For years, residents of Ilian endured the daily struggle of sourcing water from faraway areas, often under the scorching heat of the sun and along muddy trails. The โ‚ฑ๐Ÿ,๐ŸŽ๐Ÿ’๐ŸŽ,๐Ÿ•๐Ÿ”๐Ÿ’.๐Ÿ—๐Ÿ’ Potable Water System via Gravity is expected to benefit more than 600 households in the barangay.

The project is also a convergence initiative between DOST XII and DOLE XII, wherein 40 barangay workers were enrolled under the DOLE-TUPAD program and received wages amounting to โ‚ฑ409,500.00.

The turnover ceremony, held at the Barangay Gymnasium, was led by DOST SOCCSKSARGEN Regional Director ๐„๐ง๐ ๐ซ. ๐’๐š๐ฆ๐ฆ๐ฒ ๐. ๐Œ๐š๐ฅ๐š๐ฐ๐š๐ง, ๐๐ก๐ƒ, through the Provincial Science and Technology Office (PSTO) of Sultan Kudarat headed by Provincial Director ๐Œ๐ฌ. ๐™๐ž๐ง๐š๐ข๐๐š ๐ƒ. ๐†๐ฎ๐ข๐š๐ง๐จ.

Also present during the ceremony were Sheikh Nasser Datumanong of the Sultan Kudarat Office of Muslim Affairs (SKOMA), representing Governor Datu Pax Ali S. Mangudadatu; Hon. Councilor Lazaro L. Acana, representing Mayor Charles Federic R. Ploteรฑa; Ms. Mechelle O. Ignacio, Chief of Administrative Services and Head of the DOLE XII Sultan Kudarat Field Office; 1st Lieutenant Menard Tabayag of Charlie Company, 57th Infantry Battalion, 6ID, Philippine Army, representing LTC Aeron T. Powered solely by gravity to generate water pressure, the system provides sustainable and electricity-free access to potable water throughout the yearโ€”an important breakthrough for the community.

In his inspirational message, Regional Director Engr. The Commission on Higher Education (CHED), in partnership with DOSTโ€“Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCARRD), invites eligible State Universities and Colleges (SUCs) to submit project proposals under the Technology Business Incubation Program, a UN-SDG-aligned priority initiative.
This program aims to strengthen SUC-led innovation by enhancing agri-aqua and natural resources enterprises, building competencies in innovation and entrepreneurship, standardizing incubation systems, and advancing technology commercialization and industry linkages that support regional innovation and inclusive growth.
Only SUCs with established and operational Agri-Aqua Technology Business Incubators (ATBIs) under the DOST-PCARRD National TBI Network, as listed in Annex A, may apply. Each approved project shall receive financial assistance amounting to Five Million Pesos (Php 5,000,000.00), subject to existing program guidelines and government accounting and auditing rules and regulations.

The Department of Science and Technology (DOST) SOCCSKSARGEN, through its Provincial Science and Technology Office (PSTO) in Sultan Kudarat, successfully conducted a comprehensive technology training on calamansi juice concentrate ans Ready to Drink Based Products with current Good Manufacturing Processs (cGMP), Food safety, Halal Awareness, and Packaging and Labeling for the Makabangon Farmers Association in Brgy. Sadsalan, Lambayong, Sultan Kudarat.

The initiative was carried out with the support of Regional Director Dr. Sammy P. Malawan, RABE and under the leadership of PSTO Sultan Kudarat Provincial Director Ms. Zenaida D. Guiano. The activity was also attended by Municipal Vice Mayor, Hon. Norhato P. Sanday and 19 association members.

The training aimed to empower the farmersโ€™ association by enhancing their skills and promoting innovation in food processing. Key topics included Basic Food Safety, current Good Manufacturing Practices (cGMP), Halal Awareness, packaging and labeling, as well as the step-by-step processes of calamansi juice concentrate and ready to drink based products.

Senior Science Research Specialist Ms. Beatriz O. Bongcawel, RCh led the technical sessions on product processing, while PD Guiano emphasized the importance of food safety standards and strict compliance with cGMP to ensure product quality and regulatory approval.

A hands-on workshop complemented the lectures, allowing participants to practice correct pasteurization methods and appropriate ratios in calamansi juice concentrate and ready to drink preparation. This practical component reinforced best practices and improved participantsโ€™ technical competencies.

Additionally, an inspection of the associationโ€™s facility and equipment layout was conducted to help design an efficient processing setup, ensuring smoother workflow and alignment with FDA requirements.

