The Land Transportation Office Region XI, under the leadership of Regional Director Atty. Ernesto Raphael V. Robillo, firmly condemns the unscrupulous actions of fixers recently arrested during an entrapment operation conducted outside the LTO XI Regional & District Offices in on April 20, 2026. This unlawful activity, perpetrated by individuals seeking to exploit our clients for personal gain, has no place in public service and is wholly unacceptable.
LTO XI deplores how these fixers have victimized innocent clients seeking legitimate services and tarnished the reputation of our institution. We emphasize that the blame lies squarely with these individuals and those who collude with them, and not with the dedicated public servants who faithfully execute their duties in strict accordance with law and policy.
Our District Heads and all personnel remain fully compliant with anti-fixing protocols, as mandated through the Memorandum Circulars and directives issued by the LTO Central Office. They strictly adhere to RA 6713 (Code of Conduct and Ethical Standards), RA 11032 (Ease of Doing Business and Efficient Government Service Delivery Act), and all applicable Civil Service laws โ with zero tolerance for fixing activities.
To safeguard the integrity of LTO services, LTO XI has engaged the National Bureau of Investigation โ Southeastern Mindanao (NBI-SEMRO) in this operation and stands ready to support further investigations to hold all perpetrators accountable and to ensure justice is served.
LTO XI continues to implement uniform service standards and procedures across all District Offices, Extension Offices, and Driverโs License Renewal Offices, ensuring that our clients can access legitimate services efficiently and transparently without resorting to illegal intermediaries.
We also remain committed to service innovations that bring us closer to the people, including:
โข B.O.S.S. (Barangay Outreach & Support Services) Project โ delivering LTO services directly to communities;
โข S.A.F.E. (Strengthening Advocacy for Future Educators) Initiative โ strengthening collaboration with the academe; and
โข P.A.S.A.D.A. (Promoting Accessible and Sustainable Assistance for Driversโ Advancement) Project โ expanding multi-sectoral partnerships to better serve our motorists.
While these service enhancements have greatly improved accessibility, unscrupulous fixers continue to prey on unsuspecting clients. In response, LTO XI has proactively partnered with the NBI to address this problem decisively and to restore public trust in government service.
LTO XI reaffirms its unwavering commitment to efficient, honest, and people-centered public service. We urge all clients to transact only with authorized personnel and report any illegal activity to the appropriate authorities.
