ANO ANG EL NIÑO? ☀️

Ang El Niño ay isang kondisyon kung saan mas umiinit kaysa karaniwan ang tubig-dagat sa gitna at silangang bahagi ng Karagatang Pasipiko (Pacific Ocean).

Karaniwan, itinutulak ng hangin ang mainit na tubig-dagat papunta sa kanlurang Pasipiko, malapit sa Pilipinas. Kapag humina ang hanging ito, nagbabago ang distribusyon ng init sa karagatan at naaapektuhan ang panahon.

Ang matagal na kakulangan sa ulan ay maaaring magdulot ng pagkatuyo ng mga sakahan at kakulangan sa tubig, na nakaaapekto sa pagkain, enerhiya, kalusugan, at ekonomiya ng ating bansa.

Tandaan: Kahit may El Niño, maaari pa ring magkaroon ng malalakas na pag-ulan sa ilang lugar dahil sa Habagat o mga bagyo.

SETTING THE STANDARD

The Environmental Management Bureau (EMB) Regional Office VIII hosted the Planning and Programming Workshop for the FY 2027 National Expenditure Program (NEP) Budget cm Water Quality Management Area (WQMA) Benchmarking for the Manila Bay Rehabilitation Program on October 5–9, 2026, at Sabin Resort Hotel, Ormoc City, Leyte.

The activity provided a platform for members of the Ormoc Bay WQMA Governing Board to share best practices, discuss adopted resolutions, and exchange strategies and lessons learned in implementing the WQMA Action Plan. Participants also reviewed and critiqued the revised Work and Financial Plans (WFPs) of regional offices, ensuring consistency with applicable planning and budgeting requirements.

For benchmarking purposes, field visits covered the Ormoc City Sewage Treatment Plant (STP), designated WQMA water quality sampling stations, and Lake Danao. These visits provided opportunities for the participants to observe facilities and sites relevant to water quality management and aprotection.

The insights and outputs from the activity are expected to support the preparation of responsive and results-oriented work plans and contribute to improved coordination and implementation of water quality management programs among the Manila Bay Regions and concerned stakeholders.

Please be informed that due to a conflicting schedule, the public hearing for the proposed Construction of Basey–Maydolong Road Project in Basey, Samar has been rescheduled.

The updated schedule and venue for the public hearing in Basey, Samar, are as follows:

BRINGING SERVICES CLOSER

The Department of Environment and Natural Resources (DENR) Region VIII, together with the Mines and Geosciences Bureau (MGB) Region VIII and Environmental Management Bureau (EMB) Region VIII, served the stakeholders of Biliran Province in the seventh leg of the Permitting on Wheels (POW) last October 7–8, 2026, at the Vice Governor’s Hall, Capitol Compound, Naval, Biliran.

More than a hundred clients and stakeholders availed themselves of one-stop-shop services for environmental permits and clearances, including Environmental Compliance Certificates (ECCs), Certificates of Non-Coverage (CNCs), and Wastewater Discharge Permits.

Biliran Governor Dr. Rogelio Espina, through his representative expressed his appreciation to the DENR for bringing essential government services closer to the community, allowing Biliranons to access information and assistance without traveling far.

Meanwhile, newly designated Regional Director of EMB RO8 Robert Angelo M. Metin reaffirmed the Bureau’s commitment to providing efficient, accessible, and streamlined environmental permitting services. /DBB

SUSTAINED COMMITMENT

The Environmental Management Bureau (EMB) Region VIII joins the DENR VIII 3rd Quarter Regional Management Conference for the year held at the DENR VIII Motorpool Building on Thursday, October 8, 2026.

The conference established the platform for the Turnover Ceremony of EMB, marking the formal transfer of leadership from former EMB Regional Director Engr. Alex Jimenez, who now serves as EMB Caraga Regional Director, to OIC-Regional Director Robert Angelo Metin, formerly the OIC-Regional Director of EMB Region IV-A.

DENR Regional Executive Director Arturo N. Salazar commended the EMB for its presented accomplishments during the third quarter, particularly its active facilitation of the DENR Express: Permitting on Wheels, the provision of issuances of Environmental Compliance Certificates (ECCs) to the region’s Provincial and Community Environmental Monitoring Offices (PENROs and CENROs), and the continued water quality monitoring in Protected Area Management Offices (PAMOs). / ACL
