Reinforcing its commitment to timely and effective delivery of rural infrastructure projects, the Philippine Rural Development Project (PRDP) Regional Project Coordination Office 8 (RPCO VIII) recently conducted the Joint RPCO VIII, C/M/PPMIU I-BUILD Quarterly Coordination Meeting and Assessment this August 27โ€“28, 2026, in Tacloban, City.

Bringing together project implementers and key stakeholders to assess ongoing subprojects, address implementation concerns, and align strategies for the continued implementation of PRDP Scale-Up โ€“ the two-day coordination activity served as a venue for the I-BUILD Component, partner components and support units, Provincial/City/Municipal Project Management and Implementing Units (P/C/MPMIUs), resident engineers, and contractors to take stock of project accomplishments and discuss issues affecting the implementation of infrastructure subprojects.

The activity is designed as a regular mechanism for reviewing project status, synchronizing schedules, and developing a common understanding of key implementation concerns and priority needs. It also provides an avenue for stakeholders to discuss ways of addressing gaps and challenges in the implementation of PRDP Scale-Up subprojects.

A major highlight of the coordination meeting was the presentation and assessment of the status of ongoing I-BUILD subprojects. Project implementers reported on their respective accomplishments, implementation timelines, and concerns, providing the participants with a clearer picture of the progress and challenges encountered at the field level.

The discussions also covered subprojects that are ongoing, under procurement, and in the pipeline, allowing concerned offices and implementing units to identify issues early and determine appropriate interventions.

Particular attention was given to disbursement performance, with participants working toward catch-up strategies for subprojects that require improved financial and physical implementation performance. The activity specifically aims to increase target disbursement, minimize negative slippage, and establish clear timeframes toward the completion of subprojects.

Through open forums and interactive discussions, stakeholders were given the opportunity to raise implementation concerns and collectively identify possible solutions. The activity's workshop and breakout-session approach further encouraged participants to translate discussions into concrete action and work plans.

The coordination meeting also underscored the importance of convergence among the different PRDP components and support units. Updates and guidance were shared by I-PLAN, I-REAP, I-BUILD, Procurement, Social and Environmental Safeguards (SES), Monitoring, Evaluation and Learning (MEL), Geomapping and Governance Unit (GGU), and Finance, ensuring that project implementers remain aligned with the latest program requirements and procedures.

By bringing together those directly involved in planning, engineering, procurement, safeguards, finance, monitoring, and actual project implementation, the activity provided a platform where concerns could be discussed collectively, and corresponding actions could be identified.

The activity is ultimately geared toward ensuring that every subproject has a clear path forward โ€“ from addressing implementation bottlenecks and complying with technical requirements to meeting construction and disbursement targets.

As PRDP continues to advance rural development investments in Eastern Visayas, the regular coordination and assessment of I-BUILD subprojects remain crucial in ensuring that infrastructure investments translate into meaningful benefits for agricultural communities.

Through stronger coordination, timely interventions, and shared accountability, PRDP RPCO VIII continues to move its infrastructure investments beyond plans and targets โ€“ toward completed, functional, and sustainable facilities that can strengthen connectivity, improve access to services, and create greater opportunities for rural communities

Chief Agriculturist Mr. Francisco C. Rosaroso, Agribusiness and Marketing Assistance Division (AMAD) Head, officially joined in the Flag Raising Ceremony today September 7, 2026 as DA-RFO-VIIIโ€™s OIC-Regional Technical Director (RTD) for Operations. This came about by virtue of Special Order No. 1134, Series of 2026 issued on September 3, 2026 signed by no less than DA Secretary Francisco P. Tiu-Laurel, Jr.

Mr. Rosaroso assumes this post backed by 40 years of service with the agency. He started off his government career with the Department of Agriculture Central Office, Quezon City in 1985, then transferred to the DA Regional Office in 1987 as a staff of the Agricultural Communication (AgCom) Section. He founded the agencyโ€™s multi-awarded radio farm program โ€˜Kabulig Mo Kami, Sangkayโ€™ in February 1990. He also supervised the preparations of the agencyโ€™s Annual Accomplishment Report from 2009 to 2022.

He has also learned from the best mentors, citing two former regional directors: Director Rufino Ayaso when he was just a newbie in the office and Director Leo Caรฑeda as he handled the reins of the Information Section, and rose through the ranks. With the Operations Division, he was first assigned at the Rice Program Management Unit as the Focal for Farm Mechanization under the leadership of Mr. Rufino Ayaso Jr. Later he became the officeโ€™s Lead APCO (Agricultural Program Coordinating Officer), overseeing the implementation and coordination of various programs at the field level.

On September 4, 2026, Friday, Mr. Rosaroso joined Regional Technical Director for Research and Regulations Engr. Leonarda Londina and Regional Executive Director Rodel Macapaรฑas in the review of the agencyโ€™s restructuring plan, as proposed by the various operating units.

His appointment now completes the core of DA RFO VIIIโ€™s triumvirate management, which was left vacant with the retirement of its previous pillars: Directors Elvira Torres and Larry Sultan in 2025 and Jenny Lyn Almeria in April this year.

For Sam Galvez, a former licensed tour guide and president of the Magallanes Farmers Association (MFA), agriculture and tourism have always been closely intertwined. After surviving a devastating African Swine Fever (ASF) outbreak, the 20-member association in Limasawa Island, Southern Leyte, has ventured into egg productionโ€”creating a new link between local farming and the growing tourism economy.

To support the group's determination, the DA-SAAD Program launched an Egg Production Project as an alternative source of income. Participants received 208 ready-to-lay (RTL) hens, premium feeds, intensive enterprise management training, and key farm supplies, as well as biosecurity assistance to safeguard flock health.

[Previously, we lacked the necessary tools and resources. Having received seeds and equipment, we are now utilizing them effectively to enhance our operations. Moving forward, our objective is to harvest seeds from the initial allocation to sustain our upcoming planting cycles and supply seedlings to other members of our community.

Sa ilalim ng High Value Crops Development Program (HVCDP) ng Department of Agriculture, nabigyan ng Gulayan sa Bayan Project ang Washington Farmers Agriculture Cooperative ng Catarman, Northern Samar sa taong 2025. Nakatanggap ang grupo nina Nilo Abria ng mga buto ng gulay, mga kagamitan sa paghahardin, at foliar fertilizer. Nakatulong ito na mapalago ang kanilang pagtatanim ng gulay. Hangarin ng Department of Agriculture na paramihin ang lokal na produksyon ng gulay upang matugunan ang malnutrisyon, mapalakas ang seguridad sa pagkain, at masigurong may sapat na masustansyang gulay sa bawat komunidad.
