ATI-Central Visayas ATI-Central Visayas is one of the 16 ATI Network of Training Centers nationwide. Also, the FTCs were renamed Provincial Training Centers.

unicated to the farmers through appropriate training and extension activities. HISTORY - When the Department of Agriculture (DA) was reorganized in January 1987 under the Executive Order No. 116, the Bureau of Agricultural Extension (BAEx), the Philippine Agricultural Training Council (PATC) and the Philippine Training Centers for Rural Development (PTC-RD) merged, and paved the way for the establishment of the Agricultural Training Institute (ATI). The ATI started with ten training centers from the former PTC-RD when it became operational in 1987. A year after, the number of training centers nationwide rose to 26 when nine Regional Training Centers (RTC) and seven Farmers’ Training Centers (FTC) were set up. In 1989, there was a total of 41 training centers nationwide after seven FTCs, seven Regional Fishermen’s Training Centers (RFTC) and the International Training Center on Pig Husbandry (ITCPH) were installed. ATI’s role as the DA’s extension and training arm was strengthened with the Republic Act 8435 or the Agriculture and Fisheries Modernization Act (AFMA) of 1997. But in November 1998, the RFTCs were turned over to the Bureau of Fisheries and Aquatic Resources. At present, ATI, being the extension and training arm of the Philippine Department of Agriculture, is geographically situated nationwide to be able to reach its target clientele in the agriculture and fisheries sector. It has 16 regional training centers and one international training center, with its Central Office located at Diliman, Quezon City, Philippines.

Winrock International Consultants Explore Opportunities to Strengthen Philippine Ubi Industry Through USDA-Funded Initiative

TAGBILARAN CITY, BOHOL — A team of consultants from Winrock International recently conducted a consultation meeting with the Agricultural Training Institute in Central Visayas as part of its efforts to develop a proposal aimed at strengthening the country’s ubi (purple yam) industry through funding support from the United States Department of Agriculture (USDA).

The team was composed of Jenny Layaoen, Belyn Wodehouse, John Streif, and Lorine Giangola, who are working with Winrock International in assessing opportunities and interventions that can enhance the competitiveness, productivity, and sustainability of the Philippine ubi value chain.

The proposed initiative seeks to identify key challenges and opportunities within the industry, including production, post-harvest handling, processing, market development, and value addition. The assessment will serve as the basis for a comprehensive proposal that aims to support farmers, processors, cooperatives, and other stakeholders engaged in the ubi sector.

According to the consultants, the proposed USDA-funded project is envisioned to contribute to increased incomes for farmers, improved market access, enhanced product quality, and stronger industry linkages while promoting sustainable agricultural practices.

LA LIBERTAD, Negros Oriental – The Agricultural Training Institute – Regional Training Center VII (ATI-RTC VII), through its Center for Development Management Services (CDMS) and under the Coconut Farmers and Industry Development Plan (CFIDP), successfully conducted the Sikwatehan sa Kalubihan: Training on Coconut-Cacao Farming System from May 26 to 28, 2026, at Lalimar Beach Resort in La Libertad, Negros Oriental.

The three-day training aimed to enhance the knowledge and skills of coconut farmers on the benefits and opportunities of integrating cacao production into existing coconut farms. The activity forms part of ATI-RTC VII's continuing efforts to promote sustainable and diversified farming systems that can improve farm productivity and increase farmers' income.

Specifically, the training sought to familiarize participants with the various components of the Coconut Farmers and Industry Development Plan (CFIDP), explore the economic opportunities offered by an integrated coconut-cacao farming system, and highlight the importance of maximizing underutilized coconut lands through intercropping.

Catmon, Cebu – Seventeen farmer-beneficiaries from the Bactas Agricultural Cooperative (BACO) successfully completed the Training on Native Cattle Production (Batch 1) conducted by the Agricultural Training Institute – Regional Training Center VII (ATI-RTC VII) through the Coconut Farmers and Industry Development Plan (CFIDP) from May 19 to 21, 2026, at the cooperative’s training venue in Bactas, Catmon, Cebu.

The three-day capacity-building activity aimed to equip participants with the knowledge and skills necessary for effective native cattle production and management in preparation for their participation in the Native Cattle Breeding Program under CFIDP. Specifically, the training sought to enhance farmers’ capabilities in managing cattle production projects, establishing appropriate housing facilities, and developing pasture areas prior to the distribution of livestock.

Throughout the training, participants gained a comprehensive understanding of native cattle production and its potential to improve farm productivity while creating additional livelihood opportunities. Discussions focused on key areas of cattle production, including breeds and breeding management, animal health care and disease prevention, feeding and nutrition, pasture and forage development, housing management, and other good animal husbandry practices essential for sustainable livestock production.

TAGBILARAN CITY, Bohol — Dr. Merrian Piquero Soliva, Information Officer III and PAFES Focal Person, represented the Agricultural Training Institute - Regional Training Center VII (ATI-RTC VII) at the Province-led Agriculture and Fisheries Extension System (PAFES) meeting today, May 28, at Reyna’s The Haven and Gardens, this city.

During the session, Maricel Barloso, Office of the Provincial Agriculturist (OPA) Rice Coordinator, presented the updated draft of the Provincial Rice Industry Development Plan (PRIDP) for Bohol. Dr. Leo Pelletero, PAFES Focal Person of the Department of Agriculture - Regional Field Office 7 (DA-RFO 7), also discussed the PRIDP and facilitated the planning workshop.

The strategic framework aims to boost rice productivity, strengthen farmer resilience, ensure food security, and promote climate-resilient technologies across the province.
