The Bureau of Fire Protection (BFP) held its traditional Monday flag-raising ceremony at the BFP, National Headquarters, Quezon City.
In line with the 18-Day Campaign to End Violence Against Women (VAW) observed annually from November 25 to December 12, the Bureau of Fire Protection (BFP) National Headquarters conducts a Troop Information and Education (TI&E) Session.

COMMO CHRISTINE PAULINE BERGAΓ‘O-DICIANO PCG, Director of Leadership and Doctrine Development Center (LDDC) and Acting Superintendent of Coast Guard School for Special Maritime Affairs (CGSSMA) advocate and provide valuable insights to raise awareness and strengthen understanding of Violence Against Women (VAW) as any act gender-based violence that result physical, sexual or mental harm or suffering to women, including threats of such acts, coercion, or arbitrary deprivation of liberty, whether public and private life.

Through this initiative, the BFP reaffirms its commitment to promoting a safe, respectful, and gender-sensitive environment both within the organization and in the communities it serves. The session stands as a reminder that ending Violence Against Women is a shared responsibility, one that requires continuous awareness, collective action, and unwavering dedication to protecting the rights and dignity of every woman.

The Philippine Coast Guard (PCG) recognizes Rear Admiral Mitzie Silva-Campo PCG and Commodore Christine Pauline BergaΓ±o-Diciano PCG, who received Letters of Commendation from the International Maritime Organization (IMO) during its 135th session held in London from November 20 to 21, 2025.

Rear Admiral Silva-Campo PCG was commended for breaking barriers within the PCG and implementing gender-responsive policies that opened doors for women to achieve flag rank. Panel members emphasized her influence in promoting equal opportunities not just nationally, but also through international engagements.

Meanwhile, Commodore BergaΓ±o-Diciano PCG was applauded for her pioneering and transformative role in the PCG, where, in parallel to her successful career, she championed opportunities for women. Panel members noted that her advocacy influenced change not only in the Philippines but also across Southeast Asia.

PCG Spokesperson, Captain Noemie Cayabyab PCG, said their commendations, under the IMO Gender Equality Award, highlight the Philippines’ growing leadership in promoting inclusivity and excellence in the global maritime community.

"The PCG celebrates their achievements as they continue to inspire future generations of women in maritime service," Captain Cayabyab PCG expressed.

THE OUTSTANDING WOMEN IN THE NATION'S SERVICE (TOWNS)

LOOK: On 22 October 2025, COMMO CHRISTINE PAULINE BERGAΓ‘O-DICIANO PCG, honored as a TOWNS 2025 Awardee for Maritime Law Enforcement and Public Service.

The Leadership and Doctrine Development Center (LDDC) extends its congratulations to COMMODORE CHRISTINE PAULINE BERGAΓ‘O-DICIANO PCG, a revolutionary Officer of the Philippine Coast Guard (PCG) whose strategic leadership, operational excellence, and gender-inclusive reforms have significantly transformed maritime law enforcement and public service in the country.

With twenty-four (24) years of distinguished service, COMMO DICIANO has broken multiple institutional barriers. She is the first female pilot, the only female Air Station Commander under West Philippine Sea OPLAN MATATAG, the first female Commander of the Coast Guard Aviation Force, and the youngest female Aviation Commander among all military and law enforcement agencies in the Philippines.

Likewise, she served as the first Filipina and ASEAN Vice President of the World Maritime University (WMU) Women’s Association in MalmΓΆ, Sweden. Her exemplary leadership paved the way for the inclusion of the first class of female drivers in the PCG, the creation of the Intelligence and Surveillance Team for Unmanned Aerial Systems (UAS), and the mainstreaming of female personnel training as rescue swimmers and members of the all-female Special Operations Force jumpers from Airbus helicopters to multi-mission vessels.

Furthermore, COMMO DICIANO made history as the first female Commander of both the Coast Guard Internal Audit Service and the Procurement Service, and as the first female Deputy Commander of the Coast Guard Logistics Systems Command. She was also one of the eighty (80) graduates of the historic β€œAngels of the Sea” course in 2022.

She authored the Coast Guard Internal Audit Service and Procurement Service Charters and Logos, and initiated uniform reforms including the inclusion of the hijab for female Muslim personnel, parade shoes, and the GOA outer variant in 2019. By January 2022, the hijab was officially incorporated in the PCG Uniform Manual and was recognized by the United Nations Human Rights Commission in February 2022.

Notably, she was one of the three (3) female Battle Captains of Task Force Bayanihan under the Whole-of-Nation Approach against COVID-19 from March 2020 to June 2022.
