Whatever the form of government, the role of a Commission on Elections is beyond question. It ensures that there is a process that is clear, fair and democratic, by which our leaders are chosen. It is from this process that every mandate arises, and it is on the collective belief in that mandate that the true power of government rests. The source of an elected leader's authority is not the office he holds, but the trust the people have placed in him.
For eighty-six years, the Commission on Elections has stood as the guardian of the Filipino vote. We have carried that duty with great care, mindful that a ballot is never merely a piece of paper, It bears the hope of every voter, hope for a better future and for a government that serves the welfare of all.
The road has not been easy. Yet while challenges remain before us, we have triumphed and succeeded on many occasions. In every election, one conviction has driven us: that the Filipino voter deserves a process worthy of his trust, and that it falls to this Commission to build it.
At the beginning of the present Commission's term, we set out a plan to guide our steps. Our vision is to enhance the Filipino voting experience through transparent, inclusive, accessible, and modernized electoral processes. Our mission is to manage the conduct of credible electoral exercises that always reflect the genuine will of the Filipino people, in an efficient and effective manner. This has anchored our preparations for the recent and upcoming electoral exercises.
In the National and Local Elections of 12 May 2025, for the first time in our nation's history, we implemented internet voting for our countrymen abroad. It reached seventy-seven posts around the world and remained open for thirty days, so that no Filipino would be left behind however far from the land of his birth. We used modern means to make our elections more inclusive.
In that same election, more than ninety-nine percent of election returns were transmitted to our servers, and the public received the results within hours of the closing of the precincts. We showed the entire nation that this Commission is efficient and effective.
And to ensure that the count truly reflects the will of the people, we continued to open our processes to public scrutiny. We invited the political parties, our citizens' arms, and various interest groups into the source code review. PPCRV and NAMFREL remained accredited as our partners in safeguarding the vote. We welcomed observers, both local and foreign, and they in turn recognized the Commission's greater transparency and its more consultative administration of the electoral process. These are only a few of the things we have accomplished.
Not one of these was the work of a single office or a single person. And so on this occasion, I wish to thank every one of us in the Commission, those in active service and those now retired, who have given their time and their talents to this institution. From the central office to the farthest election office, each one of us has played a part in the orderly conduct of every election and in strengthening the people's faith in the democratic process. We are grateful as well to our stakeholders, to the media who brought accurate and timely information to the public, to the teachers who leave their classrooms each year to serve on our electoral boards, to our fellow agencies of government and our security forces who have worked tirelessly to answer our needs and our calls for assistance. and above all to the Filipino voter, for their continued faith and participation in our democracy.
The work before us remains considerable. On 14 September, we will conduct the first-ever Bangsamoro Parliamentary Elections, a vote long awaited and deferred more than once. We have already printed over two million three hundred thousand ballots for it. Far more than a technical exercise, this is the Commission's contribution to the peace process and to the establishment of genuine democratic governance in the Bangsamoro Region. It will be followed by the Barangay and Sangguniang Kabataan Elections on 2 November, where we again bring the service of the Commission to the level of government closest to our people.
In the remaining days of my term, I look forward to building on what we have established, not only over the last four years but across the nearly nine decades of this Commission's history.
Let us remain mindful of our role and of the weight of its importance. And through it all, let us remain humble, for the trust the people have given us is not ours to claim. It is only lent, and in every day of our service we must prove ourselves worthy of it.

Anuman ang anyo ng pamahalaan, hindi matatawaran ang papel ng isang komisyon sa halalan. Tinitiyak ng Komisyon na may prosesong malinaw, patas, at demokratiko sa pagpili ng mga mamumuno. Buhat dito ang mandato ng bawat panunungkulan, at sa sama-samang paniniwala sa mandatong iyon nakasalalay ang tunay na kapangyarihan ng pamahalaan.
Hindi ang posisyon ang bukal ng awtoridad ng isang halal na pinuno, kundi ang tiwalang ipinagkaloob sa kanya ng sambayanan.
Sa loob ng walumput anim na taon, naging tagapagbantay ang Komisyon sa Halalan ng boto ng bawat Pilipino. Ginampanan natin ito nang buong ingat, batid na ang bawat balota ay hindi lamang isang piraso ng papel. Taglay nito ang pag-asa ng bawat botante, pag-asa para sa mas maayos na kinabukasan at para sa isang
pamahalaang naglilingkod sa kapakanan ng lahat.
Hindi naging madali ang landas na ito. Ngunit habang nananatili ang mga hamon sa ating harapan, marami naman din tayong mga napagtagumpayan. Sa bawat halalan, isang paniniwala ang nagtulak sa atin: nararapat sa botanteng Pilipino ang isang prosesong karapat-dapat sa kanyang tiwala, at nasa Komisyong ito ang tungkuling itayo iyon.
