In the aftermath of the powerful earthquake that struck General Santos City last June 8, 2026, a video circulating on social media sparked speculation and criticism after a man was seen inside the wreckage of a collapsed fast-food establishment. Some netizens quickly labeled him as a thief, assuming he had entered the damaged structure for personal gain.

𝙏𝙝𝙚 𝙩𝙧𝙪𝙩𝙝, 𝙝𝙤𝙬𝙚𝙫𝙚𝙧, 𝙧𝙚𝙫𝙚𝙖𝙡𝙚𝙙 𝙖 𝙨𝙩𝙤𝙧𝙮 𝙤𝙛 𝙘𝙤𝙪𝙧𝙖𝙜𝙚 𝙖𝙣𝙙 𝙨𝙚𝙡𝙛𝙡𝙚𝙨𝙨𝙣𝙚𝙨𝙨.

The man was identified as Ramon Capulong, a 59-year-old resident of Lanton, Barangay Apopong, General Santos City. A construction worker by profession, Capulong had entered the collapsed establishment not to take advantage of the disaster, but to help rescue those trapped inside.

More than a civilian responder, he is an Army Reservist trained to serve during emergencies and disasters. Faced with a life-threatening situation, he embodied the core values of honor, patriotism, and duty that define every reservist. His decision to enter the collapsed structure and assist those trapped inside demonstrated not only his training but also his unwavering commitment to serving the nation and protecting lives when every second mattered.

As the facts emerged, public perception shifted from suspicion to admiration. What was initially misunderstood as wrongdoing became a powerful example of heroism in the face of disaster.

Following the powerful magnitude 7.8 earthquake that struck off the coast of Maasim, Sarangani, on June 8, 2026, the Reserve Command, Philippine Army (RESCOM, PA) strongly urges the public to practice vital post-earthquake safety guidelines to ensure the absolute protection of everyone involved, including our civilian populations and our frontline responders. According to data from DOST-PHIVOLCS, Sarangani and neighboring Mindanao provinces are seismically active zones due to their location near the volatile Cotabato Trench and a complex network of local faults. Having generated at least seven damaging earthquakes between 1917 and 2023, this region remains highly vulnerable to hazardous secondary events. To guarantee individual and group safety during this active crisis, citizens must expect and prepare for intense aftershocks by practicing the "Drop, Cover, and Hold" procedure, while ensuring heavy household objects are securely anchored to prevent crush injuries.

Furthermore, affected communities are ordered to avoid damaged or weakened structures, ensuring they do not reoccupy any building until it has been inspected and certified safe by civil engineers or local Municipal Engineering Offices. Because ground shaking severely weakens hillsides, residents must inspect slopes for tension cracks or shifting soil, which make landslides highly likely during heavy rainfall or subsequent shocks. High-risk slopes must be completely avoided, and any observed ground fissures must be reported immediately to local Disaster Risk Reduction and Management Offices (DRRMO).

During major disaster events, the spread of unverified text messages, rumors, and fake news creates unnecessary panic, which can inadvertently divert rescue assets away from real emergencies or send responders into unstable, unchecked hazardous zones.

What began as a routine flag-raising ceremony became a compelling demonstration of preparedness and patriotism when a magnitude 7.8 earthquake struck off the coast of Mindanao on June 8, 2026, coinciding with the opening day of School Year 2026. Faculty members, students, and parents of Mahayahay Elementary School in Barangay Kilalag, Malita, Davao Occidental, had assembled in an open area for the ceremony when the earthquake occurred.

Owing to their presence outside the classroom buildings at the time of the tremor, the students were spared from potential hazards associated with structural damage. No casualties or injuries were reported.

The incident, captured on video, revealed more than a fortunate circumstance. It highlighted the professionalism, composure, and selfless dedication of the teachers, who immediately prioritized the safety and welfare of their pupils. Despite the chaos brought about by the earthquake, they remained calm and executed appropriate safety measures, ensuring the orderly movement and protection of the children. Their actions exemplified the Filipino values of courage, service, and concern for others during times of adversity.

The event likewise underscored the enduring importance of preparedness, discipline, and civic responsibility—principles that are fundamental to the ideals promoted by the Reserve Officers' Training Corps (ROTC) and the Reserve Force. The teachers' decisive actions reflected the very qualities these institutions seek to instill among citizens: leadership under pressure, readiness in times of crisis, and an unwavering commitment to the welfare of the community. Their response demonstrated that patriotism is not merely expressed through symbols and ceremonies, but through preparedness and service when circumstances demand it.

Beyond the coincidence of timing, the incident offers a meaningful reflection on the relationship between patriotism and public safety. The flag-raising ceremony, a longstanding expression of national pride and unity, inadvertently positioned the students in the safest possible location during the earthquake. As the Philippine flag remained prominently raised throughout the ordeal, it stood as a symbol of resilience, unity, and hope, reminding all that genuine patriotism is manifested through preparedness, responsible citizenship, and a collective commitment to safeguard the lives and well-being of fellow Filipinos.