Through this initiative, DOST SOCCSKSARGEN continues to support the growth of small enterprises by promoting technology adoption, strengthening food safety practices, and empowering local communities to become competitive in the market.

The Department of Science and Technology (DOST) Region XII, under the leadership of Regional Director Dr. Sammy P. Malawan, RABE through the Provincial Science and Technology Office of Sultan Kudarat headed by Ms. Zenaida D. Guiano, successfully convened key stakeholders for the Validation Workshop on the Roadmapping of the Smart and Sustainable Communities Program (SSCP) on April 28, 2026, at the Molave Events Center in Brgy. Kalandagan, Tacurong City.

The whole-day activity gathered local chief executives, planners, and development partners from five local government units (LGUs) across the SOCCSKSARGEN Region to refine and validate priority projects aligned with smart and sustainable development goals. The workshop aimed to ensure that proposed initiatives are responsive, inclusive, and technology-drivenโ€”ultimately enhancing resilience and improving the quality of life in local communities.

The program formally opened with welcome remarks from Mayor Lina O. Montilla, who emphasized the importance of innovation and collaboration in local governance. This was followed by opening remarks on behalf of Director Malawan, delivered by Assistant Regional Director Engr. Normina P. Pahm, highlighting DOSTโ€™s continued commitment to empowering LGUs through science, technology, and innovation.

A message of support was delivered by Dr. Fortunato T. de la Peรฑa, Chairman of the Entrepinoy Volunteers Foundation, Inc. and former Secretary of the Department of Science and Technology, reaffirming his strong support for advancing smart and sustainable communities through science, technology, and innovation. He also commended the SOCCSKSARGEN Region for its strong commitment to the Smart and Sustainable Communities Program (SSCP).

A key highlight of the workshop was the presentation of priority projects from five LGUs: Kalamansig, Senator Ninoy Aquino, Koronadal City, Tacurong City, and Tupi.

Mayor Ronan Eugene C. Garcia presented Kalamansigโ€™s priority initiatives, expressing strong commitment to becoming a smart community. This was followed by SNA Mayor Rafael George L. Flauta III, who outlined the municipalityโ€™s development priorities.

Mayor Lina O. Montilla also presented Tacurong Cityโ€™s initiatives through her representatives from the LGU, namely Engr. Hilda Mercado, EnP, CDRRMO; Mr. Keyven Gauden C. Travilla of the Business Processing and Licensing Office; and Dr. Allan Alimajen Jr. of the City Veterinary Office.

Meanwhile, Koronadal City Mayor Erlinda P. Araquil was represented by Atty. Alexander Alcazar, while Tupi Mayor Romeo S. Tamayo was represented by Sangguniang Bayan Member Mr. Joselito G. Yabut, who shared their respective LGUsโ€™ plans.

Each LGU showcased development initiatives designed to address local challenges through smart solutions and sustainable practices. Common priority areas included e-governance and waste management systems aimed at improving efficiency and reducing environmental impact. Kalamansig and Senator Ninoy Aquino also highlighted innovation-driven initiatives in coffee production and processing.

The afternoon session focused on project validation and refinement through open discussions facilitated by experts from the Entrepinoy Volunteers Foundation, Inc., including Mr. Martin D. Orendain and Dr. Marciano Hermo IV. Additional experts joined virtually to provide technical insights. These sessions enabled participants to strengthen project proposals, ensuring feasibility and long-term impact. During the open forum, Engr. Hannah Parcon, representing the Regional Director of the Department of Information and Communications Technology (DICT), informed participants about the implementation of the Free Wi-Fi for All program across municipalities in the SOCCSKSARGEN Region, further supporting digital connectivity and inclusive access to information. The open forum was highly engaging, with active participation from attendees that led to meaningful and productive discussions.

The workshop concluded with a recap by Mr. Orendain and a message of appreciation from PSTO South Cotabato Provincial Director Ms. Giselle Eve O. Siladan, who reaffirmed support for the implementation of SSCP initiatives. Closing remarks were delivered by PD Guiano, who expressed gratitude to participating LGUs and acknowledged the support of Mayor Montilla for sponsoring the venue and meals for the activity.

Through this validation workshop, DOST XII continues to advance its mission of fostering smart, resilient, and sustainable communities across the regionโ€”ensuring that science and technology serve as key drivers of inclusive growth and development.

