The message of DILG Region VIII Regional Director Arnel M. Agabe, CESO III, underscored the importance of stronger governmentโcivil society partnerships in advancing more participatory, responsive, and citizen-centered local governance in Eastern Visayas. The message was delivered during the Project BISIG Activity held on September 17, 2026, at the Leyte Academic Center in Palo, Leyte.
Agabe noted that CSOs bring community knowledge, technical expertise, networks, and citizen trust that complement the mandate and resources of government. These partnerships help ensure that local plans and programs reflect realities on the ground.
Across Eastern Visayas, more than 25 percent of Local Special Bodies now have CSO representation, 98 Local Peopleโs Councils have been established, and all LGUs have designated CSO Desk Officers. DILG 8, however, emphasized that having the structures in place is only the beginning; the focus must be on making participation meaningful and results-oriented.
The regionโs experience demonstrates the potential of such partnerships. In 2025, all 149 LGU Project Monitoring Committees in Eastern Visayas were assessed as highly functional, reflecting the role of citizen and stakeholder participation in strengthening accountability in government projects.
DILG 8 also highlighted the participation of 10 cohort LGUs in Eastern Visayas in the Open Government Partnership (OGP), where local governments and civil society organizations work together to advance practical initiatives in areas such as waste management, agriculture, health, livelihood, digital services, and disaster resilience.
Meanwhile, the 2025 Citizen Satisfaction Index System (CSIS) in Tacloban City, conducted with Eastern Visayas State University (EVSU), generated an overall citizen satisfaction rating of 84.52 percent and informed the development of a Citizen-Driven Priority Action Plan.
Agabe stressed that citizen feedback should not end with surveys, consultations, or meetings but should lead to improvements in services, policies, resource allocation, and community outcomes.
DILG 8 reaffirmed its commitment to help institutionalize participatory mechanisms, strengthen CSO and LGU capacities, and promote citizen-centered governance.
Ultimately, Agabe emphasized that the success of local governance should be measured not only by programs implemented, but by lives improved, communities empowered, voices heard, and trust built between government and citizens.
