LAZI, SIQUIJOR | The National Irrigation Administration (NIA) Bohol-Siquijor Office successfully conducted the 6th Siquijor Irrigatorsโ€™ Association (IA) Congress on August 25, 2026, bringing together Irrigatorsโ€™ Association leaders, farmer-members, government agencies, and other stakeholders in a meaningful gathering dedicated to strengthening partnerships and advancing the welfare of Siquijorโ€™s farming communities.

With 56 Irrigatorsโ€™ Association (IA) presidents and members, the congress provided more than an avenue for information sharing. It became a meaningful space where farmers could speak, be heard, and take part in conversations concerning irrigation services, agricultural development, and the programs and interventions available to them through NIA and its partner agencies.

Engr. Maritez I. Soria spearheaded the activity with the Evaristo R. Borja, Chief of the Engineering and Operations Section; Ms. Ma. Sibyl T. Peligro, Chief of the Administration and Finance Section; and key employees of the NIA Bohol-Siquijor Office. Their presence reflected NIAโ€™s continuing commitment to maintaining a close and responsive relationship with the Irrigatorsโ€™ Associationsโ€”the very organizations and farmers who remain at the heart of the agencyโ€™s irrigation development efforts.

The congress was further strengthened by the participation of NIAโ€™s partner government agencies, namely DOST-PAGASA, Office of the Provincial Agriculturist (OPA), Department of Agriculture โ€“ Agricultural Programs Coordinating Office (DA-APCO), Department of Labor and Employment (DOLE), Department of Social Welfare and Development (DSWD), Philippine Crop Insurance Corporation (PCIC), and National Food Authority (NFA).

Representatives from the participating agencies shared their respective programs, services, and available interventions for farmers and Irrigatorsโ€™ Associations, providing them with valuable information on agricultural assistance, weather and climate services, livelihood opportunities, social protection, crop insurance, food programs, and other government interventions that can help improve farm productivity, strengthen farmer organizations, and promote the welfare of farming families.

Also gracing the activity was a representative from the Office of Congressman Hon. Zaldy S. Villa, signifying the continued support of local leadership for programs and initiatives that uphold the interests and welfare of Siquijorโ€™s farmers.

As part of the congress, the NIA Bohol-Siquijor Office presented its reports and accomplishments in Engineering, Operations, and Institutional Development. These presentations provided the Irrigatorsโ€™ Associations with updates on irrigation project implementation and management, operation and maintenance activities, and institutional development initiatives undertaken by the office.

Beyond the presentations and reports, however, the heart of the congress was the open forum and dialogue between the farmers and NIA management. It was an opportunity for the Irrigatorsโ€™ Associations to openly express their concerns, clarify issues, raise questions, and seek assistance regarding irrigation projects, services, operations, and matters affecting their organizations and agricultural activities.

The concerns raised by the farmers were duly acknowledged and addressed by NIA management and concerned personnel, reinforcing the importance of open communication in building trust and ensuring that irrigation services remain responsive to the actual needs of the communities they serve.

The National Irrigation Administration Bohol-Cebu-Siquijor Irrigation Management Office- Cebu proudly marked a historic milestone with the launch and formal handover of its first-ever irrigation projects in Bantayan Island- the โ‚ฑ60-million Madridejos Solar Pump Irrigation Project (SPIP) funded under the General Appropriations Act (GAA) Establishment of Groundwater Pump Irrigation Projects (EGPIP), and the โ‚ฑ9-million Kangwayan Small Irrigation Project (SIP) funded under the General Appropriations Act (GAA) Small Irrigation Project SIP (SIP).

The turnover ceremony was held at Site 1, Barangay Kodia, Madridejos, attended by NIA Cebu section and unit heads spearheaded by Engr. Maritez I. Soria, Division Manager of NIA BCSIMO, together with the presence of Engr. Reyne B. Ugay, OIC Deputy Administrator for Engineering and Operations of NIA Central Office.

