The Korea International Cooperation Agency (KOICA) conducted a monitoring visit and on-site inspection from 10 to 11 August 2026 to assess the progress and achievements of the “Information and Communication Technology Training Program for Youth and Vulnerable Groups in Dumaguete, Philippines.”

Implemented by the Hannam University Industry-Academic Cooperation Foundation in partnership with Silliman University, the project represents an investment of approximately USD 0.48 million to strengthen ICT human resource development and contribute to building a digital-ready workforce in the region.

The project established the KOICA Digital Transformation (DX) Center at Silliman University, equipped with 241 ICT equipment units to support the ICT training. The project provides specialized vocational training in Artificial Intelligence (AI) and Big Data analytics for university students, unemployed youth and vulnerable groups, as well as ICT instructors and professors of universities with a broader goal of promoting ICT employment opportunities and supporting local economic development.

Led by KOICA Philippines Country Director Mr. JUNG Youngsun, the delegation conducted courtesy meetings with local government officials at Dumaguete City Hall to discuss the project’s progress, achievements, and sustainability. Hon. Manuel Chaco Sagarbarria, Governor of Negros Oriental, and Hon. Manuel Chiquiting Sagarbarria, Mayor of Dumaguete City, reaffirmed the local government's support for the project and explored opportunities to sustain its contributions to digital transformation in the region.

The KOICA delegation likewise held discussions with key representatives of Silliman University and key partners within the project, including TEVEC (Technical Educational Vocational and Entrepreneurial Center) and TESDA Negros Oriental. The discussions focused on the project’s overall achievements as well as measures to ensure its sustainability beyond the project period.

The monitoring visit highlighted significant achievements in strengthening ICT education and employment opportunities in the region. As of date, 38 youth and vulnerable individuals completed Track 1, with 17 securing employment; 36 university students completed advanced AI training; and 19 local instructors were trained under the Training of Trainers (ToT) program.

As the project is expected to be completed this year, KOICA will continue to support efforts to strengthen the project’s outcomes and promote the sustainable development of local ICT human resources. KOICA remains committed to supporting the Philippines in harnessing digital technologies to strengthen ICT capacity and to expand opportunities for the youth and contribute to inclusive economic growth.

On 8 August, the KOICA Philippines Office joined the Philippine KOICA Fellows Association (PhilKOFA) for “Kalusugan at Kalinga,” a knowledge-sharing seminar and community outreach activity held at St. John Bosco Parish in Tondo, Manila.

Organized in partnership with St. John Bosco Parish of Tondo, the Commission on Service of Charity, and the Barangay Councils of 17 barangays in the Tondo area, the activity brought together PhilKOFA members, community partners, volunteers, and local residents to promote better health, proper hygiene, nutrition, and disease prevention.

The program featured a knowledge-sharing session on health and wellness, followed by the distribution of hygiene kits. Around 200 residents from 17 barangays, particularly children, elderly people, and mothers from low-income families, were identified as the primary beneficiaries of the initiative.

Representing the KOICA Philippines Office, Assistant Country Director Joonhee Kim expressed appreciation to PhilKOFA for its continued commitment to local community development. She highlighted how PhilKOFA members continue to transform the knowledge and experience gained through KOICA programs into meaningful actions that benefit local communities.

The activity was also joined by Father Salvador “Boy” D. Pablo, Salesian of Don Bosco (SDB), Connector-in-Charge of St. John Bosco Parish of Tondo; Ms. Celenia L. Jamig, President of PhilKOFA; as well as PhilKOFA members, parish representatives, volunteers, and community partners.

The initiative forms part of PhilKOFA’s continuing efforts to give back to local communities, demonstrating how the KOICA alumni network can extend the impact of development cooperation beyond training programs and into communities.

KOICA remains committed to working closely with PhilKOFA and local partners to promote knowledge sharing, strengthen community engagement, and create lasting positive impact for communities across the Philippines.

The Korea International Cooperation Agency (KOICA) conducted a monitoring visit for the project "Supporting the Diversification of Livelihood Strategies for Urban Poor Households with Persons with Disabilities (PWD) in the Philippines" in Quezon City, Metro Manila on 29 July 2026.

