CRIME INCIDENTS IN CEBU PROVINCE DROP BY 41%: CEBU PPO CREDITS DISCIPLINE, DETERRENCE, AND COMMUNITY TRUST
The Cebu Police Provincial Office (CPPO) has recorded a notable 41% decrease in crime incidents, from 101 cases in September 5, 2024 to 60 cases in October 7, 2025, underscoring the impact of disciplined policing and active community partnership in maintaining peace and order throughout the province.
According to CPPO data, theft remains the most common crime, though it significantly dropped from 35 cases in 2024 to 21 in 2025.
Physical injuries also went down from 22 to 16, r**e from 11 to 7, and robbery from 11 to 8.
A major success was noted in murder cases, which decreased sharply from 14 incidents in 2024 to only 3 this year.
However, homicide cases showed a slight increase, from 2 to 3 cases, attributed to isolated personal conflicts rather than organized crime.
Equally notable, no motor vehicle carnapping cases were recorded during the one-year period, marking a strong deterrent effect of CPPO’s anti-carnapping initiatives and strengthened coordination with local units.
“This 41% crime reduction is a reflection of our continuing efforts to make Cebu a safer province for all. It is also proof that the principles of discipline, respect, and public trust can transform the way we police our communities,” said PCOL ABUBAKAR UDANG MANGELEN JR., Provincial Director of Cebu PPO.
PCOL MANGELEN emphasized that CPPO’s consistent results mirror the directive of PBGEN REDRICO A. MARANAN, REGIONAL DIRECTOR, PRO7, who upholds the mantra: “Makabagong Pulis sa Makabagong Panahon: Respetado ang Mamamayan, Disiplinado ang Kapulisan.”
“We are guided by this principle every day. Our brand of policing is rooted in discipline, anchored in respect, and driven by a genuine desire to serve. The Cebu Police will remain relentless in our anti-crime operations and community engagement efforts,” MANGELEN added.
The Cebu Provincial Government, led by Governor Pamela S. Baricuatro, continues to support the province-wide campaign for peace and order. Governor Baricuatro has consistently issued a stern warning to criminals, declaring that “Cebu Province is not and will never be a refuge for those who defy the law.”
Cebu PPO maintains its intensified implementation of Simultaneous Anti-Criminality Law Enforcement Operations (SACLEO), Oplan Katok, and Barangay Peacekeeping Activities, which have collectively reinforced community vigilance and crime prevention.
“We will sustain this momentum,” PCOL MANGELEN concluded. “Through the cooperation of our local government units, stakeholders, and the disciplined men and women of Cebu PPO, we will continue to uphold a peaceful and orderly Cebu Province.”
