Severe Winds
The wind signals warn the public of the general wind threat over an area due to the tropical cyclone. Local winds may be slightly stronger/enhanced in coastal and upland/mountainous areas exposed to winds. Winds are less strong in areas sheltered from the prevailing wind direction.
• Minor to moderate impacts from gale-force winds are possible within any of the areas under Wind Signal No. 2.
• Minimal to minor impacts from strong winds are possible within any of the areas under Wind Signal No. 1.
The Northeast Monsoon and the periphery of ADA will also bring strong to gale-force gusts over the following areas (especially in coastal and upland areas exposed to winds):
• Today: Batanes, Ilocos Norte, Abra, Cagayan, Isabela, Quirino, Quezon, Romblon, and Eastern Visayas

There is a minimal to moderate risk of storm surge with peak heights reaching up to 2.0 m within the next 24 hours over the low-lying or exposed coastal communities of Camarines Norte, Camarines Sur, Catanduanes, Albay, and Sorsogon. 24-Hour Sea Condition Outlook
Up to very rough seas over the following coastal waters:
• Up to 4.5 m: The northern seaboards of Camarines Norte and Camarines Sur; the northern and eastern seaboards of Catanduanes.
• Sea travel is risky for all types or tonnage of vessels. All mariners must remain in port or, if underway, seek shelter or safe harbor as soon as possible until winds and waves subside.
Up to rough seas over the following coastal waters:
• Up to 4.0 m: The eastern seaboard of mainland Cagayan, the seaboards of Isabela, Aurora, and northern mainland Quezon; the northern and eastern seaboards of Polillo Islands.
• Up to 3.5 m: The eastern seaboard of Babuyan Islands
• Up to 3.0 m: The seaboards of Batanes and Ilocos Norte; the northern and eastern seaboards of Northern Samar; the eastern seaboards of Albay and Sorsogon; the remaining seaboards of mainland Cagayan and Babuyan Islands.
• Mariners of small seacrafts, including all types of motorbancas, are advised not to venture out to sea under these conditions, especially if inexperienced or operating ill-equipped vessels.
Up to moderate seas over the following coastal waters:
• Up to 2.5 m: The eastern seaboard of Eastern Samar
• Up to 2.0 m: The seaboards of Romblon, Marinduque, and Kalayaan Islands; the northern and eastern seaboards of Siargao-Bucas Grande Islands; the western seaboards of mainland Palawan; the remaining seaboard of llocos Region, Quezon, Bicol Region, and Northern Samar.
• Mariners of motorbancas and similarly sized vessels are advised to take precautionary measures while venturing out to sea and, if possible, avoid navigation under these conditions.
Other coastal waters have wave heights of less than 2.0 m.
TRACK AND INTENSITY OUTLOOK
• It must be emphasized that heavy rainfall and severe winds may still be experienced in localities outside the landfall point and the forecast confidence cone. Refer to “Other Hazards affecting Land Areas” for more details. Furthermore, the track may still shift within the limit of the forecast confidence cone.
• ADA is forecast to move generally northeastward until tomorrow (19 January). From tomorrow onwards, ADA is forecast to follow a looping track over the sea east of Luzon. Changes in forecast track over the succeeding bulletins is possible.
• ADA is forecast to remain as a tropical storm while moving over the sea east of Luzon. This tropical cyclone will then weaken into a tropical depression by Tuesday (20 January) and due to the surge of the northeast monsoon, it will further weaken into a low pressure area by Thursday (22 January).
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

On the forecast track, the center of ADA may pass close to Eastern Samar and Northern Samar tomorrow and Catanduanes by Sunday. A further westward shift in the forecast track may result in a possible landfall over Eastern Visayas and Bicol Region. The track forecast may change in succeeding bulletins, especially for tomorrow or Sunday period.
• ADA is forecast to remain a tropical storm category while moving over the sea east of Visayas and Southern Luzon. This tropical cyclone may weaken into a tropical depression by Tuesday.