The visit was conducted to monitor the launch of Phase 2 of the project implemented by Grain Foundation for PWD, Inc. (GFPI), which officially began this year. Phase 1, implemented from 2023 to 2025 with a budget of USD 0.79 million, supported urban poor households with persons with disabilities through specialized vocational training, livelihood assistance, and start-up grants to strengthen their economic self-reliance.

The Phase 1 project surpassed all major targets, achieving a 98.3% business survival rate and generating PHP 6.92M in total sales across food, sewing, and beauty sectors. This initiative boosted monthly household incomes and enabled families to save 20%–50% of new profits through financial literacy and caregiving support, and strengthened local Disabled People's Organizations to ensure long-term community sustainability.

The KOICA team, led by Country Director Mr. JUNG Youngsun, met with Program Managers of GFPI and beneficiaries to assess the transition between phases, highlighting the importance of solidarity among PWD households in fostering long-term independence.

During the field monitoring, the delegation visited project sites in Commonwealth and Pasong Putik, where beneficiaries have established various livelihood enterprises, including sewing, food processing, and beauty-care businesses.

Building on the results from the previous phase, Phase 2 is currently being implemented with an expanded budget of USD 1.67 million. This phase focuses on scaling individual businesses into organized group enterprises and cooperatives, enhancing market competitiveness, and expanding community-based disability advocacy networks.

KOICA and GFPI reaffirmed their commitment to supporting sustainable livelihood opportunities and promoting the economic empowerment and social inclusion of persons with disabilities in the Philippines.

On 28 July 2026, the Korea International Cooperation Agency (KOICA) conducted a monitoring visit and on-site inspection for the project "Social Franchising Project to Establish an Employment Ecosystem for Persons with Disabilities in the Philippines."

Implemented by Grain Foundation for PWD, Inc. (GFPI) from 2023 to 2025 with a budget of USD 1.32 million, the project aimed to establish a sustainable social business model that provides quality employment opportunities for persons with disabilities (PWDs) through specialized training in the food and beverage sector.

During its implementation, the project directly employed 17 persons with disabilities (PWDs) and vulnerable individuals and achieved a 100% employment retention rate through customized job training. It also demonstrated a sustainable social business model by successfully operating Hisbeans Café and establishing Hisbeans Kitchen as a central production hub, resulting in significant business growth. In addition, the project strengthened the local disability employment ecosystem by building partnerships with five local social economy organizations and Disabled People's Organizations (DPOs) and transferring café operations and specialized training know-how to two partner institutions.

The KOICA delegation, led by Country Director Mr. JUNG Youngsun, visited Hisbeans Kitchen (Branch No. 2) in Quezon City. During the visit, the team interviewed employees with intellectual, visual, and hearing impairments who work as baristas, bakers, and kitchen staff. These interviews enabled the delegation to assess the project's achievements and its impact on improving the beneficiaries' economic independence and social inclusion.

The project was successfully completed in 2025 and is currently awaiting evaluation for a possible succeeding phase.

The Korea International Cooperation Agency (KOICA), in partnership with Chungnam National University (CNU) in Korea, is inviting additional applications for the 2026 KOICA-CNU NEXT Fellowship. The fellowship is a special graduate scholarship program designed to nurture highly qualified professionals from KOICA partner countries and strengthen their academic and technical expertise in fields relevant to sustainable development.

For the 2026 intake, the program offers master’s degree
opportunities to applicants from 13 eligible countries, including the Philippines. The degree programs offered are the following:

• Manufacturing Industry Engineering
• Sustainable Architectural Engineering
• Agriculture, Agricultural Biotechnology, and Bio-engineering

The fellowship consists of a 24-month master’s degree program, including Korean language training, followed by a three-month internship. Through a combination of graduate-level academic study, practical training, and professional experience, the program aims to equip participants with specialized knowledge and skills that can contribute to the development of their respective countries. Selected fellows will receive comprehensive scholarship support which includes the following:

• Round-trip airfare
• Tuition fees
• Korean language training
• Living and settlement allowances
• Dormitory accommodation
• Health insurance
• Repatriation allowance.

The online application and submission of required documents will be accepted from July 30, 2026, at 9:00 a.m. to August 7, 2026, at 6:00 p.m. Korean Standard Time (KST). Applicants must first complete the online application through Google Forms and then submit the required hard-copy documents by registered mail or in person within the same application period. Please note that the application will be considered complete only upon receipt of both the online application and the required documents.