The Madridejos SPIP, composed of four sites-Kodia, Pili 1, Pili 2, and Malbago benefits three barangays (Kodia, Pili, and Malbago). It covers a service area of 60 hectares with 20 farmer-irrigators represented by the Madridejos Farmers Irrigators Association, Inc., led by IA President Ms. Bernadette G. Santillan. Meanwhile, the Kangwayan SIP covers 25 hectares and benefits 42 farmer-irrigators from the Narandan Kangwayan IA, Inc., led by IA President Mr. Edelfonso C. Narandan, Jr.

The Madridejos SPIP sites are equipped with solar PV submersible pumping systems with complete accessories, well drilling and casing, solar panels, AI satellite-assisted monitoring systems, fertigation systems, and distribution pipelines. The Kangwayan SIP, on the other hand, features a solar pumping system, power service transformer, elevated reservoir, control box, and pipeline system- all designed to ensure reliable irrigation and reduce dependence on rainfed farming.

Adding national significance, Engr. Reyne B. Ugay, OIC Deputy Administrator for Engineering and Operations of NIA Central Office, highlighted the strategic importance of solar-powered irrigation systems in advancing climate-smart agriculture. He reminded farmers that while NIA provides critical support, they must also maximize programs and services offered by other government agencies to sustain and improve their livelihoods. His message reinforced the idea that collaboration across agencies is key to long-term farmer empowerment and community resilience.

Engr. Maritez I. Soria, Division Manager of NIA BCSIMO, underscored in her turnover message that these projects are symbols of NIAโ€™s dedication to modernizing irrigation services and extending them to remote farming communities. She emphasized that the facilities are not just infrastructure but lifelines for farmers, designed to secure productivity, resilience, and food security for Bantayan Island.

IA Presidents Ms. Bernadette G. Santillan and Mr. Edelfonso C. Narandan, Jr. expressed heartfelt gratitude, noting that these projects will transform their farming practices. They emphasized that with reliable irrigation, they will no longer depend solely on rainfed sources. Both leaders pledged to care for and maximize the facilities, ensuring that the projects will serve as lasting assets for their communities.

This landmark initiative underscores NIAโ€™s unwavering mission to deliver modern, sustainable irrigation solutions and uplift farming communities. By harnessing solar-powered technology and encouraging collaboration with partner agencies, NIA continues to champion farmer resilience, food security, and agricultural development in Cebu and beyond.

CARCAR CITY, CEBU โ€” About 105 farmer-irrigators from 82 Irrigatorsโ€™ Associations (IAs) in Districts 1, 2, and 7 of Southern Cebu gathered at Can-asujan Dam, Barangay Can-asujan, Carcar City, for the Cluster One Federation of Irrigators, Inc. Convergence Meeting, providing farmers an avenue to raise concerns and connect directly with government agencies.

The activity, initiated by the Cluster One Federation under the leadership of its President, Marlou E. Chavez, was conducted in partnership with the National Irrigation Administration (NIA) Bohol-Cebu-Siquijor Irrigation Management Office (BCSIMO) โ€“ Cebu.

The convergence brought together government agencies that presented programs and services relevant to farmers. The Land Bank of the Philippines discussed available loan programs and financial services, while the Philippine Health Insurance Corporation (PhilHealth) provided information on membership and benefits.

The Securities and Exchange Commission (SEC) reminded the federations and IAs of their reportorial obligations, including the submission of the General Information Sheet and Unaudited Financial Statement. Meanwhile, the Bureau of Fisheries and Aquatic Resources (BFAR) introduced alternative livelihood opportunities in aquaculture and fisheries.

NIA Cebu IMO personnel and staff, led by Division Manager Engr. Maritez I. Soria, also participated in the activity. In her message, Soria underscored the importance of convergence in connecting farmers with government programs and services beyond irrigation.

The National Irrigation Administration Bohol-Cebu-Siquijor Irrigation Management Office โ€“ Cebu formally turned over the โ‚ฑ12-million Ipil Pump Irrigation Project (PIP) to the Ipil Karon Carmen Irrigators Association (IA), Inc. during the Turn-over and Acceptance Ceremony on August 18, 2026 at Ipil Covered Court, Carmen, Cebu.

