DOST ITDI and DOST-XI Strengthen Laboratory Excellence through Targeted Capacity Building

On 27-28 April 2026, the Industrial Technology Development Institute (DOST ITDI), through the ITDI-Standards and Testing Division, successfully concluded a specialized training course for the DOST Davao Region (DOST-XI) focusing on Risk and Opportunity Management (PNS ISO/IEC 17025:2017), Root Cause Analysis (RCA), and Effective Corrective Action.

The two-day virtual intensive was specifically designed to fortify the operational integrity of the Regional Standards and Testing Laboratories (RSTL). Led by expert resource speakers Mr. Admer Rey C. Dablio, RCh, CCPQM and Mr. Alxis John C. Movida, RMicro, PFT, the program moved beyond theoretical frameworks. By utilizing actual laboratory experiences as workshop case studies, participants were able to dissect real-world challenges and develop actionable improvements for their current implementation systems. This hands-on approach ensured that the RSTL staff are not just compliant with international standards, but are equipped to proactively manage risks and drive continuous improvement in their technical services.

DOST-ITDI Conducts Customized Method Validation/Verification Training for San Miguel Foods

The ITDI-Standards and Testing Division successfully concluded a two-day customized capacity-building activity for San Miguel Foods on 13-14 April 2026. Held in a hybrid format at the San Miguel Foods facility in Pasig City, the "Training Course on Validation and Verification of Chemical Methods of Analysis" aimed to enhance the technical competencies of the participants in ensuring the accuracy and reliability of laboratory results.

Led by the Division's Quality Manager and Head of the Chemistry Laboratory, Supervising Science Research Specialist Mr. Admer Rey C. Dablio, RCh, CCPQM, the sessions ran from 8:30 AM to 4:00 PM, providing intensive instruction on the rigorous standards required for chemical analysis. Comprehensive hands-on workshops were conducted to training participants coming from various branches of San Miguel in the Philippines, teaching them the computations and analysis of analytical data to evaluate each of the method performance characteristics. This collaboration underscores DOST ITDI's commitment to providing "Solutions and Opportunities for All" by supporting the local food industry's pursuit of quality excellence.

Pioneering Compliance: DOST-ITDI Gears Up for ISO/IEC 17020:2026

In a proactive move to maintain its edge in Formula of Conversion (FOC) services, the ITDI-Standards and Testing Division of DOST ITDI organized a "Learning and Development Activity" focused on Understanding the Requirements of ISO/IEC 17020:2026. Held at the STD Conference Room in the DOST Complex, Taguig City, the training aimed to equip key personnel with the knowledge necessary to navigate the major updates in this third edition of the standard.

The training was facilitated by Mr. Admer Rey C. Dablio, RCh, CCPQM, the Division’s Quality Manager and a Supervising Science Research Specialist. As the Institute's leading expert on quality management systems, Mr. Dablio provided a deep dive into the structural and conceptual shifts of the 2026 version, including:

1. Revised Independence Models: The condensation of Type A, B, and C classifications.

2. Risk-Based Thinking: Moving from prescriptive rules to performance-based management.

3. Data Control: Enhanced provisions for software validation and information security.

Empowering the PPTL for Formula of Conversion (FOC) Services

A central focus of the day's activity was the capacity building of the Physical and Performance Testing Laboratories (PPTL). Under the leadership of Engr. Ner C. Rodriguez, MSc, the PPTL personnel are responsible for the critical Formula of Conversion (FOC) services. Given that FOC involves precise technical assessments, aligning these services with the latest global inspection standards is vital for maintaining the technical integrity and impartiality required by industry stakeholders.

Joining the technical staff was the Division's Chief Science Research Specialist, Ms. Ma. Rachel V. Parcon, RCh, MSc, underscoring the management's commitment to implementing these new requirements at every level of the organization.

Operations Advisory: Work-From-Home Arrangement on 01 April 2026

The Industrial Technology Development Institute (DOST ITDI) announces a temporary shift in operations following the issuance of MalacaΓ±ang Memorandum Circular No. 116, series of 2026.

On 01 April 2026, the Institute will operate under a Work-From-Home (WFH) arrangement from 07:00 AM to 12:00 PM PhST. The afternoon is announced as work suspension in the government, in observance of the Holy Week. Please be advised that the acceptance of samples for testing at the ITDI-Standards and Testing Division (STD) will be temporarily suspended during this period and is scheduled to resume on 06 April 2026.

The South Luzon Thermal Energy Corporation (SLTEC), a key baseload power provider in the Luzon grid, recently reached a significant milestone in its commitment to operational excellence. To further bolster the reliability of its chemical and environmental testing, SLTEC hosted an intensive training program facilitated by the Department of Science and Technology - Industrial Technology Development Institute (DOST ITDI), through the ITDI-Standards and Testing Division.

The training was led by Mr. Admer Rey Dablio, RCh, CCPQM, a renowned expert from the ITDI-Standards and Testing Division, and focused on the transition toward a Laboratory Quality Management System (LQMS) aligned with the international standard PNS ISO/IEC 17025:2017.

Strengthening Laboratory Excellence: STD-ITDI Conducts Training on Calibration Certificate Interpretation

Calibration certificates are often overlooked as routine paperwork, yet they play a critical role in ensuring laboratory data integrity and reliability. Serving as the β€œheartbeat” of measurement accuracy, these documents enable professionals to move from blind reliance on instruments to scientifically validated results.

Beyond documentation, calibration certificates function as a regulatory shield, supporting quality assurance, compliance with oversight agencies, and safety. They provide evidence that equipment delivers reliable results, help prevent costly non-compliance, and ensure global acceptance of laboratory measurements.

On 13 March 2026, the ITDI-Standards and Testing Division organized a technical training on β€œInterpretation of Calibration Certificate for Testing Laboratories” at the STD Conference Room. The training was conducted by Mr. Aries E. OrdoΓ±a, a Senior Science Research Specialist from the Physical and Performance Testing Laboratory (PPTL).

Aligned with PNS ISO/IEC 17025:2017, the training emphasized the shift from passive receipt to active interpretation of calibration certificates. Key topics included evaluation of measurement error, application of correction factors, understanding measurement uncertainty, verification of metrological traceability and comprehending key elements for accurate data interpretation.
Participants were also guided in reviewing mandatory certificate elements and applying a risk-based approach in determining calibration frequency. The training reinforced the responsibility of the End-user (laboratory personnel) to ensure that instruments are β€œfit for purpose,” thereby guaranteeing accurate and reliable test results.

The activity underscores DOST ITDI’s continued commitment to strengthening technical capability and promoting quality assurance across the Philippine laboratory community.