Through the KOICA-CNU NEXT Fellowship, KOICA and CNU seek to promote human resource development, knowledge exchange, and stronger cooperation with partner countries.

𝐖𝐞𝐥𝐜𝐨𝐦𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬, 𝐊𝐎𝐕 𝐁𝐚𝐭𝐜𝐡 𝟗𝟓!

On July 10, 2026, the three (3) members of KOICA Overseas Volunteers (KOVs) Batch 95 finally arrived in the Philippines.

These volunteers will be deployed in Bulacan (Korean Language Education), Iloilo (Computer Education), and Davao (Baking). Upon arrival, the volunteers immediately started their 6-week In-Country Training to learn local language, culture, and safety. Also, as part of their preparations for their deployment, they are scheduled to visit their local partner institution (LPI) for five (5) days to complete their on-the-job training (OJT).

The volunteers are expected to share their knowledge and provide assistance to their LPIs for a one (1) year.

Let's extend a warm welcome to Batch 95 and look forward to witnessing their valuable contributions throughout their service.

KOICA, together with the Bureau of Internal Revenue (BIR), held the Project Completion Ceremony of the 𝙀𝙡𝙚𝙘𝙩𝙧𝙤𝙣𝙞𝙘 𝙄𝙣𝙫𝙤𝙞𝙘𝙞𝙣𝙜 𝙖𝙣𝙙 𝙎𝙖𝙡𝙚𝙨 𝙍𝙚𝙥𝙤𝙧𝙩𝙞𝙣𝙜 𝙎𝙮𝙨𝙩𝙚𝙢 (𝙀𝙄𝙎) 𝙋𝙤𝙨𝙩-𝙈𝙖𝙣𝙖𝙜𝙚𝙢𝙚𝙣𝙩 𝙋𝙧𝙤𝙟𝙚𝙘𝙩 on July 7 at the BIR National Office in Quezon City.

The ceremony brought together officials from the Department of Finance, the BIR, the Embassy of the Republic of Korea, KOICA, project implementer JHN Consulting, and other Philippine and Korean government representatives to celebrate the successful completion of the project and reaffirm both countries’ commitment to advancing digital tax administration and fostering a more transparent, efficient, and investment-friendly business environment.

The project builds on the original KOICA-supported Electronic Receipt and Invoice System, implemented from 2018 to 2022, which introduced electronic invoicing for selected large taxpayers. The post-management phase, implemented from May 2025 to July 2026, further strengthened the system by enhancing invoice reporting and verification and improving the BIR’s tax audit monitoring capabilities.

The enhanced system enables real-time collection and verification of electronic invoices, significantly reducing the time required for tax compliance and audit processes. Taxpayers no longer need to manually prepare supporting documents for routine verification, while audit procedures that previously took months can now be completed in minutes or hours. The reforms are also envisaged to improve transparency and predictability in tax administration, reducing unnecessary compliance burdens while supporting more effective revenue collection.

“Through a modern, fair, and efficient tax system, the Philippine government is expected to be able to mobilize domestic resources, deliver better public services, and create an environment where businesses and citizens can participate with greater confidence in the economy,” said Korean Ambassador Lee Sang-hwa.

The project “also serves as a concrete follow-up to the ROK-Philippines bilateral summit last March, where President Lee Jae Myung sought the Philippine government’s active role,” Lee added – an indication of the high level of trust by Korea on the Philippine government’s continued efforts to address the concerns of Korean companies and investors by pursuing reforms that strike the right balance between effective tax administration and a fair, transparent, and business-friendly regulatory environment.

KOICA Philippines Country Director Jung Youngsun said the project has transformed the EIS into “a core platform for taxpayer compliance monitoring, risk analysis, and data-driven decision-making,” while laying the foundation for the BIR to sustainably operate and continuously enhance the system.

BIR Commissioner Charlito Martin Mendoza highlighted that the project has strengthened not only the Bureau's digital systems but also the capabilities of its people. He noted that BIR personnel gained valuable technical expertise through the project, adding that "every investment in technology must always be an investment in people."

The BIR plans to expand the EIS beyond the country’s largest taxpayers to include hundreds of thousands of small and medium-sized enterprises (SMEs). The next phase will introduce an Electronic Service Provider (ESP) framework to facilitate wider adoption while strengthening real-time monitoring and audit mechanisms.

