The Philippine National Police (PNP) reported continued implementation gains under the Safer Cities Initiative, following sustained operations across the National Capital Region on April 10, 2026.

A total of 9,810 individuals were recorded for violations of local ordinances for the latest monitoring period, bringing the cumulative total to 53,293 apprehensions since the start of implementation on April 6, 2026.

Breakdown shows drinking and smoking in public places at 2,857, followed by roaming without shirts at 886, curfew violations among minors at 802, and karaoke beyond allowed time at 220, while 5,045 were recorded under other ordinance violations.

Across police districts for the latest period, the Southern Police District recorded 3,229 violators, North Police District with 1,830, Quezon City Police District with 1,695, Eastern Police District with 1,557, and Manila Police District with 1,499.

For case disposition on April 10, a total of 4,011 were fined, 91 were charged, while 5,708 were warned and released, depending on applicable local ordinances.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the figures reflect the continuing impact of visible and consistent enforcement on public behavior. “Makikita po natin na habang tuloy-tuloy ang presensya ng pulisya sa komunidad, unti-unti ring tumataas ang pagsunod sa mga ordinansa,” he said.

He added that the initiative supports the PNP Focused Agenda under Enhanced Managing Police Operations and is aligned with the peace and order direction of President Ferdinand R. Marcos Jr. The PNP also acknowledged the support of the Department of the Interior and Local Government in strengthening coordination with Local Government Units and barangays.

The Safer Cities Initiative continues to focus on addressing common ordinance violations through coordinated enforcement with LGUs and barangays, reinforcing discipline and community order.

Authorities reminded the public to strictly observe local ordinances to avoid penalties and inconvenience as enforcement operations remain sustained nationwide.

The PNP said the initiative will be expanded nationwide as part of its continuing commitment under “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

11,676 CAUGHT IN FIRST DAY OF PNP SAFER CITIES OPERATIONS

The Philippine National Police (PNP) today announced significant accomplishments in the first full day of operations under its newly launched Safer Cities initiative, part of the broader effort to boost peace and security in urban centers nationwide.

Implemented by local police units including the Northern Police District, Eastern Police District, Southern Police District, Quezon City Police District, and Manila Police District, the city safety operations recorded a total of 11,676 violators apprehended for various local ordinance offenses. Of these, 2,478 were fined, 125 were formally charged, and 9,073 were warned or released.

Violations included 3,985 cases of drinking and smoking in public, 1,135 for roaming streets without shirts, 1,004 for minors violating curfew, 269 for karaoke beyond allowed hours, and among others.

“This Safer Cities initiative reflects our dedication to not only enforce the law, but to make every neighborhood safer and more livable,” said Chief PNP Police General Jose Melencio C. Nartatez Jr. “We are out here not just to write tickets, but to remind everyone that peaceful communities are built when people follow rules that protect us all.”

The Safer Cities effort, launched on 6 April 2026, is in direct support of the PNP’s Focused Agenda under Enhanced Managing Police Operations, and aligns with the directive of President Ferdinand R. Marcos Jr. to intensify visible policing and encourage a stronger sense of public security in daily life.

PGEN Nartatez emphasized that the initiative balances firmness with fairness. “Nandito tayo para protektahan ang publiko at siguruhing ang bawat Pilipino ay makakarinig at makakaramdam na ligtas sila,” he said, underscoring that operations must always respect human rights and the dignity of every citizen.

The PNP also reminds the public: observe city ordinances on public conduct, adhere to curfew hours for minors, avoid drinking in public spaces, and comply with traffic rules. Reporting of violations or any concern about law enforcement conduct is encouraged through official channels to ensure accountability and transparency.

These accomplishments under Safer Cities demonstrate early momentum in strengthening peace and order across urban communities. The PNP remains committed to serving with integrity and responsiveness as it advances the principles of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

EMPO KEEPS PRESSURE ON ILLEGAL DRUG TRADE IN CALOOCAN

Buy-Bust Operation Yields Over 4.7 Million of Suspected Shabu; Two Drug Personalities Arrested

Keeping up the momentum of its campaign to suppress illegal drug activity in Metro Manila, the National Capital Region Police Office carried out an anti-illegal drugs operation in Caloocan City on April 3, 2026, resulting in the arrest of two drug personalities and the confiscation of suspected shabu.

At about 8:04 PM, operatives of the Caloocan City Police Station Drug Enforcement Unit conducted a buy-bust operation at Phase 12 Riverside, Barangay 188, Caloocan City, leading to the arrest of a High-Value Individual and a Street-Level Individual.

Recovered during the operation were eight pieces of transparent plastic sachets and knot-tied plastic packaging containing white crystalline substance believed to be shabu with a total weight of more or less 701.27 grams and a Standard Drug Price of ₱4,768,636.00. Also seized were the buy-bust money consisting of one genuine ₱500 bill and ten pieces of fake ₱1,000 bills, along with a black pouch bag used in the transaction.

The arrested High-Value Individual will face charges for Violation of Sections 5 and 11, Article II of Republic Act 9165, while the other suspect will be charged for Violation of Section 26, Article II of the same law.

PMGEN Anthony A Aberin, Regional Director of NCRPO, said the operation reflects how Enhanced Managing Police Operations (EMPO) continues to drive the region’s anti-illegal drugs campaign through coordinated, intelligence-driven, and procedure-based police action.

“This operation sends a clear message that those involved in the illegal drug trade will be pursued and made to answer before the law. NCRPO remains committed to lawful, coordinated, and sustained enforcement against illegal drugs across Metro Manila as we continue to protect communities, disrupt the movement of prohibited substances, and prevent further harm,” he said.
