The NCIP-Tagudin Community Service Center, represented by Ms. Norvelie S. Pang-oden, CAO I, and Mr. Janry Christian D. Roldan, TAA I, observed and participated in the Cultural Mapping Training conducted by the National Commission for Culture and the Arts (NCCA) in the Municipality of Suyo, Ilocos Sur.

The training provided participants with valuable knowledge and practical approaches to cultural mapping, documentation, and the identification and preservation of cultural resources and heritage within local communities. It also served as an avenue for strengthening collaboration among government agencies and stakeholders in promoting and safeguarding the rich cultural heritage of Indigenous Peoples and local communities.

The NCIP-Tagudin CSC continues to support initiatives that contribute to the documentation, preservation, promotion, and protection of Indigenous cultural heritage and traditional knowledge within its area of responsibility.

The NCIP Tagudin Community Service Center (CSC) Validation and Field-Based Investigation (FBI) Team conducted the validation of ELCAC-funded projects in Barangays Cayus and Legleg (Poblacion), Quirino, Ilocos Sur. The team was accompanied by the LGU Monitoring Team and the Indigenous Peoples Mandatory Representatives (IPMRs).

The projects validated included the Road Opening and Concreting and Rehabilitation of the Farm-to-Market Road in Barangay Cayus, as well as the Construction of a One-Storey Building and Rehabilitation of the Farm-to-Market Road in Barangay Legleg (Poblacion).

Following the validation activity, the team proceeded to Patungcaleo, Quirino, Ilocos Sur, to conduct a Field-Based Investigation (FBI) in connection with the application for a Certificate Precondition (CP) for a Commercial Sand and Gravel (CSAG) of Mr. Odi Tiwan.

The activity forms part of NCIP's continuing efforts to ensure the protection of Indigenous Peoples' rights and interests while facilitating the proper implementation of development projects within or affecting ancestral domains.

The NCIP Regional Office 1, Ilocos Sur Provincial Office (ISPO), and Tagudin Community Service Center (TCSC) served as resource speakers during the Environmental and Social Safeguards Training for Area Coordinating Teams of DSWD KALAHI held in San Ildefonso, Ilocos Sur.

Atty. Laarni E. Baรฑez-Tumacdang, Provincial Officer, discussed Indigenous Peoples and the Indigenous Peoplesโ€™ Rights Act (IPRA), providing the participants with an overview of the rights of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) and the legal framework protecting these rights.

Engr. Joel Laoad, Engineer I, discussed Free, Prior and Informed Consent (FPIC), emphasizing its importance in ensuring the meaningful participation and consent of ICCs/IPs in projects and activities affecting their ancestral domains.

Meanwhile, Ms. Norvelie S. Pang-oden, CAO I, discussed Cultural Sensitivity in Implementing Projects, highlighting the importance of understanding, respecting, and recognizing the cultural practices, traditions, and values of ICCs/IPs in the implementation of development projects.

The participation of NCIP personnel in the training reinforces the importance of strengthening coordination between government agencies and ensuring that development initiatives are implemented with respect for the rights, culture, and welfare of Indigenous Peoples.
