Government agencies from the city, regional, and national levels joined forces in Tacloban City for the Chemical, Biological, Radiological, and Nuclear (CBRN) Simulation Exercise (SimEx) held on August 5, 2026 at Pacific Point, Tacloban City. The activity capped two days of orientations and discussions designed to prepare participants for the final-day field simulation, underscoring the importance of readiness, coordination, and interagency cooperation in responding to high-risk incidents. CBRN exercises are widely used to test decision-making, communication, and operational coordination in a controlled setting, helping agencies refine response protocols without real-world danger.

During the first two days, participating agencies underwent briefings and discussions that focused on roles, responsibilities, and response mechanisms in the event of a CBRN-related emergency. These preparatory sessions ensured that the simulation exercise on the third day would be grounded on shared understanding and a more realistic operational framework.

The final-day SimEx allowed responders to apply what they learned in a practical setting, strengthening coordination among frontline units and decision-makers. Multi-agency drills like this are important because they improve interoperability, clarify command arrangements, and reveal gaps in communication and procedure before an actual incident occurs.

For Tacloban City, the activity was especially significant because it helped strengthen local preparedness against uncommon but high-impact threats that may affect public health, safety, critical infrastructure, and community stability. Exercises of this kind help local governments identify policy gaps, operational weaknesses, and resource limitations, including those related to contingency plans, reporting lines, decontamination procedures, protective gear, detection tools, medical support, and logistics support.

More importantly, the simulation exercise provided an opportunity to assess what needs improvement in the cityโ€™s systems before an actual emergency happens. Lessons gained from the exercise can guide the enhancement of policies, response protocols, supply inventories, equipment readiness, personnel training, and inter-office coordination, making future responses faster, safer, and more organized.

The activity was made possible through the partnership of the City Government of Tacloban and the strong participation of agencies from the city, Region VIII, and the national government. The City Government likewise showed its support through the presence of Acting Mayor Hon. Raymund Vincent A. Romualdez, whose attendance reflected the local governmentโ€™s commitment to strengthening public safety and emergency preparedness in the city.

By bringing all stakeholders together in one exercise, the simulation helped build a common operational language among responders and reinforced the importance of rapid information-sharing, unified command, and mutual support. Similar coordination efforts have been recognized in other CBRN-related trainings as essential to improving readiness and enhancing the capability of emergency personnel to respond to incidents involving hazardous materials and mass-casualty scenarios.

The CBRN SimEx in Tacloban City demonstrated that preparedness is not only about having a plan, but also about testing it, correcting it, and improving it. Through the exercise, agencies were able to identify opportunities to strengthen future response systems and ensure that Tacloban City remains better prepared to protect lives and communities in the event of any chemical, biological, radiological, or nuclear emergency.

Reinforcing the importance of inter-agency collaboration in advancing public health, the City Health Office (CHO), headed by Dr. Jaime Opinion, Jr., paid a courtesy call to OIC-City Director Jean Redi T. Briones, CESE, of the Department of the Interior and Local Government (DILG) Tacloban City Office on July 16, 2026, to discuss collaborative efforts in support of the city's Measles-Rubella (MR) initiatives.

The meeting served as an avenue to strengthen coordination between the local health sector and the DILG in preparation for activities aimed at preventing the spread of measles and rubella through intensified immunization advocacy, community engagement, and local government support. Recognizing that vaccine-preventable diseases continue to pose risks, particularly among children, both offices underscored the importance of a unified and proactive approach in ensuring the successful implementation of health interventions at the community level.

During the discussion, the City Health Office highlighted the significance of sustained partnerships with local government stakeholders in promoting public awareness, addressing vaccine hesitancy, and encouraging broader community participation in the Measles-Rubella campaign. In response, OIC-City Director Briones reaffirmed the DILG Tacloban City Office's commitment to supporting public health programs by fostering close coordination with concerned agencies and mobilizing local government units and barangays to help achieve national and local health objectives.

The Department of the Interior and Local Government (DILG) Tacloban City Office conducted an orientation on DILG Memorandum Circular No. 2026-021 before the members of the Tacloban City Assessment and Transition Team (CATT) at the Community Affairs and Coordinating Office (CACO), City Hall, Tacloban City on August 4, 2026.

The orientation centered on the provisions of the circular, which mandates all incumbent Barangay and Sangguniang Kabataan (SK) officials to undertake the comprehensive inventory and turnover of properties, financial records, documents, and money accountabilities in preparation for the November 2026 elections. The discussion emphasized the need for timely, accurate, and transparent compliance to ensure an orderly transition of responsibilities at the grassroots level.

During the session, the roles and responsibilities of the CATT were highlighted, along with the timelines that members must closely observe in carrying out the mandated inventory and turnover process. The orientation also served as a venue for the team to strategize on how to effectively and efficiently implement the circular across the cityโ€™s barangays.

The CATT underscored the importance of strong coordination, proper documentation, and adherence to prescribed procedures to avoid delays and ensure accountability among outgoing officials. DILG Tacloban City took part in the Regional Office Performance Management Team (ROPMT) meeting held via Zoom on August 3, 2026, together with all members of the team and the designated planning officers from the DILG sub-regional offices.

The meeting primarily centered on the setting of targets for DILG Region 8 and its sub-regional offices for the second semester of 2026. It served as a venue for aligning plans, discussing performance targets, and ensuring that all offices are guided by a unified direction in the delivery of programs and services.

As one of the participating offices, DILG Tacloban City recognized the importance of the activity in strengthening coordination and enhancing the Departmentโ€™s planning and performance management efforts. The meeting also reinforced the shared commitment of the participants to pursue responsive, efficient, and results-based public service.

Through its participation, DILG Tacloban City reaffirmed its support for the regionโ€™s thrust toward effective target setting and the timely implementation of priorities for the remaining months of the year.
