Tacloban City, Leyte – June 4, 2026 – The Department of the Interior and Local Government (DILG) Tacloban City, under the leadership of City Director Jean Redi T. Briones, CESE, actively supported the successful launching of the Unified 911 Satellite Command Center (SCC) at the Tacloban City Fire Station on June 4, 2026, reinforcing the government's commitment to strengthening emergency response services and public safety in Eastern Visayas.

As part of its key role in the preparatory activities for the event, DILG Tacloban City facilitated the invitation and participation of community representatives identified by the Emergency 911 National Office. These included the Punong Barangay of Barangay 6, as well as two youth representatives, two senior citizen representatives, and two persons with disabilities (PWD) representatives, ensuring that various sectors of the community were represented during the historic occasion.

The launching forms part of the nationwide rollout of four Unified 911 Satellite Command Centers strategically established in Batac City, Cauayan City, Leganes, and Tacloban City. The initiative aims to enhance emergency response capabilities and improve access to emergency services by enabling callers to communicate using local dialects, thereby promoting faster coordination among emergency responders, dispatchers, local government units, and other stakeholders.

Through the leadership of City Director Briones, DILG Tacloban City coordinated closely with local officials and stakeholders to support the conduct of the event and strengthen community engagement in this significant national undertaking.

The program featured a live teleconferencing demonstration linking the newly activated satellite command centers across the country, showcasing the operational integration and interoperability of the Unified 911 System. The demonstration highlighted the government's continuing efforts to modernize emergency communications and ensure more efficient delivery of emergency assistance to the public.

In a message of support, DILG Regional Director Arnel M. Agabe, CESO III, emphasized the significance of the Unified 911 initiative in advancing responsive governance and enhancing public safety services in the region.

"The establishment of the Unified 911 Satellite Command Center in Tacloban City is a major step toward ensuring that emergency services become more accessible, responsive, and inclusive for our communities. Through strengthened coordination among government agencies, local officials, and community stakeholders, we are building a safer and more resilient Eastern Visayas. We commend all partners who contributed to the successful implementation of this important initiative," Director Agabe said.
Meanwhile, Tacloban City Mayor Alfred S. Romualdez expressed his full support for the establishment of the Unified 911 Satellite Command Center, recognizing its vital role in enhancing public safety and emergency response services for Taclobanons and neighboring communities.

"The launch of the Unified 911 Satellite Command Center in Tacloban City marks a significant milestone in our collective efforts to protect lives and strengthen disaster and emergency response mechanisms. This initiative demonstrates the government's commitment to providing accessible, reliable, and timely emergency services to every Filipino. We are grateful to the Emergency 911 National Office, DILG, BFP, and all partner agencies for bringing this important program closer to our people. The City Government of Tacloban remains fully committed to supporting initiatives that promote safer and more resilient communities," Mayor Romualdez said.

The Tacloban City Multi Stakeholder and Advisory Council (MSAC) convened for a second quarterly meeting on June 3, 2026 at the conference room of the EV LGRRC Building, DILG Region VIII in Tacloban City. Representatives from a wide range of partner agencies gathered early in the morning to review progress, share expertise, and plan joint actions that will strengthen barangay governance and community safety across the city.

After a brief welcome by DILG OIC-CD Jean Redi T. Briones, CESE, as presiding officer, the session opened with a focused refresher on the roles and coordination mechanisms of the Local Governance Resource Center (LGRC) and the MSAC. Members revisited how the council functions as a platform for policy harmonization and resource-sharing among local stakeholders, underscoring the importance of sustained inter‑agency collaboration in addressing the city’s governance and public-safety priorities.

The meeting then turned to the proposed research initiatives on Barangay Organizational and Operational Development. DILG Tacloban invited academe and partner agencies to support a concerted research push that will produce practical, evidence‑based recommendations for strengthening barangay leadership, administrative systems, and more efficient service delivery. Representatives from academe and other stakeholders expressed readiness to contribute studies that can inform capacity-building programs and local policies.

A substantial portion of the discussion centered on the formulation and adoption of a unified policy for Barangay Drug Clearing Operations. Council members discussed operational guidelines, clarified agency roles during operations, and emphasized the need for standardized procedures that balance enforcement with community-based prevention and rehabilitation. The conversation reflected a shared commitment to ensuring that drug-clearing activities are lawful, coordinated, and sensitive to the needs of affected communities.

Participants also reviewed the current membership of the MSAC and explored options for expanding its composition to better reflect the diversity of sectoral stakeholders in Tacloban City. The proposed expansion aims to bring in additional voices that can enhance planning, implementation, and monitoring of local governance initiatives.

The council advanced the Local Governance Research Agenda, identifying priority topics and potential lead researchers. Partner agencies committed to submit technical inputs and research proposals, and the MSAC secretariat agreed to circulate the draft Barangay Drug Clearing Operations policy and the consolidated research agenda for further review and final adoption.

Representatives in attendance included officers from the Tacloban City Police Office and Tacloban City Fire Station, custodial personnel from the Tacloban City Jail male and female dormitories, officials from DepEd Tacloban City, personnel from PDEA Tacloban City and the Tacloban City Parole and Probation Office, official from Volunteers for the Visayan, and President of the Liga ng mga Barangay Tacloban City. Their participation highlighted the multi‑sectoral nature of the council and the shared responsibility for improving barangay governance and public safety.

