the assessment, checking each project's operational and functional status and its benefits to the intended beneficiaries.

As part of the field validation activities, the team likewise conducted site inspection and validation of the FY 2026 Local Government Support Fund โ€“ Growth Equity Fund (LGSF-GEF) Farm-to-Market Road (FMR) project. The inspection focused on validating the project's implementation status, physical condition, and compliance with the prescribed requirements.

The team also coordinated with the Municipal Accounting Office to verify and secure supporting documents, including the required Journal Entry Vouchers (JEVs), for each project evaluated. The activity supports the monitoring of locally-funded and nationally-funded infrastructure projects at the municipal level, providing a basis for ensuring that completed and ongoing projects are delivering their intended services to constituents.

The activity concluded with a post-validation debriefing with the MLGOO on the observations noted and pending documentary requirements, which will be followed up to complete the project evaluation records. These field validation activities reinforce the commitment to ensuring that government-funded infrastructure projects are properly implemented, sustained, and responsive to the needs of local communities.
