The City Government of Tacloban, through the Human Resource Management and Development Office (HRMDO), successfully conducted a Seminar on the 2025 Rules on Administrative Cases in the Civil Service (RACCS) for representatives from various offices of the City Government on July 31, 2026, at the CEO Conference Hall, 2nd Floor, CEO Building, Tacloban City.

The seminar featured Atty. Divine Grace Agnila-Brown and Atty. Rosalie Almaden of the City Legal Office as resource speakers, with the assistance of Mr. Clyde Roger Patan-ao, Paralegal of the same office. They discussed the significance of the 2025 RACCS, highlighting its key provisions and updates to strengthen participants' understanding of administrative disciplinary procedures and promote accountability, fairness, and professionalism in the civil service.

The City Government of Tacloban, through the Human Resource Management and Development Office (HRMDO), successfully conducted the Orientation for Newly Appointed Employees on July 28, 2026, at the CEO Conference Room, CEO Building, Tacloban City.

The orientation covered essential topics designed to equip employees with the knowledge and values necessary in public service. Among these were: History, Mission, and Vision of the City Government; Organizational Structure; RA 6713: Code of Conduct and Ethical Standards for Public Officials and Employees; The Four Core Human Resource Systems; Leave Benefits and Administrative Compliances; Government Contributions; Submission of the Statement of Assets, Liabilities, and Net Worth (SALN); and Membership process of the Divine Mercy Multi-Purpose Cooperative (DMMPC) and Government Association of Tacloban Employees (GATE).

Here are some snapshots from Pasidungog 2026 for the First Semester

The Human Resource Management and Development Office (HRMDO) of the City Government of Tacloban successfully hosted Pasidungog 2026 on June 11, 2026, at Pacific Point Events Place and Resort.

The program honored 10 retirees and 46 loyalty awardees (January–June 2026) in recognition of their dedication, loyalty, and exemplary service to the City Government.

On behalf of City Mayor Alfred S. Romualdez, Atty. Annaliza A. Quiliope, Acting City Administrator, personally extended her congratulations to all retirees and awardees, expressing gratitude for their invaluable contributions and years of dedicated public service to the City Government.

The City Government of Tacloban, through the Human Resource Management and Development Office (HRMDO), successfully conducted an in-house training for Module 2 (Sequel 2) of the series “LGU Tacloban City Towards Enhancing Efficiency and Service Delivery Through Digital Transformation and E-Governance,” focusing on Technical Writing: Communicating Effectively with Clarity and Precision, held last March 25–26, 2026. Led by resource speaker Ms. Shirley Maraya, the activity highlighted the importance of producing clear, concise, and well-structured technical documents that support timely and evidence-based decision-making in government operations.

Through this training, participants strengthened their ability to craft executive summaries, briefing notes, and technical reports—essential tools in advancing effective governance and improving service delivery. This in-house initiative reflects the City Government’s continued commitment to enhancing institutional capacity, promoting operational efficiency, and delivering responsive and quality public service to the people of Tacloban.
