Aligned with the Department of the Interior and Local Government’s (DILG) commitment to ensuring a complete, accurate, and comprehensive inventory of local roads and bridges nationwide, the DILG Region VIII, through the Project Development and Management Unit (PDMU), successfully conducted the Batch 3 Training on Local Roads and Bridges Inventory of Local Government Units (LGUs) in Region VIII on August 18–20, 2026.

The three-day training brought together representatives from 35 LGUs from the provinces of Eastern Samar, Biliran, and Leyte, equipping participants with the knowledge and practical skills necessary to undertake the inventory of local roads and bridges within their respective jurisdictions through the Local Roads and Bridge Inventory System.

The activity aims to strengthen the capacity of LGUs in systematically gathering, validating, and maintaining reliable roads and bridge inventory data. These data will serve as an important reference in local infrastructure planning, monitoring, management, and decision-making.

Through this initiative, the DILG Region VIII continues to support LGUs in strengthening local infrastructure governance and ensuring that road and bridge information is readily available, accurate, and responsive to the infrastructure needs of their communities.

The Local Roads and Bridges Inventory, of the Department of the Interior and Local Government’s Office of Project Development Services, is part of the Philippine Statistics Authority’s (PSA) System of Designated Statistics. This affirms the Inventory as an official statistical data within the Philippine Statistical System, ensuring that the data it provides are reliable, standardized, and integral to national and local development planning.

Five batches of the training are set to be conducted in Region VIII for Engineer-in-Charge of the Local Road and Bridge Inventory, the designated RBIS Encoder and Supervisor account holders. The last two batches of the training are targeted to be conduced on September 2026 to cover the remaining 73 untrained LGUs in the region.

In a significant move to advance disaster-resilient infrastructure in Eastern Visayas, the Department of the Interior and Local Government (DILG) Region VIII, through its Project Development and Management Unit (PDMU), conducted the Second Batch of the Capacity Building on Infrastructure Audit and the Harmonized Infrastructure Audit Tool in Tacloban City.

The activity gathered engineers, planners, and technical personnel from 71 local government units (LGUs) across the region, along with representatives from 16 partner agencies, higher education institutions, and private engineering organizations.

The training forms part of DILG Region VIII’s continuing efforts to enhance the capability of LGUs and partner institutions to conduct systematic infrastructure audits and effectively apply the Harmonized Infrastructure Audit Tool in actual field settings. More than a technical exercise, the initiative underscores that infrastructure resilience is not merely a timely concern but a critical necessity for Eastern Visayas, a region highly vulnerable to natural hazards because of its geographic location.

Serving as resource speakers for the activity were Engr. Lucy D. Francisco of Catbalogan City, Engr. Gabino C. Hilvano of Eastern Visayas State University, and Engr. Fatima Joy Catudio of Borongan, Eastern Samar.

Participants included Municipal Engineers, Municipal Planning and Development Coordinators (MPDCs), and Engineering Officers from all LGUs in Samar, Northern Samar, and Biliran, as well as selected LGUs from Eastern Samar and Leyte. Also participating were members of the DILG Local Infrastructure Audit Team and representatives from the Provincial Local Infrastructure Learning Hubs (LIL Hubs). The broad participation reflects the region’s collective commitment to building safer, stronger, and more resilient communities.

The activity also highlighted strong collaboration among government agencies, academe, and professional organizations. Participating LIL Hub partners included the Bureau of Fire Protection (BFP), Department of Public Works and Highways (DPWH) District Engineering Offices, Department of Education (DepEd) Division Offices, Department of Science and Technology (DOST), Philippine Institute of Civil Engineers (PICE), University of Eastern Philippines (UEP), Biliran Province State University (BiPSU), and Samar State University (SSU).

To reinforce practical learning, the training includes actual simulation exercises in a selected school in Tacloban City, where participants will apply the Harmonized Infrastructure Audit Tool in a realistic environment. The hands-on component is expected to deepen participants’ understanding of infrastructure assessment, risk identification, and resilience-based recommendations.

This second batch builds on the momentum of the first batch conducted in July 2026, which was attended by LGUs from Leyte and Southern Leyte, including the cities of Tacloban and Ormoc.

In a continuing effort to strengthen local governance and improve the delivery of government infrastructure and public services, the Department of the Interior and Local Government (DILG) Region 8 conducted a Training on the Government Procurement Reform Act and its Revised Implementing Rules and Regulations, with Key Updates on the New Government Procurement Act (Republic Act No. 12009).

