RRJ 2026 Organizers Hold Post-Event Evaluation

The Office of Civil Defense Region VIII convened the Regional Rescue Jamboree (RRJ) 2026 Post-Event Evaluation on 30 July 2026 in Tacloban City, bringing together members of the Incident Management Team (IMT), Subject Matter Experts (SMEs), and partner agencies to assess the recently concluded Regional Rescue Jamboree 2026.

The activity was led by Acting Regional Director Erwin Lamzon, who emphasized the importance of evaluating the conduct of the annual activity to identify strengths, address gaps, and further improve future rescue jamborees. He thanked all partner agencies, local government units, evaluators, responders, and support personnel for their commitment and contribution to the successful implementation of RRJ 2026.

The post-event evaluation focused on the debriefing of activities, assessment of IMT workflows and technical inputs of the SMEs, identification of best practices and challenges encountered, formulation of recommendations, and discussion of the way forward for the next Regional Rescue Jamboree.

Representatives from the Bureau of Fire Protection, Philippine Air Force, Philippine Coast Guard, Bureau of Quarantine, Department of Information and Communications Technology, Local Government Units of Kananga and Tabango, and other partner agencies participated in the evaluation.

OCD8 Facilitates Incident Command System Position Course in Eastern Samar

The Office of Civil Defense Region VIII, through the initiative of the Provincial DRRM Office of Eastern Samar, successfully conducted the Incident Command System Position Course (ICSPC) for representatives from the Provincial Government of Eastern Samar, local government units, and national government agencies from 27 to 31 July 2026 at Prim Hotel, Borongan City.

The five-day training aimed to strengthen the participants' knowledge and competencies in performing key Incident Command System (ICS) positions and functions during disaster and emergency operations. Through a combination of lectures, workshops, and practical exercises, participants enhanced their understanding of incident management, coordination, decision-making, and resource management using the standardized ICS framework.

OCD8 Serves as Resource Speaker in PRO8 Water Safety, Rescue, and Survival Course

The Office of Civil Defense Region VIII supported the Philippine National Police Regional Office 8 (PRO8) by providing a Subject Matter Expert for the Water Safety, Rescue, and Survival Course conducted by the Regional Learning and Doctrine Development Division.

As part of the training, the Office facilitated an Introduction to the Incident Command System (ICS), highlighting its principles, organizational structure, resource management, and coordination mechanisms in managing emergency incidents. The session aimed to strengthen the participants' understanding of standardized incident management and inter-agency coordination during disaster and emergency response operations.

The course is designed to enhance the capabilities of PNP uniformed personnel in water search and rescue operations and prepare them for disaster- and emergency-related incidents, particularly those involving floods and typhoons.

OCD8 Receives Recognition from PRO8 During 31st Police Community Relations Month Culmination

The Office of Civil Defense Region VIII participated in the Culmination Program of the 31st Police Community Relations (PCR) Month on 31 July 2026 at the PRO8 Multi-Purpose Hall, Camp Sec. Ruperto K. Kangleon, Palo, Leyte.

On behalf of Acting Regional Director Erwin Rommel P. Lamzon, Mr. Rey Gozon, Chief of the Disaster Risk Reduction and Management Division (DRRMD), attended the activity and received a Certificate of Recognition from the Police Regional Office 8 in appreciation of OCD8's invaluable support and steadfast partnership in advancing police-community relations and promoting public safety in Eastern Visayas.

The recognition underscored the strong partnership between OCD8 and PRO8 in promoting public safety, disaster preparedness, emergency response, and community resilience through sustained inter-agency collaboration.

This year's PCR Month celebration carried the theme, "Sa Bagong Pilipinas, Ugnayang Pulis at Mamamayan: Tapat, Maaasahan, at Nararamdaman ng Bayan," highlighting the shared responsibility of government agencies and communities in fostering peace, security, and public service.

OCD8 Supports Catbalogan City's Kamaandam Katbalogan Resilience Summit 2026

The Office of Civil Defense Region VIII participated in the Kamaandam Katbalogan Resilience Summit (KKRS) 2026 on 31 July 2026 at the Samar State University (SSU) Gymnasium in Catbalogan City as part of the observance of the 2026 National Disaster Resilience Month (NDRM).

Acting Regional Director Erwin Rommel P. Lamzon served as the event's Guest of Honor and Keynote Speaker, where he shared the Office of Civil Defense's priorities and strategic directions in strengthening disaster resilience. He emphasized the importance of proactive disaster risk reduction, strong local leadership, and sustained collaboration among government agencies, local government units, communities, and partner organizations in building resilient communities.

Following the program, Director Lamzon visited the various exhibit booths of participating agencies and organizations, where he interacted with exhibitors and viewed disaster preparedness initiatives, response equipment, and resilience programs showcased during the summit.

Organized by the City Government of Catbalogan through the City Disaster Risk Reduction and Management Office (CDRRMO), the summit gathered barangay captains, Sangguniang Barangay members, Barangay Disaster Risk Reduction and Management Committees, SK Chairpersons, CDRRM Council members, and representatives from partner agencies to discuss disaster preparedness, emergency response, climate change adaptation, and community resilience.
