During yesterday's regular session (August 27, 2026), SK Federation President Hon. Emmanuel Dirko S. De Paz joined city legislators in acting upon key measures listed under the official Business for the Day:
🩺 Health Emergency Allowance (HEA): Considered a resolution authorizing City Mayor Alfred S. Romualdez to execute a Memorandum of Agreement with the Department of Health-Eastern Visayas Center for Health Development (DOH-EVCHD). This covers the grant of Health Emergency Allowance to three City Health Office (CHO) personnel who were inadvertently omitted from previous COVID-19 risk exposure classification reports (2021–2023).
*🏠 Boarder Registration & Security (Brgy. 83-A Burayan): Reviewed Barangay Ordinance No. 07, Series of 2026, requiring apartment, boarding house, and rental room operators to register all new boarders/tenants for security and population monitoring.
🛡️ Safer Cities & Public Order (Brgy. 83-A Burayan): Reviewed Barangay Ordinance No. 09, Series of 2026, regulating public drinking, indecent exposure, and excessive noise in line with the citywide Safer Cities Initiative.
🎓 Youth Honor Incentives (Brgy. 68, Anibong District): Deliberated on Barangay Ordinance No. 02, Series of 2026, providing financial incentives from Barangay and Sangguniang Kabataan (SK) funds to verified honor students in secondary and college levels.
🌿 Ecological Solid Waste Management (Brgy. 46): Evaluated Barangay Ordinance No. 1, Series of 2026, prescribing waste segregation, collection, and disposal practices.
🚭 Public Smoking Ban (Brgy. 46): Deliberated on Barangay Ordinance No. 2, Series of 2026, prohibiting smoking in public places and regulating to***co and e-cigarette sales and advertisements.
🐕 Stray Animal Welfare & Control (Brgy. 46): Evaluated Barangay Ordinance No. 4, Series of 2026, managing stray animals and defining pet owner responsibilities.
🚯 Anti-Littering Directives (Brgy. 50-A Youngfield): Reviewed Barangay Ordinance No. 010-2026, prohibiting public garbage dumping and improper waste stockpiling.
👶 Maternal & Child Health Program (Brgy. 91 Abucay): Handled Barangay Ordinance No. 004, Series of 2026, establishing a comprehensive barangay maternal, newborn, and child health and nutrition program.
🛣️ Infrastructure & Property Deeds (LAC Resolutions): Handled resolutions authorizing the City Mayor to sign Deeds of Absolute Sale for property acquisition affected by city road network and flood mitigation projects in Brgys. 110 Utap, 91 Abucay, 96 Calanipawan, and 108 Tagpuro.
