The Bureau of Internal Revenue (BIR) Revenue Region No. 6 – City of Manila and Palawan destroyed 240,550 illicit v**e products with an estimated tax liability of P1.539 billion on August 24, 2026, at the DIGAMA Waste Management Facility in Porac, Pampanga.

“Enforcement does not end with seizure. We must permanently remove illicit v**e products from the market and hold accountable those behind their illegal manufacture, importation, distribution, and sale,” Commissioner Charlito Martin R. Mendoza said.

Revenue Region No. 6 Regional Director Remir Macatangay said BIR Manila has expanded its enforcement operations from individual retail establishments to warehouses.

“We started with retail stores and expanded to warehouses. This led to our operation against Tap Fog Philippines, the largest single illicit v**e enforcement operation conducted by the BIR to date. Some of the products seized in that operation were among those destroyed today,” Macatangay said.

The destruction activity sends a clear message: neither unlawful traders nor unfavorable weather conditions can hinder the BIR’s commitment to safeguarding government revenue, protecting compliant businesses, and keeping illicit v**e products out of the market.

Matagumpay na isinagawa ng BIR Revenue District Office No. 23A - North Nueva Ecija ang seminar tungkol sa Bureau of Internal Revenue Philippines' One-Time Abatement Program para sa Micro Taxpayers at Tax Compliance para sa MSMEs noong Agosto 27, 2026, sa 2nd Floor San Jose City Public Market, San Jose City, Nueva Ecija.

Dinaluhan ito ng 68 business owners, micro taxpayers, at iba pang interesadong indibidwal na nagnanais na higit na maunawaan ang kanilang mga obligasyon at responsibilidad bilang mga taxpayer.

Sa talakayan, ipinaliwanag ang mahahalagang alituntunin sa tax compliance, mga karaniwang suliraning kinakaharap ng MSMEs, at ang proseso ng pagpapasuri upang malaman kung kwalipikado sa One-Time Abatement Program, alinsunod sa Revenue Regulations No. 4-2026 at Revenue Memorandum Order No. 19-2026.

The Bureau of Internal Revenue (BIR), led by Commissioner Charlito Martin R. Mendoza, on August 25, 2026, consulted private-sector stakeholders under the BIR Partnership with the Multisectoral Group (BIR-PMSG) at the BIR National Office on electronic invoicing, as the Bureau advances a major digital reform that will change how businesses document transactions and how tax information is generated.

“Electronic invoicing is part of the legacy work we are building at the BIR. We have to get the EIS Project off the ground, learn from actual implementation, and improve as we go. Your input will help us get this right,” Commissioner Mendoza said.

The consultation brought together representatives from BIR-PMSG member organizations and other private sector groups from the business, accounting, tax, finance, export, technology, petroleum, and foreign chamber sectors. The discussion focused on making the proposed electronic invoicing policies practical and responsive to actual business processes.

The BIR presented the draft Revenue Memorandum Circular prescribing policies and guidelines for issuing electronic invoices and discussed implementation concerns with private-sector representatives.

The draft RMC operationalizes the electronic invoicing requirements under Section 237 of the Tax Code and Revenue Regulations Nos. 8-2022 and 11-2025, as amended by RR No. 26-2025. Under the proposed guidelines, taxpayers covered by the December 31, 2026 deadline will be required to issue electronic invoices. Other categories identified in the draft will become subject to the requirement upon the issuance of separate BIR guidelines. Covered taxpayers may use in-house or commercially acquired e-invoicing solutions, or the services of Electronic Invoicing Solution Providers.

“Electronic invoicing is an important part of modernizing tax administration. We want to move this reform forward in a way that works for taxpayers and businesses and gives them greater confidence in the systems they rely on,” Commissioner Mendoza said.

The BIR will consider the inputs raised and during the consultation as it finalizes the electronic invoicing guidelines and prepares for implementation.