The 1202nd Community Defense Center (1202CDC), 12th Regional Community Defense Group, Reserve Command, Philippine Army under the leadership of LTC LITO B MAGHUYOP (INF) PA, Director together with the 1202nd Ready Reserve Infantry Battalion (1202RRIBn) and the 1st Sultan Kudarat Ready Reserve Field Artillery Battery (1SKRRFAB) headed by LTC CYRUS E TORREÑA, MNSA, PA (RES), OIC, 1202RRIBn participated the Community Outreach Activity with the theme: “Bagong PNP para sa Bagong Pilipinas, Serbisyong Mabilis, Tapat at Nararamdaman”.
The activity was conducted in partnership with the Sultan Kudarat Police Provincial Advisory Group for Police Transformation and Development (SKPPAGPTD) under PCOL MARVIN A FONTALVA, Acting Provincial Director, SKPPO represented by PCPT JEFFREY T LAZARO, OIC, Esperanza, MPS, the Local Officials of Barangay Margues, Esperanza headed by Hon. Emerlida T Carbon, Brgy Chairwoman and Local Government Unit (LGU) of Esperanza, Sultan Kudarat on June 6, 2026 held at the Covered Court of Barangay Margues, Esperanza, Sultan Kudarat.
During the activity, various services were provided to the community, including free Medical, Optical and Dental Check-up, Circumcision, Free Haircut Services (Libreng Gupit), Distribution of Medicines and School Supplies, Feeding Program to beneficiaries to include Bloodletting Activity and Legal Services. The outreach activity aimed to promote community welfare, strengthen civil-military relations and provide essential services to local residents.

“BAYANIHAN SA SERBISYO: SKSU-ACCESS ROTC and Partners Bring Hope and Free Services to Esperanza Community”

ESPERANZA, SULTAN KUDARAT — In a meaningful display of unity, compassion, and public service, the Sultan Kudarat State University (SKSU) – ACCESS ROTC Unit, together with government agencies and professional organizations, conducted the “Bayanihan sa Serbisyo: Kalusugan, Katarungan, at Malasakit para sa Mamamayan” on May 23, 2026, at Barangay Sagasa, Esperanza, Sultan Kudarat.

Described as an integrated outreach program, the activity brought together medical consultation, dental, eye care, haircut, circumcision, medicine, reading glass distribution and legal services all free of charge, specifically tailored for marginalized sectors and residents in far-flung areas. It was classified as a Community Outreach Program, Civic Action Activity, and Medical-Dental Aid Mission, designed to address gaps in basic services in the locality.

LTC LITO B MAGHUYOP (INF) PA, Director of the 1202nd Community Defense Center, 12th Regional Community Defense Group (12RCDG), Reserve Command (RESCOM), Philippine Army, and LTC CYRUS E TORREÑA, Acting Battalion Commander of the 1202nd Ready Reserve Infantry Battalion served as the main proponent, with the SKSU College of Criminal Justice Education as co-proponent. The 12RCDG led the implementation, working closely with the Department of Military Science and Tactics and the 1202nd Community Defense Center.

Leading the activity were key officials and personnel: COL ANTHONY O SAMONTE ARM (GSC) PA, Group Commander of the 12RCDG and Hon. Lourdes Panghulan, Barangay Captain of Sagasa. Also present were representatives from security, health, and civil sectors: PMAJ JETHRO DAVE D. DOLIGAS of the Police Strategy Management Unit; 2LT JAN ALFRED GARAN (INF) PA of Charlie Company, 57th Infantry Battalion; PSSG Christian Cari-an, Second SKPMFC Team Leader; PCMS Rafael V. Paperna, Team Leader of the Esperanza Police Station; Dr. Reu Zandro Enguito, Municipal Health Officer of Esperanza; Dr. Fedriza Munez of the Sultan Kudarat Provincial Mobile Hospital; Felly Rose Lumboan from Cabaluna Surgical and Clinic; and Hon. Josi Gayosa, Peace and Order Official.

Barangay officials also played a vital role in the activity: Hon. Jerry Porcelin (Infrastructure and Development Committee), Hon. Luwila Femip (VAWC Committee), Hon. Dante Acosta (Ways and Means and Education Committee), and Hon. Ramil Garcia (Health Committee).

Hundreds of residents benefited from the free services offered during the activity. These included medical consultations and health assessments, dental check-ups and tooth extractions, eye examinations with free reading glasses, safe circumcision services, and legal assistance covering consultations, notarial services, and guidance on civil and criminal concerns.

The success of the activity was made possible through the support of the Provincial Government of Sultan Kudarat, Provincial Health Office, Integrated Bar of the Philippines – Sultan Kudarat Chapter, Philippine Dental Association – Sultan Kudarat Chapter, and the SKSU College of Criminal Justice Education.

According to the organizers, the outreach program reflects the ROTC unit’s commitment not only to military training, but also to community service, patriotism, and civic responsibility. Through initiatives like this, cadets are encouraged to become active contributors to nation-building and community development.

For many residents, the program became more than just a one-day event. It served as a reminder that cooperation and compassion can create a lasting impact, especially for communities in need. Several beneficiaries expressed their gratitude, sharing that access to free medical and legal services is rare in far-flung barangays.

As the program concluded, organizers reaffirmed their commitment to continue expanding the Bayanihan sa Serbisyo initiative to more communities across Sultan Kudarat, carrying forward the spirit of volunteerism, unity, and genuine service to the people.
