A few steps closer to establishing their own aqua-based livelihoods, proponent fisherfolk groups of the Philippine Fisheries and Coastal Resiliency (FishCoRe) Project in Southern Leyte participated in the Livelihood Proposal Development cm Environmental and Social Management Plan (ESMP) Writeshop held on August 24–28, 2026, in Macrohon.

The Fisheries Management Area Coordinating Unit (FCU) 8 assisted nine (9) proponent fisherfolk associations under the Livelihood Diversification Subcomponent of the Modern and Resilient Livelihood Investments (MARLIN) in developing their respective livelihood proposals.

Fisherfolk representatives from the participating associations, together with Agricultural Technician (AT) Fisheries personnel from Liloan, Malitbog, Maasin City, and Libagon, were guided through the key components of livelihood proposal development—from establishing the project rationale and conducting market analysis to preparing financial plans, assessing economic impacts, and developing sustainability strategies. The proposals were also prepared following the World Bank’s Environmental and Social Standards (ESS) and the Harmonized Gender and Development (GAD) Guidelines.

As part of the writeshop, participants identified the potential environmental and social risks associated with their proposed livelihood subprojects and developed corresponding risk mitigation and management measures to ensure that their planned investments are implemented responsibly and sustainably.

"Never start an Income-Generating Project (IGP) without an arranged plan and clear strategy. Any venture without preparation and direction is destined to fail," shared Mrs. Maria Lilianee C. Deloso, an Agricultural Office staff member from Liloan, Southern Leyte, highlighting her key takeaway on the importance of careful planning in establishing an IGP.
Beyond developing viable livelihood proposals, the participants also strengthened their commitment to adopting responsible practices that contribute to the protection and sustainable management of fishery resources.

"Livelihood development must go hand-in-hand with environmental stewardship. Protecting marine habitats today guarantees resilient coastal communities for tomorrow," emphasized Mr. Rolly P. Calago, a member of the Caaga Farmers and Fisherfolks Association (CAAFFA).

The livelihood proposals developed by the fisherfolk associations were presented to the FCU 8 Technical Support Officers, Social Safeguards Focal, and Assistant Technical Coordinator for review and refinement. Following finalization, the proposals will be presented to the Grant Proposal Review Committee (GPRC) for consideration, bringing the associations one step closer to potentially securing funding for their proposed livelihood ventures.

Through these proposals, the participating fisherfolk associations are being provided with opportunities to establish viable alternative livelihoods while preparing for the implementation of the Closed Fishing Season and Limited Fishing Days within Fisheries Management Area (FMA) 9. These livelihood investments aim to help reduce the potential impact of fisheries management measures on fisherfolk while supporting their transition toward sustainable and diversified sources of income.

𝐁𝐅𝐀𝐑 𝟖 𝐑𝐞𝐜𝐨𝐠𝐧𝐢𝐳𝐞𝐬 𝐓𝐨𝐩 𝟑 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐌𝐌𝐊 𝟐.𝟎 𝐉𝐢𝐧𝐠𝐥𝐞-𝐌𝐚𝐤𝐢𝐧𝐠 𝐂𝐨𝐦𝐩𝐞𝐭𝐢𝐭𝐢𝐨𝐧 𝐖𝐢𝐧𝐧𝐞𝐫𝐬

The Bureau of Fisheries and Aquatic Resources (BFAR) 8 recognized the Top 3 winners of the Malinis at Masaganang Katubigan (MMK) 2.0 Jingle-Making Competition during the awarding ceremony held in Tacloban City on August 25, 2026, highlighting the creativity of Eastern Visayas participants in promoting the protection, conservation, and sustainable management of our coastal and inland fishery resources.

Besting 15 entries from across the region, John Gem Villa and Francis Rico Gonzales of Samar clinched first place with a score of 89% for their jingle, “Para sa Magandang Bukas.”

“The song encourages everyone to take part in caring for our waterways because maintaining clean and abundant waters begins with our everyday actions. Through our music, we hope to inspire greater appreciation, responsibility, and action toward achieving malinis at masaganang katubigan for our communities and future generations,” Villa and Gonzales shared.

Meanwhile, the Punod Farmers’ Association (PFA) of Pintuyan, Southern Leyte, a BFAR-SAAD beneficiary, secured second place with 84.7% for its jingle composition, “Malinis at Masaganang Katubigan,” while Bachelor of Arts in Communication students from Palompon Institute of Technology (PIT) placed third with 83.3% for their jingle, “Boses ng Katubigan.”

The Top 3 winners received ₱15,000.00, ₱12,000.00, and ₱10,000.00, respectively, while the other top placers received a ₱5,000.00 consolation prize each.

Other top placers were Elmar Abanador of Eastern Samar, who placed fourth with his entry “Basura”; Julius Keith Balic of Southern Leyte, who secured fifth place with “Sagwan”; and COMMpetitive of Leyte Normal University, which placed sixth with “Karagatan ay Buhay.” Limasawa National High School ranked seventh with “Atin ang Dagat,” while Sylvia Galang of Samar placed eighth with her entry, “Kalikasan ay Kalingain.”

As the Grand Winner, Villa and Gonzales will represent Eastern Visayas at the National Level MMK Jingle Competition in September, to be held in line with the celebration of the 63rd Fish Conservation Week. The winning jingle entries will also be used to promote the MMK 2.0 Program and encourage coastal and inland communities to participate in efforts to protect, conserve, and sustainably manage the country’s fisheries and aquatic resources.

