DICT Region VIII Bolsters Biliranโs Digital Defense by Unmasking the Latest Cyber Threats
To mark National ICT Month 2026, DICT Region VIII brought its localized cybersecurity campaign to the island province on June 9, 2026, hosting Biliranโs Cyber-Shield Tuesday. This initiative created an all-digital platform dedicated to securing the province's cyberspace and protecting its residents from evolving digital predators. The session was moderated by Atty. Jhemmarie Joi Demillo (Planning Officer II) and commenced with opening remarks from OIC Regional Director Atty. Melvyn Carlo T. Barroa, who emphasized the department's unyielding commitment to digital safety across the region. The webinar concluded with closing remarks from Assistant Regional Director Atty. Lovely Mei R. Dela Cruz, CPA, reinforcing a proactive stance against cybercrime.
Biliran's local communities are currently facing an onslaught of sophisticated digital fraud where cybercriminals exploit psychological triggers like panic and urgency to trick residents, students, and workers into clicking malicious links. Without proper awareness, everyday citizens remain highly vulnerable to devastating financial losses and identity theft from scams that appear entirely legitimate. In direct response to these escalating threats, the department is strictly executing the President's mandate to forge a "Cyber-Secure Philippines" under the vision of a "Bagong Pilipinas". This directive prioritizes the protection of every Filipino in the digital economy by reinforcing regional gateways and equipping citizens with the literacy needed to dismantle cybercrime.
Fulfilling this mission, the DICT team deployed critical provincial milestones and expert insights tailored for Biliranons. Ms. Hazel Martinez opened the technical session by presenting the DICT Region VIII Biliran Provincial Office Accomplishment Report, showcasing a brand-new provincial office building and infrastructure upgrades. Provincial records highlight a significant reach in the region, with 7 activities serving 1,814 participants in Biliran during the first quarter of 2026 alone.
Turning to the threat landscape, Cybersecurity Focal Ms. Claire P. Fernandez discussed "Fortifying the Digital Gateway," sharing specialized insights from ISC2 on preventing social media scams. She unmasked the heavy cost of careless browsing through real-world video case studies and emphasized critical digital hygiene, such as the separation of work and personal email addresses to shield against unauthorized access
The session further explored the intersection of technology and crime, as Engr. Royden Rusiana discussed the role of Artificial Intelligence in Cybersecurity, urging the audience to be "Cyber Smart" to counter AI-driven threats.
Additionally, Mr. Rey Anthony Oliva provided an exhaustive breakdown of "Unmasking Biliran's Latest Scams," exposing the exact blueprints of fraudulent activities currently hitting the province.
This highly impactful discussion has fundamentally transformed the digital safety of the community, turning vulnerable residents into empowered "Digital Gatekeepers." Armed with vital knowledge, Biliranons now possess the critical mindset to Stop, Verify, and Report, ensuring they never act out of haste when faced with a digital threat.