The collaborative actions set during the Second Quarterly MSAC meeting are intended to translate into clearer policies, stronger barangay institutions, and coordinated programs that respond to Tacloban City’s local governance and community safety needs.

Through its engagement in the FDP Portal Demonstration, DILG Tacloban reaffirmed its commitment to strengthening compliance mechanisms and enhancing the capacity of LGUs in adhering to full disclosure requirements. The activity provided an avenue for reinforcing the importance of timely and accurate submission of financial documents, ensuring that government transactions remain open and accessible to the public.

As frontliners in public service delivery, LGUs are reminded of their responsibility to ensure that all programs, projects, and financial transactions are conducted in accordance with established laws, policies, and standards. The Full Disclosure Policy (FDP) serves as a key instrument in promoting transparency by mandating the posting of financial reports, thereby allowing citizens to monitor the use of public funds.

DILG Tacloban strongly encourages LGUs to go beyond compliance and actively foster citizen participation. As part of the Local Governance Resource Center's (LGRC) continuing thrust to promote knowledge sharing and strengthen institutional learning, the Department of the Interior and Local Government (DILG) Tacloban City Sub-LGRC conducted a Knowledge Sharing Session on the HOPE Governance Framework on May 29, 2026, at Pacific Point, Tacloban City.

The activity was attended by all DILG Tacloban City personnel, demonstrating the office's collective commitment to fostering a culture of continuous learning, innovation, and excellence in local governance. The knowledge-sharing session served as a platform for personnel to deepen their understanding of emerging governance concepts and approaches that can further enhance the delivery of public service and support local government units (LGUs) in addressing present and future challenges.

The discussion was led by DILG Tacloban Officer-in-Charge City Director Jean Redi T. Briones, CESE, who presented the foundational concepts and strategic directions of the HOPE Governance Framework. The framework serves as a forward-looking governance model that emphasizes innovation, resilience, learning, and citizen-centered public service.

Director Briones highlighted the four pillars of the HOPE Governance Framework:
H – Human-Centered Governance
O – Organizational Learning and Knowledge Management
P – Predictive Governance through Futures Thinking
E – Emerging Innovation and Resilience Governance

The session also introduced the PAGLAUM Strategic Framework, a complementary governance model that embodies the aspirations of the DILG Tacloban Sub-LGRC. PAGLAUM stands for Participatory Governance, Adaptive Governance, Governance Knowledge and Innovation, Leadership and Learning Ecosystems, Alliance Building, Universal Inclusion and Sustainability, and Monitoring and Modernization.

Through the discussion, participants gained valuable insights into futures thinking, knowledge management, innovation, resilience governance, and collaborative leadership, key elements in building adaptive and future-ready local government institutions.

The activity forms part of the DILG Tacloban Sub-LGRC's continuing commitment to advancing knowledge exchange and professional development among its personnel. The Department of the Interior and Local Government (DILG) Tacloban actively participated in the virtual orientation titled "Developing Presence, Confidence, and Influence," held via Zoom on May 28, 2026. The event gathered DILG personnel across Eastern Visayas.

The orientation commenced with a message from Regional Director Arnel M. Agabe, where he emphasized the vital importance of professional leadership, highlighting how cultivating presence, confidence, influence, and a progressive mindset are essential traits for every dedicated public servant.

The resource speaker, Mr. Lurvie James N. Fruto, MPA, EnD, opened the discussion by exploring the concept of "Presence Beyond Position." He noted that true personal power is not about being the loudest voice in the room. Rather, it begins with intentionally developing a presence that allows a leader to command a room simply by being grounded and fully engaged. He explained that when this centered energy is paired with deep confidence, leaders shift from seeking approval to executing goals with quiet certainty. This inner assurance naturally elevates how a leader is perceived, as people are instinctively drawn to those who trust their own capabilities.

Moreover, he highlighted a key takeaway, "We don't just lead because of our position, but because people believe in our purpose and trust our heart." He explained that true influence allows a leader to inspire change and guide others without relying solely on organizational authority. To build this, he advised aligning body language with intention, noting that an open posture instantly boosts one's internal state while projecting capability outward.

Lastly, he emphasized that actively listening to others amplifies impact, proving that the most persuasive figures are those who make others feel valued. Through these practices, public servants can transform everyday interactions into opportunities for meaningful leadership and lasting impact.

To ensure an interactive learning experience, the speaker also gave the attendees the opportunity to ask questions and share their insights, ensuring that everyone gained a deeper understanding of the core concepts of leadership.

The activity served as an important platform for strengthening collaboration among government agencies, private establishments, and the PWD sector in ensuring the full implementation of laws, programs, and policies that promote inclusivity and accessibility for persons with disabilities.

During the dialogue, participants raised various concerns and recommendations aimed at enhancing services and opportunities for PWDs. Discussions highlighted the need for stronger policy support, including the enactment of local ordinances that would address existing gaps and institutionalize programs beneficial to the sector. Stakeholders emphasized that certain concerns require legislative action from the local government to ensure their sustainability and effectiveness.

Representatives from the DILG Tacloban City Office, headed by OIC-City Director Jean Redit T. Briones, CESE, underscored the agency’s commitment to assisting the PWD sector by facilitating coordination among concerned offices and providing guidance on governance mechanisms that can help address identified needs.
