Talisay City Police Station Ranked No. 1 in CPPO PNP Flagship Program for July 2026

City of Talisay, Cebu – The Talisay City Police Station (TCPS), under the leadership of PLTCOL HOMOBUNO R SAYON, Chief of Police, was recognized as Rank No. 1 among the City Police Stations of the Cebu Police Provincial Office in the implementation of the PNP Flagship Program for July 2026.

TCPS earned an accumulated total of 468 points based on the Flagship Program Accomplishment Rating System, reflecting the station’s exemplary performance, dedication to duty, and commitment to the effective implementation of the PNP’s flagship programs.

The recognition highlights the collective efforts and professionalism of all TCPS personnel in fulfilling their responsibilities and delivering responsive police services to the community.

TALISAY CITY POLICE STATION, ADJUDGED AS BEST COMPONENT CITY POLICE STATION FOR JULY 2026

The Talisay City Police Station (TCPS) was adjudged as the Best Component City Police Station for July 2026 by the Police Regional Office 7 (PRO7) based on the consolidated rating results evaluated by the Regional Director, Command Group, and Regional Staff of PRO7.

The Certificate of Recognition was awarded to TCPS on August 13, 2026 at the Police Regional Office 7, Camp Sergio Osmeña Sr., Cebu City.

The award recognizes the station's outstanding performance in the implementation of police programs and operations, particularly in maintaining peace and order, preventing and suppressing criminality, and delivering responsive police services to the community.

Under the leadership of PLTCOL HOMOBUNO R SAYON, Chief of Police, the accomplishment reflects the collective efforts of TCPS personnel in carrying out their duties and responsibilities and in sustaining effective police service for the people of Talisay City.

CITY OF TALISAY POLICE STATION (CTPS), RECOGNIZED AS OUTSTANDING CITY POLICE STATION IN COMMUNITY AFFAIRS DEVELOPMENT FOR CY 2026

In celebration of the 31st Police Community Relations (PCR) Month, the Talisay City Police Station (TCPS) was recognized as the Outstanding City Police Station in Community Affairs Development for Calendar Year 2026 during the Cebu Police Provincial Office (CPPO) Awarding Ceremony.

The award was received by PLTCOL HOMOBUNO R SAYON, Chief of Police of TCPS, on behalf of the station.

The recognition marks the second consecutive year that TCPS has received the award at the Provincial Level, in recognition of its consistent implementation of Community Affairs Development programs that strengthen police-community partnership through community engagement, crime prevention initiatives, and collaboration with stakeholders.

This accomplishment reflects the collective efforts of the personnel of TCPS in advancing its commitment to sustain its community-oriented policing programs in maintaining peace and order and ensuring public safety.

Authority and physical strength alone are not always enough for a police officer to safely subdue or arrest a resisting individual. Effective law enforcement also requires proper technique, discipline, and control.

That is why we believe Brazilian Jiu-Jitsu is one of the most valuable skills an officer can learn—enabling them to manage resistance more safely, efficiently, and with greater confidence while minimizing the risk of injury to both the officer and the person being arrested.

SUSPECT IN THE SHOOTING AND KILLING OF A MOVE-IT/HABAL-HABAL DRIVER ARRESTED IN HOT PURSUIT

City of Talisay, Cebu, February 7, 2026 – The suspect in the broad daylight shooting and killing of a move-it/habal-habal driver was arrested following a swift and prompt police response operation by the personnel of the City of Talisay Police Station (CTPS).

In the morning of February 4, 2026, a concerned citizen called the CTPS regarding a shooting incident that transpired in Purok Sampaguita, Brgy. San Roque, Talisay City, Cebu. Personnel of the CTPS immediately responded, and upon arrival at the area, the victim, identified as alias Ryan, of legal age and a resident of Purok Lumboy, Brgy. San Roque of this City was already rushed to Cebu South Medical Center but was declared dead on arrival by the attending physician.

Subsequent investigation, including the careful review and analysis of the CCTV footage obtained from the nearby establishment clearly revealed the suspect’s features, build, clothing, and movements while fleeing on board a BMX-type bicycle. Immediately, a swift, continuous, and relentless hot pursuit operation was launched, which resulted in the arrest of the suspect, identified as alias Alfie, at Fortune Plains, Brgy. Cansojong, Talisay City, Cebu, in the evening of February 5, 2026.

Pieces of evidence, which were recovered during the arrest, are now in police custody for proper disposition. A case for Murder (Violation of Article 248, Revised Penal Code) is being prepared for filing in Court against the arrested suspect.

In a statement, PLTCOL HOMOBUNO R SAYON, COP, City of Talisay Police Station, underscored the strong commitment and readiness of CTPS to respond and resolve the moment a crime is reported. He assured to implement continuous tailored-fit initiatives and interventions and called on the public to remain vigilant and strengthen collaboration with law enforcement to ensure the safety and security of all Talisaynons.