The initiative reflects Korea’s continued support for the Philippines’ digital transformation and public sector modernization through development cooperation. It also underscores the shared commitment of Korea and the Philippines to building a transparent, predictable, and digitally enabled business environment that supports sustainable economic growth and encourages greater trade and investment between the two countries.

KOICA Philippines Country Director JUNG Youngsun welcomed Valenzuela City Mayor Weslie Gatchalian to the KOICA Philippines Office for a courtesy meeting on 8 July 2026 to discuss the progress of the ongoing KOICA-DICT Establishment of the National Cyber Security Center (NCSC) Project and explore potential areas for future development cooperation.

During the meeting, both sides reaffirmed their commitment to the successful implementation of the NCSC Project, recognizing its importance in strengthening the Philippines' cybersecurity capabilities while contributing to Valenzuela City's long-term development.

Mayor Gatchalian also shared the city's priority initiatives in ICT education, healthcare, and sustainable solid waste management and exchanged views with KOICA on these areas.

The Korea International Cooperation Agency (KOICA) Philippines Office joined the Philippine KOICA Fellows Association (PhilKOFA) in celebrating its 25th Founding Anniversary on 4 July 2026, recognizing the lasting contributions of KOICA alumni in advancing sustainable development and strengthening Philippines–Korea cooperation.

The event was attended by His Excellency LEE Sang-hwa, Ambassador of the Republic of Korea to the Philippines; Hon. Lucas P. Bersamin, former Chief Justice of the Philippines and KOICA Fellow; KOICA Philippines Country Director JUNG Youngsun; PhilKOFA President Celenia L. Jamig; representatives from partner institutions; and hundreds of KOICA alumni from across the country.

In his congratulatory message, KOICA Philippines Country Director Jung Youngsun underscored the vital role of KOICA Fellows in translating the knowledge and experience gained in the Republic of Korea into meaningful contributions to Philippine development.
"Twenty-five years is a testament to the dedication, commitment, and passion of generations of KOICA Fellows who have transformed their learning experiences into meaningful contributions to Philippine development," CD Jung said.

Established in 2001, PhilKOFA serves as the official alumni association of Filipinos who have participated in KOICA's scholarship, training, and capacity-building programs in the Republic of Korea. Over the years, the organization has grown into a nationwide network of more than 4,000 members from various government agencies and institutions, actively promoting volunteerism, knowledge sharing, community development, and collaboration.

As one of KOICA's key partners in the Philippines, PhilKOFA continues to serve as an important platform for fostering collaboration among alumni and promoting the application of knowledge and best practices acquired through KOICA's capacity-building programs.

The Korea International Cooperation Agency (KOICA) and the Department of Information and Communications Technology (DICT) held the groundbreaking ceremony for the National Cybersecurity Center (NCSC) Project on 29 June 2026 at the DICT Valenzuela Compound.

The ceremony was attended by key representatives including Ambassador of the Republic of Korea to the Philippines LEE Sang-Hwa, KOICA Vice President LEE Yun Young, KOICA Philippines Country Director JUNG Youngsun, DICT Secretary Henry Aguda, Valenzuela City Mayor Weslie Gatchalian and Congressman Gerald Galang. Their participation highlighted the strong partnership between the Philippines and the Republic of Korea in advancing digital transformation and strengthening cybersecurity cooperation.

With a total project budget of USD 25.6 million, the KOICA-funded initiative aims to strengthen the Philippines’ national cybersecurity capabilities by establishing advanced cybersecurity infrastructure, enhancing cyber threat response mechanisms, and developing specialized technical expertise.

A major component of the project is the establishment of the National Cybersecurity Center in Valenzuela City, which will serve as a central platform for cyber threat monitoring, intelligence sharing, and coordinated incident response.

KOICA Vice President Lee Yun Young also underscored the significance of the project, noting that it is the largest KOICA-funded cybersecurity project worldwide and among the largest KOICA grant projects currently being implemented in the Philippines. He further reaffirmed KOICA’s commitment to supporting the Philippines in building secure, resilient, and future-ready digital institutions.

Through this partnership with DICT, KOICA reaffirms its dedication to strengthening institutional capacity and contributing to the Philippines’ efforts to enhance cybersecurity resilience in the digital era.