With a service area of 13.4 hectares benefiting 52 farmer-irrigators, the project funded under the Establishment of Groundwater Pump Irrigation Projects (EGPIP) was received by IPIL Karon Carmen IA, Inc. led by its IA President Liliosa Garcia Subita.

This โ‚ฑ12-million project includes a complete solar pumping system with accessories, pump and motor with spare, a reservoir, a pressure breaker box and control box, and a pipeline system with a total length of 6.65 kilometers. In addition, two plastic water tanks were provided, consisting of one unit with a 1,500-liter capacity and another unit with a 6,000-liter capacity, ensuring reliable water storage and distribution for the service area.

The National Irrigation Administration (NIA) Bohol-Siquijor Office brought together more than 200 farmers and representatives from Irrigators Associations across Bohol for the 14th Bohol Irrigatorsโ€™ Association Congress on August 13โ€“14, 2026, in Tagbilaran City.

Farmers were introduced to programs, services, financing opportunities, crop insurance, agricultural support, postharvest technologies, and other interventions that could help address the realities they face beyond the irrigation canal.

The presence of the representatives of the Provincial Government of Bohol and partner agenciesโ€”including PAGASA, the Office of the Provincial Agriculturist, Department of Agricultureโ€“Provincial Agricultural Technology Coordinating Office (DA-PATCO), Land Bank of the Philippines, National Food Authority (NFA), Philippine Crop Insurance Corporation (PCIC), Department of Labor and Employment (DOLE), and Philippine Center for Postharvest Development and Mechanization (PhilMech)โ€”expanded the conversation beyond irrigation.

This two-day congress served as a venue where farmer-beneficiaries could raise concerns, exchange experiences, learn about available government assistance, and take part in discussions that directly affect their organizations and farming communities.

The opening brought together NIA officials, farmer leaders, and representatives from partner government agencies. Engr. Eusebio S. Villamanto, Regional Manager of NIA Region VII; Engr. Maritez I. Soria, Acting IMO Manager of the Bohol-Cebu-Siquijor Irrigation Management Office (BCSIMO); and Mr. Domingo Salces, President of the Bohol Federation of Communal Irrigatorsโ€™ Associations (BFCIA), joined the farmers in the gathering.

During the open forum, participating IAs raised issues, concerns, and recommendations concerning irrigation operations and their respective communities. These were addressed by concerned personnel of the Bohol-Siquijor Office, providing a direct avenue for dialogue between NIA and its stakeholders.

The congress also created space for farmers to learn from one another. IA Presidents from Bulacan and Nueva Ecija, together with Mr. Remy Albano, President of the National Confederation of Irrigatorsโ€™ Associations (NCIA), shared experiences and perspectives that highlighted how organized farmer groups in different parts of the country respond to common challenges and pursue opportunities for their members.

On the second day, attention turned to where Boholโ€™s irrigation sector stands and where it is headed. NIA Bohol-Siquijor presented the accomplishments of the Bohol Communal Irrigation Systems (CIS), along with updates on programs and activities of the Operations and Institutional Development Sub-units of the Bohol-Siquijor Office and the NIA Regional Office.

These updates gave IA leaders a clearer picture of ongoing irrigation initiatives, services delivered, and continuing efforts to support the needs of farmer-beneficiaries.

The participating IAs likewise held their General Assembly and election, reinforcing an equally important aspect of agricultural development: strong and accountable farmer organizations. Through the election of their leaders, members exercised their role in shaping the direction of their respective associations.

The 14th Bohol IA Congress demonstrated that effective irrigation development goes beyond the delivery of infrastructure and services. It also depends on informed farmers, responsive institutions, strong Irrigatorsโ€™ Associations, and sustained dialogue.

As NIA Bohol-Siquijor continues to work with its farmer-partners, the congress reaffirmed a shared goal: stronger irrigation systems, stronger farmer organizations, and stronger farming communities for Bohol.
