๐‰๐‚๐ˆ๐๐’๐ ๐€๐ง๐ฐ๐š๐ซ๐ฎ๐๐ข๐ง ๐‚. ๐’๐š๐ฆ๐›๐ฎ๐ญ๐จ, Jail Warden of Isulan District Jail represented by ๐ƒ๐ž๐ฉ๐ฎ๐ญ๐ฒ ๐–๐š๐ซ๐๐ž๐ง ๐‰๐จ๐ก๐ง ๐‹๐ž๐จ ๐€. ๐Œ๐š๐๐ž๐ฃ๐š, opened the program with a welcome that set the tone โ€” not of charity extended to captives, but of opportunity offered to community members. He was followed by PD Guiano, whose message underscored the agencyโ€™s mandate to make science work for every Filipino, regardless of circumstance.

The training proper was handled by ๐Œ๐ซ. ๐๐ž๐ง๐ฃ๐ข๐ž ๐“. ๐…๐ซ๐š๐ง๐œ๐ข๐ฌ๐œ๐จ, a Regional DRRM Staff of DOST XII, who walked participants through the essentials of disaster preparedness โ€” how to recognize hazards, and how to respond when calamity strikes. For a population that often exists on the margins of public awareness, the lessons carried an added weight.

Meanwhile, ๐Œ๐ซ. ๐‚๐š๐ฆ๐š๐ซ๐จ๐๐ข๐ง ๐’. ๐๐ž๐ง๐๐š๐ญ๐ฎ๐ง, a STARBOOKS Officer from PSTO Sultan Kudarat, discussed STARBOOKS โ€” the Science and Technology Academic and Research-Based Openly Operated KioskS โ€” which has long served as DOST's offline digital library for remote and underserved communities. Inside the Isulan District Jail, it took on a different kind of meaning: a window to the outside world, and a tool for building competence in a space where competence can be hard to come by.

DOST XIIโ€™s decision to bring its programs inside detention facilities reflects a broader vision of inclusive development โ€” one that refuses to draw a line between who deserves access to science and technology and who does not.
