TAGAPUL-AN, SAMAR | July 27–31, 2026 β€” The Municipality of Tagapul-an conducted its Comprehensive Development Plan (CDP) Updating Workshop at the Legislative Session Hall, bringing together members of the Sangguniang Bayan, key municipal department heads and personnel, and representatives from the DepEd, PNP, and BFP.

In her message, Municipal Mayor Hon. Princess Kate E. Limpiado encouraged everyone to actively participate and contribute meaningful, sector-specific inputs toward the crafting of an updated, responsive, and risk-informed CDP that reflects the municipality’s needs, priorities, risks, and development potentials.

The five-day workshop was facilitated by OIC-MLGOO Joyce Mae B. Ventures and OIC-MPDC Engr. Ronald V. Casiano, with DILG Samar Planning Officer LGOO V Engr. Myla M. Nicolasora and LGOO II Marvin P. Blanco as Resource Persons.

The CDP updating process is vital in ensuring that Tagapul-an’s development priorities remain aligned with current conditions and emerging challenges. It provides an opportunity to validate data, identify development issues, and formulate appropriate programs, projects, and strategies across the Social, Economic, Environmental, Infrastructure, and Institutional sectors.

As an island municipality, the process also highlights the importance of disaster and climate resilience, environmental sustainability, coastal and marine resources, livelihood development, infrastructure, and local economic growth.

The activity marks an important step toward a participatory, data-driven, and risk-informed development plan that will guide Tagapul-an in pursuing sustainable development and improving the quality of life of all Tagapul-anon.

TAGAPUL-AN, SAMAR | July 17, 2026 β€” The Municipality of Tagapul-an joined the nationwide observance of the National Disaster Resilience Month (NDRM) 2026 by conducting a Coastal Clean-Up Drive aimed at promoting environmental protection and strengthening community resilience.

The activity was participated in by municipal officials and employees, personnel from the Bureau of Fire Protection (BFP) and Philippine National Police (PNP), and barangay officials, demonstrating a strong spirit of volunteerism and collective responsibility in safeguarding the municipality’s coastal environment.

The activity supports the 2026 NDRM theme, β€œNaghahanda at Kumikilos tungo sa Panatag na Bagong Pilipinas,” which calls for preparedness and collective action toward a safer and more resilient Philippines.

Through the initiative, the Municipality reinforces its commitment to environmental stewardship, disaster risk reduction, and community participation, recognizing that a clean and protected coastal environment contributes to a more resilient and disaster-ready Tagapul-an.

TAGAPUL-AN, SAMAR | July 7, 2026 β€” The Municipality of Tagapul-an conducted a meeting to finalize the Municipal Poverty Reduction Action Plan (MPRAP) at the Legislative Session Hall, attended by key municipal officials and employees.

The meeting focused on reviewing and refining priority programs, projects, and interventions designed to address the needs of poor and vulnerable sectors and strengthen the delivery of essential services in the municipality.

The formulation of the LPRAP is anchored on Republic Act No. 11291, or the Magna Carta of the Poor, which declares the State’s policy to uplift the standard of living and quality of life of the poor and provide sustained opportunities for their growth and development. The law further calls for area-based, sectoral, and focused interventions and emphasizes the participation of Local Government Units in poverty reduction planning and implementation.

Consistent with Section 4 of RA No. 11291, the Plan is guided by the five fundamental rights of the poor:
1.Right to Adequate Food
2.Right to Decent Work
3.Right to Relevant and Quality Education
4.Right to Adequate Housing
5.Right to the Highest Attainable Standard of Health

The finalization of the three-year MCP-LPRAP strengthens the Municipality’s commitment to inclusive, participatory, and rights-based poverty reduction, ensuring that local interventions are responsive to the actual needs of Tagapul-an’s poor and vulnerable communities.

Through coordinated efforts among municipal offices and stakeholders, the Municipality continues to pursue programs that promote social protection, economic opportunities, access to basic services, and improved quality of life for all Tagapul-anons.

TAGAPUL-AN, SAMAR | June 29, 2026 β€” The Municipality of Tagapul-an conducted the Joint Local Special Bodies’ Meeting for the 2nd Quarter of CY 2026 at the Legislative Session Hall, presided over by Municipal Mayor Hon. Princess Kate E. Limpiado.

The meeting brought together the members and representatives of the Municipality’s local special bodies to discuss priority concerns, ongoing programs, and initiatives in support of effective local governance and community development.

In her message, Mayor Limpiado assured the participants of the Municipal Government’s continued support for programs and initiatives that promote safety, peace and order, disaster preparedness, and community resilience. She emphasized the importance of strengthened coordination and active participation among local stakeholders in addressing issues and ensuring the welfare and security of Tagapul-anons.

TAGAPUL-AN, SAMAR | June 30, 2026 β€” The Municipality of Tagapul-an conducted a Coordination Meeting with the Philippine Statistics Authority (PSA) Samar on the localization of the Community-Based Monitoring System (CBMS) at the Legislative Session Hall.
During the meeting which was attended by municipal elected officials and key municipal employees, Mr. Erniel Jude Lorenzo - Statistical Specialist II and Mr. Gil Brozas Jr. - Statistical Analyst, presented and discussed cost estimates and budgetary requirements as Municipal counterparts in the localization of the CBMS.

