The Municipality of Bobon marks a new milestone in local development as it officially unveils the completed Livelihood Training Center in an inauguration conducted on May 5, 2026.
The Livelihood Training Center, with an allocation of 2.8 million, was funded under the Indian Grant Assistance for the Implementation of Quick Impact Projects (I-QIP) and estimated to benefit more than 3000 individuals and at least 50 trainees at a time, who are composed of out-of-school youth, solo parents, and persons with disabilities (PWDs).
Present to witness the activity were key officials from the Embassy of India, Department of the Interior and Local Government Central, Regional and Provincial Offices, and Local Government Unit of Bobon.
Indian Ambassador Harsh Kumar Jain, who personally attended the event, expressed his appreciation to the DILG and the Municipality of Bobon for ensuring the successful implementation of the project.
โThis center is an investment that will provide a platform for skills training, empower individuals with income-generating capabilities, and open new opportunities,โ Ambassador Jain said.
Also present during the activity was Mr. Jeevan Kandpal, Second Secretary of the Embassy of India to the Philippines. Meanwhile representing DILG Secretary Juanito Victor Remulla was Assistant Secretary for Plans and Programs, Asec. Francisco R. Cruz, who recognized the activity as a symbol of the strengthened international cooperation between the Philippines and the Republic of India in uplifting the lives of communities.
โThis occasion assumes even greater significance as, amidst prevailing uncertainties in the global environment, our partnership with India remains a source of goodwill rather than divisiveness, of growth rather than downturn, and of confidence rather than instability,โ said Asec. Cruz.
In 2021, Asec. Cruz is a part of the working group that crafted the bilateral agreement which paved the way for the implementation of the I-QIP in 2023.
Joining the celebration were officials of DILG Region VIII led by Assistant Regional Director Atty. Darwin N. Bibar, representing Regional Director Arnel M. Agabe.
In his message, ARD Bibar expressed gratitude to the Republic of India and congratulated the Municipality of Bobon for the successful completion of the project. He emphasized that beyond infrastructure, the facility represents opportunity and empowerment not only for Bobon but for the entire region.
โThis livelihood training center represents something far more important โ it is a foundation for a more vibrant local economy here in the region. With better skills come better opportunities and with better opportunities comes stronger, more resilient, and progressive communities,โ said ARD Bibar.
Meanwhile, Bobon Mayor Rene Celespara thanked the Republic of India for investing in the people of Bobon through the funding support. He described the project as a โCradle of Opportunity,โ emphasizing that its true value lies in empowering the local workforce.
Mayor Celespara also shared the municipalityโs commitment to partner with the Technical Education and Skills Development Authority (TESDA) in providing technical and livelihood training programs for out-of-school youth, solo parents, and PWDs, ensuring that the facility will serve as a premier hub where raw potential is developed into professional expertise.
The Bobon Livelihood Training Center is among the six projects nationwide โ and the only project in Eastern Visayas โ funded under the I-QIP. The project was selected from more than 1,000 proposals submitted across the country under the program.
Also in attendance during the activity were DILG Northern Samar Provincial Director Geraldine C. Maquelabit, Cluster Head Eduardo A. Diaz, Program Manager Roel L. Ortiz, PDMU Chief Engr. Benjamin Gabriel R. Dadulla, Jr., and Bobon MLGOO Jorge Durom.
The Bobon Livelihood Training Center stands as a lasting symbol of partnership, empowerment, and hope, paving the way for greater opportunities and inclusive development for the people of Bobon and the Eastern Visayas region.