The activity gathered, face-to-face, local government procurement practitioners, members of the Bids and Awards Committee (BAC), technical working groups, secretariat members, municipal engineers, accountants, budget officers, and other concerned officials from 33 local government units (LGUs) across Eastern Visayas and DILG Subregional Officers as partners in the implementation of Local Government Support Fund projects.

The training aimed to help participants better understand the shift from the old procurement system to the new RA 12009, highlighting important changes that make public procurement more effective, clear, and focused on value.

The participants were welcomed by DILG Region 8 Director Arnel M. Agabe, who underscored that procurement is not merely a compliance requirement but a critical governance function that directly affects the timely implementation of projects and the delivery of essential services to communities.

“Every delay in procurement can mean a delay in classrooms, roads, water systems, and other services that our people urgently need. By strengthening the capacity of our LGU procurement officials and our DILG personnel. We are also strengthening public trust and accelerating local development,” RD Agabe emphasized.

Serving as a resource person during the first day of the training was DBM Region VIII Director Imelda C. Laceras, who discussed the key provisions of the New Government Procurement Act, RA 12009 and its IRR including the Strategic Procurements Planning.

While the second and third days of the training focused on the Modes of Procurement and Contract Implementation and Sanction Mechanism which where discussed by Mr. Eduard Paul P. Paca and EnP. Absal N. Abah, JD, MPA.

The training was likewise opened to all other interested LGUs and DILG field officers who were not included in the identified face-to-face participants. An average of 70 BAC members, AAC Secretariats, RTWG, and End-Users joined the activity via the Zoom Meetings platforms.

The activity forms part of DILG Region VIII’s continuing capacity development interventions to help LGUs adapt to policy reforms and improve their institutional performance. By equipping procurement personnel with updated knowledge and practical tools, the department aims to promote more efficient project implementation, reduce procurement-related bottlenecks, and ensure that public funds are utilized with integrity, transparency, and accountability.

Aligned with the efforts of the national government to ensure preparedness and resilience in times of hazards, the DILG Region VIII, through the Project Development and Management Unit, is conducting the Capacity Building on Infrastructure Audit and the Harmonized Infrastructure Audit Tool, Batch 1, in Palo, Leyte.

The activity aims to enhance the competencies of Eastern Visayas LGUs and Local Infrastructure Learning Hub (LIL Hub) partners in conducting infrastructure audits using the Harmonized Infrastructure Audit Tool (HIAT) to strengthen the assessment and management of public infrastructure facilities to ensure disaster resilience, lifecycle extension, and compliance to standards.

Welcoming the participants to the learning activity was DILG Region VIII Regional Director Arnel M. Agabe, who emphasized that the activity is part of the preparation of the national government should a hazard occur.

RD Agabe highlighted that the geographic location, not only of the Eastern Visayas Region but also of the entire country, is the reason for its susceptibility to hazards. He also emphasized that the threat of the Central Leyte Fault, capable of generating a 7.1 magnitude earthquake, makes only the training timely and very important, especially.

“There is a need for us to ensure the integrity of our building facilities, and we need to be ready for any eventuality. However, our LGUs cannot do this alone. "We will be needing the support of all those present here today, including the LIL Hub partners, in conducting the infrastructure audit so we can ensure the safety of our people," RD Agabe added.

The training gathered participants from 64 LGUs in Leyte and Southern Leyte, including Tacloban and Ormoc, as well as 19 DILG partners in the Local Infrastructure Learning Hub from other national government agencies, higher education institutions, private professional engineering and disaster preparedness organizations, and DILG PDMU personnel.

Serving as resource speakers for the activity are Engr. Jessah Mae T. Dagami, PDMU Infrastructure Audit focal officer; DILG Eastern Samar Provincial Director Jesus Jeremy D. Bagares; Engr. Gabino C. Hilvano of Eastern Visayas State University; Engr. Lucy D. Francisco of LGU Catbalogan; and Engr. Ronald O. Diola of LGU Maasin.

The training run from July 14, 2026, to July 16, 2026, which shall involve a field visit and simulation exercises to select infrastructure facilities in Palo, Leyte where participants conducted actual Infrastructure Audit.

A second batch of the activity is targeted to be conducted in August to cover LGUs from Samar, Eastern Samar, Northern Samar, and Biliran.