Sa simula ng termino ng kasalukuyang Komisyon, nagtakda tayo ng plano upang gabayan ang ating mga hakbang. Ang ating pananaw ay pahusayin ang karanasan ng botanteng Pilipino sa pamamagitan ng mga proseso ng halalang hayag at bukas sa panunuri, inklusibo, abot-kamay, at makabago.
Ang ating misyon ay pamahalaan ang pagsasagawa ng mga kapani-paniwalang halalan na laging sumasalamin sa tunay na kalooban ng sambayanang Pilipino, sa paraang episyente at epektibo. Ito ang naging gabay sa preparasyon natin para sa mga huli at susunod na halalan.
Sa Pambansa at Lokal na Halalan noong ika-12 ng Mayo 2025, sa kauna-unahang pagkakataon sa kasaysayan ng bansa, naipatupad natin ang internet voting para sa ating mga kababayang nasa ibayong dagat. Inabot nito ang pitumput-pitong destinasyon sa buong mundo at binuksan sa loob ng tatlumpung araw, upang walang Pilipinong maiwan gaano man kalayo sa bayang kanyang sinilangan. Gumamit tayo ng makabagong paraan para gawing mas inklusibo ang ating eleksyon.
Sa parehong halalan, mahigit siyamnapu't siyam na porsyento ng mga election returns ang naipadala sa ating mga server, at natanggap ng taumbayan ang mga resulta sa loob lamang ng ilang oras matapos magsara ang mga presinto. Ipinakita natin sa buong sambayanan na ang Komisyon ay episyente at epektibo.
At upang matiyak na tunay ngang sumasalamin sa kalooban ng bayan ang bilangan, ipinagpatuloy natin ang pagbubukas ng ating mga proseso sa pagsusuri ng publiko. Inanyayahan natin sa source code review ang mga partidong pulitikal, ang ating mga citizensโ arms, at ang ibat-ibang interest group. Nanatiling akreditado ang PPCRV at ang NAMFREL bilang katuwang natin sa pagbabantay ng halalan. Malugod nating tinanggap ang mga tagamasid, lokal man o dayuhan, at kinilala naman nila ang lumawak na transparency at ang higit na konsultatibong pamamalakad ng Komisyon. Ilan lamang ito sa ating mga napagtagumpayan.
Wala ni isa sa mga ito ang gawa ng iisang tanggapan o iisang tao. Kaya sa okasyong ito, nais kong pasalamatan ang bawat isa sa atin sa Komisyon, ang mga nasa aktibong serbisyo at maging ang mga retirado na, na nag-alay ng kanilang panahon at talino sa institusyong ito. Mula sa punong-tanggapan hanggang sa pinakamalayong election oftice, bawat isa sa atin ay may ginampanang bahagi sa maayos na pagsasagawa ng bawat halalan at sa pagpapatibay ng paniniwala ng taumbayan sa prosesong demokratiko. Nagpapasalamat din tayo sa ating mga stakeholder, sa media na nagdala ng tama at napapanahong impormasyon sa taumbayan, sa mga gurong taon-taon ay iniiwan ang kanilang mga silid-aralan upang maglingkod bilang mga electoral board, sa mga kapwa ahensya ng pamahalaan at security forces na masipag na tumutugon sa ating mga pangangailangan at paghingi ng tulong, at higit sa lahat sa Botanteng Pilipino sa pakikilahok sa ating demokrasya.
Nananatiling malaki ang gawaing nasa harap natin. Sa ika-14 ng Setyembre, isasagawa natin ang kauna-unahang Bangsamoro Parliamentary Dlections, isang halalang matagal nang hinihintay at ilang ulit nang naipagpaliban. Naimprenta na natin ang mahigit dalawang milyon at tatlong daang libong balota para rito. Higit pa sa isang teknikal na gawain, ito ay ambag ng Komisyon sa proseso ng kapayapaan at sa pagtatatag ng tunay na demokratikong pamamahala sa Rehiyong Bangsamoro. Susundan ito ng Barangay at Sangguniang Kabataan Elections sa ika-2 ng Nobyembre, kung saan muli nating dadalhin ang serbisyo ng Komisyon sa pinakamalapit na antas ng pamahalaan sa ating mga kababayan.
Sa nga natitirang araw ng aking panunungkulan, inaasahan kong maipagpapatuloy natin ang mga naitayo natin, hindi lamang sa nagdaang apat na taon kundi sa halos siyam na dekada ng kasaysayan ng Komisyong ito.
Manatili nawa tayong mulat sa ating tungkulin at sa bigat ng kahalagahan nito.
At sa gitna ng lahat, nawa'y manatili rin tayong mababa ang loob, sapagkat ang tiwalang ipinagkaloob sa atin ng sambayanan ay hindi atin upang angkinin.
Hiram lamang ito, at kailangan nating patunayan sa bawat araw ng ating paglilingkod na tayo ay karapat-dapat.