The competition is a nationwide initiative under the Malinis at Masaganang Katubigan (MMK) 2.0 Program, which aims to raise public awareness and strengthen community participation in the protection and sustainable management of coastal and inland fishery resources through music and creativity.

Shellfish samples collected from 𝐋𝐄𝐘𝐓𝐄, 𝐋𝐄𝐘𝐓𝐄 are now 𝐏𝐎𝐒𝐈𝐓𝐈𝐕𝐄 for Paralytic Shellfish Toxin (Saxitoxin). To safeguard human lives and mitigate its impact in our shellfish industry while waiting for the confirmatory test results from the BFAR-National Fisheries Laboratory Division, a 𝐋𝐎𝐂𝐀𝐋 𝐑𝐄𝐃 𝐓𝐈𝐃𝐄 𝐀𝐃𝐕𝐈𝐒𝐎𝐑𝐘 is issued. The public is advised to refrain from gathering, selling and eating all types of shellfishes and 𝐴𝑐𝑒𝑡𝑒𝑠 𝑠𝑝. Alamang from this coastal area.

Further, the following areas still remain under 𝐒𝐇𝐄𝐋𝐋𝐅𝐈𝐒𝐇 𝐁𝐀𝐍 (𝐬𝐡𝐞𝐥𝐥𝐟𝐢𝐬𝐡 𝐦𝐞𝐚𝐭 𝐬𝐚𝐦𝐩𝐥𝐞𝐬 collected from the following waters tested 𝐏𝐎𝐒𝐈𝐓𝐈𝐕𝐄 for 𝐑𝐞𝐝 𝐓𝐢𝐝𝐞 𝐓𝐨𝐱𝐢𝐧):
1. 𝐌𝐀𝐓𝐀𝐑𝐈𝐍𝐀𝐎 𝐁𝐀𝐘 in Eastern Samar, includes the municipalities of General MacArthur, Quinapondan, Hernani, and Salcedo (Shellfish Bulletin No. 19, Series of 2026)
2. Coastal waters of 𝐁𝐈𝐋𝐈𝐑𝐀𝐍 𝐈𝐒𝐋𝐀𝐍𝐃 (Shellfish Bulletin No. 19, Series of 2026)
All types of shellfish and 𝐴𝑐𝑒𝑡𝑒𝑠 𝑠𝑝. alamang gathered from this bay are 𝐍𝐎𝐓 𝐒𝐀𝐅𝐄 for 𝐡𝐮𝐦𝐚𝐧 𝐜𝐨𝐧𝐬𝐮𝐦𝐩𝐭𝐢𝐨𝐧.

Fish, squid, shrimp, and crab from these waters are SAFE TO CONSUME as long as they are fresh, and their internal organs such as intestines and gills are removed and thoroughly washed.

The Bureau of Fisheries and Aquatic Resources (BFAR) 8 brought its fisheries information campaign closer to the youth through its Information, Education and Communication (IEC) Sessions in Zumarraga, Samar, and Naval, Biliran on July 31 and August 7, 2026.

The 80 senior high school students from San Isidro National High School (SINHS) in Zumarraga, Samar, and Naval School of Fisheries (NSF) in Naval, Biliran, were introduced to key fisheries and environmental concerns affecting their communities. The sessions tackled fisheries management, the status of fisheries in FMA 7, illegal fishing practices, coastal and marine habitats, harmful algal blooms, the Fisheries Scholarship Program, and the West Philippine Sea.

“Makatabang ni sa amo kay kami ang pag-asa sa bayan, ang may papa na fisherfolks mao ang musaway, muingon kung ilang pangisda kay tama o dili,” shared Recel Ann Sacedor of NSF.

“ Kun Makita ako hin nagbabadil, I realize na dapat may pakialam kita ngan diri naton hira pasagdan han ira ginbubuhat kay diri maupay ha community,” Kyra Nicole Puyat of SINHS echoed.

Both students emphasized their roles as young information advocates and stewards of fisheries and aquatic resources by bringing and sharing the right information with their families and communities, with the hope of encouraging positive behavioral change.

“Dapat maaram kami maghuring ha mga magulang namon han sakto na pagpangisda ngan diri”, Kyra Nicole added.

The value of the IEC session also extends beyond the information shared during the activity, as it provided the students with an opportunity to connect classroom concepts with actual fisheries and environmental concerns in their communities.

“This program complemented the students education by connecting classroom concepts of the real environment,” shared by Lyra B. Tejeresas, Senior High Department Head of SINHS.

The on-the-ground IEC activities were conducted through the Provincial Fisheries Offices (PFOs) of Samar and Biliran, Information, Education and Communication (IEC) Unit, Enforcement and Regional Monitoring, Control, and Surveillance Operations Center (ERMCSOC), Regional Fisheries Laboratory (RFL), and National Stock Assessment Program (NSAP), in coordination with the Local Government Units (LGUs) of Zumarraga and Naval and the participating schools.

The IEC activity is part of BFAR 8’s targeted IEC Sessions for Sustainable Fisheries Management with the Youth in Eastern Visayas, aimed at equipping young people with the knowledge and confidence to promote responsible fishing, protect aquatic ecosystems, and become active partners in conserving fisheries resources for future generations.
