The Taguig Lingap Center (TLC) celebrated its 10th founding anniversary by honoring the people and organizations behind a decade of providing care, protection, and hope to vulnerable children and individuals during a Thanksgiving and Awarding Ceremony held on Friday, July 17, at the Sen. Renato "Compaรฑero" Cayetano Memorial Science and Technology High School Auditorium in Barangay Ususan.

Around 170 guests attended the celebration, which carried the theme, "Isang Dekada ng Kalinga: Fostering Hope and Transformative Care," recognizing the Center's partners, stakeholders, and personnel who have contributed to its mission over the past 10 years.

The program also featured song and dance performances by Taguig Lingap Center residents and staff, highlighting the sense of family and belonging fostered within the Center through the years.

Committee on Social Welfare and Development Chairperson Councilor Atty. Darwin Icay said the milestone reflected the collective efforts of everyone who had supported the Center since its establishment.

"This is a milestone that is never the work of one person alone. It is the result of years of compassion, dedication, and unwavering commitment from everyone who has walked this journey with us. Kaya naman, nararapat lamang na ang pagdiriwang na ito ay maging pagkakataon upang magpasalamat at kilalanin ang bawat isa na naging katuwang sa pagtataguyod ng ating center sa nakalipas na sampung taon."

Among those recognized were the Center's personnel through the Search for Outstanding and Exemplary Lingap Staff, which honored employees from its direct care and support service units, including case management, psychological, medical, educational, home life, security, dietary, maintenance, transport, and administrative services.

Loyalty in Service Awards were also presented to long-serving personnel, while special citations recognized individuals who demonstrated exemplary commitment to serving vulnerable sectors.

Certificates of Appreciation were likewise awarded to the Center's Pillars of Excellence: Partners and Stakeholders. Honorees included the Taguig Police Station Women and Children Protection Desk (WCPD), Palingon Health Center, Silangan Elementary School, the Barangay Councils for the Protection of Children (BCPCs) of Barangays New Lower Bicutan, Napindan, and Western Bicutan, as well as partner organizations such as the Legion of Mary, Victory Church โ€“ Love in the City, and The Lord's Vineyard Covenant Community for their continuing support and services to Taguig Lingap Center residents.

Closing the program, CSWDO Head Nikki Rose Operario thanked the Center's partners, stakeholders, and personnel, while reflecting on its transformation from a temporary holding facility into a refuge for children in need.

"Napakahaba na po ng journey ng center na ito, at mahaba na rin po ang journey ng mga staff na naglingkod dito. Marami na rin po kaming na-reintegrate na mga bata na naging residente ng Taguig Lingap Center. Napakalaking pasasalamat natin dahil ang idea lang talaga noon ay magkaroon ng holding area para sa mga batang walang mapaglagyan. Ngunit sa paglipas ng panahon, naging tahanan ito ng pag-asa para sa maraming kabataan."

The City of Taguig is one of the first local government units to roll out the enhanced Parenting Effectiveness Services (PES) Program to its child development centers (CDCs).

Hence, in preparation for its city-wide implementation, the City Social Welfare and Development Office (CSWDO) facilitated a 13-module comprehensive training for 50 daycare workers from July 6 to 10 at the Taguig Lakeshore Activity Center in Barangay Lower Bicutan.

The training focused on parent education and family support, helping parents and caregivers strengthen their parenting skills and foster positive family relationships. It also prepared participants to effectively conduct parent education sessions in their respective CDCs through practical knowledge and facilitation skills.

The modules covered a wide array of topics: an overview of the PES, the roles and responsibilities of parents, parenting styles, improving communication skills, keeping children safe in times of calamities and emergencies, understanding child and adolescent development, understanding special needs and supporting children with differencesโ€™ development concerns, managing family resources, health and nutrition across developmental stages, and guiding children through the digital age, among others.

These modules were discussed by Lael Gasco, Noemi Labaydan, and Clariza Dela Cruz, social welfare officers from the Department of Social Welfare and Development Office - National Capital Region (DSWD-NCR). Also present during the event were DSWD-NCR Regional Focal Person for Families and Communities for Children Marlene Guzman and CSWDO Head Nikki Rose Operario.

City Councilor and chair of the Committee on Women, Children, Family Relations, and Gender Equality Hon. Ivie Dizon graced the last day of the training to personally express her support to the participants. She happily delivered the news that the Taguig City Anti-OSAEC and Anti-CSAEM Ordinance has already been passed to its second reading and sought prayers and support that it finally gets approval. Once implemented, violators will not only be apprehended at the national level but will also be required to pay fines at the city.

Councilor Dizon also underscored the importance of the trainingโ€”which is grounded in Mayor Lani Cayetanoโ€™s Transformative, Lively, and Caring agendaโ€”in building a safer, loving, and nurturing community for every Taguigeรฑo child. She further encouraged the participants to be more proactive as they put into practice everything they have learned:

โ€œBilang mga pangunahing katuwang ng ating Pamahalaang Lungsod ng Taguig sa misyong ito, hinihiling ko ang inyong patuloy na pakikiisa. Maging bukas sa mga bagong kaalaman, ibahagi ang inyong mga karanasan, at higit sa lahat, isabuhay ang mga aral na inyong natutuhan sa nakalipas na limang araw ng training na ito.โ€

A group simulation of facilitating PES, an open forum, the awarding of certificates, and exciting games and activities were conducted to wrap up the training on its last day.

Other notable early childhood care and development programs in the City include free daycare with learning materials and supplementary feeding, regular seminars and training sessions for child development workers and teacher aides, and rehabilitation of existing CDCs and construction of new ones to ensure that daycare children are well-enriched and undergo proper development.