๐—ฆ๐˜‚๐—น๐˜๐—ฎ๐—ป ๐—ž๐˜‚๐—ฑ๐—ฎ๐—ฟ๐—ฎ๐˜ โ€” ๐—”๐—ฝ๐—ฟ๐—ถ๐—น ๐Ÿญ๐Ÿฐ, ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ โ€” The Department of Science and Technology - SOCCSKSARGEN, under the leadership of Regional Director ๐ƒ๐ซ. ๐’๐š๐ฆ๐ฆ๐ฒ ๐. ๐Œ๐š๐ฅ๐š๐ฐ๐š๐ง, ๐‘๐€๐๐„, ๐‚๐„๐’๐„, through the Provincial Science and Technology Office (PSTO)โ€“Sultan Kudarat led by Provincial Director ๐Œ๐ฌ. ๐™๐ž๐ง๐š๐ข๐๐š ๐ƒ. ๐†๐ฎ๐ข๐š๐ง๐จ, ๐Œ๐’๐œ, successfully conducted a three-day consultation meeting for the formulation of the Smart and Sustainable Communities Program (SSCP) Roadmap across three municipalities in Sultan Kudarat namely the Municipality of ๐’๐ž๐ง๐š๐ญ๐จ๐ซ ๐๐ข๐ง๐จ๐ฒ ๐€๐ช๐ฎ๐ข๐ง๐จ, , the Municipality of ๐Š๐š๐ฅ๐š๐ฆ๐š๐ง๐ฌ๐ข๐ , and ๐“๐š๐œ๐ฎ๐ซ๐จ๐ง๐  ๐‚๐ข๐ญ๐ฒ.

The activity was supported by EVFI Consultants ๐Œ๐ซ. ๐๐ข๐œ๐š๐ง๐จ๐ซ ๐•๐ข๐ฅ๐ฅ๐š๐ฌ๐ž๐งฬƒ๐จ๐ซ and ๐Œ๐ซ. ๐Œ๐š๐ซ๐ญ๐ข๐ง ๐Ž๐ซ๐ž๐ง๐๐š๐ข๐ง, who served as technical facilitators during the roadmapping process. It brought together key stakeholders, members of the Technical Working Group, and local government officials to collaboratively develop a forward-looking roadmap aimed at transforming communities into smarter, more resilient, and sustainable localities. The PSTO-SK team, including Engr. Szalinah S. Mercado, Supervising SRS and Regional focal person for SSCP, facilitated discussions and ensured active stakeholder engagement throughout the activity.

The consultation commenced in the Municipality of Senator Ninoy Aquino, led by Municipal Mayor, ๐‡๐จ๐ง. ๐‘๐š๐Ÿ๐š๐ž๐ฅ ๐†๐ž๐จ๐ซ๐ ๐ž ๐‹. ๐…๐ฅ๐š๐ฎ๐ญ๐š ๐ˆ๐ˆ๐ˆ. During the session, Mayor Flauta highlighted the municipalityโ€™s priority on establishing e-Governance systems to improve public service delivery. He acknowledged that limited internet connectivity remains a key challenge but expressed optimism that this will be addressed soon. He also emphasized strengthening the municipalityโ€™s coffee industry, recognizing its role as the coffee capital of Sultan Kudarat.

This was followed by sessions in the Municipality of Kalamansig, under the leadership of Mayor, ๐‡๐จ๐ง. ๐‘๐จ๐ง๐š๐ง ๐„๐ฎ๐ ๐ž๐ง๐ž ๐‚. ๐†๐š๐ซ๐œ๐ข๐š. Mayor Garcia presented a comprehensive and well-prepared development direction, focusing on enhancing the municipalityโ€™s coffee industry. Among his proposed initiatives are the establishment of a coffee processing center equipped with an optical scanner to support local coffee processors, as well as a coffee nursery capable of producing up to one ton per hectare annually.

The final leg of the consultation was held in Tacurong City, the identified pilot community for the SSCP, headed by the City Mayor, ๐‡๐จ๐ง. ๐‹๐ข๐ง๐š ๐Ž. ๐Œ๐จ๐ง๐ญ๐ข๐ฅ๐ฅ๐š, ๐๐ก๐ƒ.Mayor Montilla shared the cityโ€™s readiness to implement SSCP initiatives, highlighting efforts to strengthen internet connectivity in partnership with the Department of Information and Communications Technology (DICT). She also noted that the bioreactor project provided to the city is currently underway for operationalization.

The activity underscores the strong collaboration between DOST and local government units in advancing sustainable development through science, technology, and innovation. The finalization and implementation of the SSCP Roadmap are expected to materialize before the end of the year.