The CBMS is anchored on Republic Act No. 11315, or the Community-Based Monitoring System Act, which establishes a technology-based system for generating updated and disaggregated local data to support poverty analysis, needs prioritization, policy formulation, program implementation, and impact monitoring. The law designates the Philippine Statistics Authority (PSA) as the lead agency in the implementation of the CBMS and mandates the provision of financial and technical assistance to LGUs.

Notably, Section 11 of RA No. 11315 provides for the prioritization of assistance based on the income classification of cities and municipalities, with fourth-, fifth-, and sixth-class cities and municipalities given assistance during the first three years of implementation. As a fifth-class municipality, Tagapul-an falls within the LGUs prioritized under this provision.

The localization of CBMS is particularly important in strengthening Tagapul-an’s capacity for evidence-based and responsive governance. Reliable, community-level data will help the Municipality identify priority needs, target beneficiaries, formulate appropriate programs and interventions, and strengthen local development planning and budgeting.

Through the coordination meeting, the Municipality and PSA Samar reaffirmed their commitment to strengthening local data systems and inter-agency collaboration, ensuring that accurate, timely, and localized data will serve as a strong foundation for responsive policies, effective programs, and improved delivery of services to the people of Tagapul-an.

TAGAPUL-AN, SAMAR β€” The Municipality of Tagapul-an proudly celebrates its conferment of the Seal of Good Financial Housekeeping (GFH), a recognition from the Department of the Interior and Local Government (DILG) for Local Government Units (LGUs) that demonstrate compliance with key standards of fiscal accountability and transparency.

The recognition affirms the Municipality’s commitment to responsible financial management, transparency in the use of public funds, and accountability in local governance. It reflects the collective efforts of the Municipal Government, particularly its financial management offices and personnel, in ensuring that public resources are properly managed and financial information is disclosed to the public.

The Good Financial Housekeeping recognition is anchored on the DILG’s assessment of LGUs’ compliance with essential financial governance requirements. Among the key qualifications are the issuance of an Unmodified or Qualified Audit Opinion by the Commission on Audit (COA) and compliance with the Full Disclosure Policy (FDP) requirements.

The FDP promotes transparency by requiring LGUs to disclose financial transactions and reports, enabling citizens to remain informed about how public funds are managed, disbursed, and utilized.

This achievement is more than a recognitionβ€”it is a testament to Tagapul-an’s continuing pursuit of good governance and responsible stewardship of public resources.

TAGAPUL-AN, SAMAR | June 30, 2026 β€” The Municipality of Tagapul-an proudly welcomes Ms. Mary Ann dela Cruz as its full-fledged Municipal Treasurer, following her formal assumption of the position and oath-taking before Municipal Mayor Hon. Princess Kate E. Limpiado on June 30, 2026.

The appointment marks an important milestone for the Municipal Government as it strengthens its local fiscal management and financial administration. As the local fiscal manager, the Municipal Treasurer plays a vital role in ensuring the proper collection, custody, disbursement, and management of public funds, while upholding transparency, accountability, and sound financial practices.

Under Section 470 of Republic Act No. 7160, or the Local Government Code of 1991, the municipal treasurer is appointed by the Secretary of Finance from a list of at least three (3) ranking, eligible recommendees of the Mayor, subject to civil service laws, rules, and regulations. The appointment is processed through the Department of Finance–Bureau of Local Government Finance (DOF-BLGF).

The DOF and BLGF have likewise institutionalized competency and professional standards for the local treasury service through programs such as the Standardized Examination and Assessment for Local Treasury (SEAL) Program, which seeks to ensure that local treasurers possess the technical competencies, professionalism, and ethical orientation necessary to effectively manage local fiscal operations.

The Municipality of Tagapul-an congratulates Municipal Treasurer Mary Ann dela Cruz on this significant appointment and looks forward to her leadership and expertise in further strengthening the Municipality’s financial management, fiscal accountability, and efficient delivery of public services.

The 6th Samar Provincial Advisory Group for Police Transformation and Development (PAGPTD) Summit 2026 brought together local chief executives, police officials, government partners, and advisory group members at the Calbayog Cultural Convention Center on April 17, 2026, to strengthen collaboration in advancing police transformation and promoting safer and more progressive communities.

Anchored on the theme, β€œPinagbuklod na Serbisyo, Isang Mithiin, Pasulong na Pagtataguyod at Pagbabago para sa Bagong Pilipinas,” the summit emphasized that achieving lasting peace, public safety, and community development requires active cooperation among the police, local government units, and various stakeholders.

Hon. Princess Kate E. Limpiado, Municipal Mayor of Tagapul-an and Chairperson of the Municipal Advisory Group for Police Transformation and Development (MAGPTD), delivered the welcome remarks and underscored the importance of a strong police-community partnership in addressing peace and order concerns and strengthening public trust.

The summit featured discussions on the provincial peace and order situation, the functionality of strategy partners, and the accomplishments and best practices of participating municipalities. Audio-visual presentations also highlighted innovative initiatives and successful approaches in promoting public safety and community engagement.
