Talisay City strengthens the protection of our Blue Swimming Crab and the livelihood of our fisherfolk

The Sangguniang Panlungsod of Talisay City has passed an ordinance establishing stronger measures for the conservation, protection, sustainability, and management of the Blue Swimming Crab β€” our kasag and alimasag.

During the Special Session, the measure received unanimous support from the members of the Sangguniang Panlungsod, reflecting a shared commitment to protect our fisheries and the livelihood of Talisay’s fisherfolk.

But beyond the policies and regulations, this is about people.

Ini para sa aton nga mga panggaleros kag mananagat nga adlaw-adlaw nagapangabudlay sa dagat para sa ila pamilya. Para sa mga pamilya nga nagasalig sa pangisdaan bilang pangabuhian. Kag para sa palaabuton sang aton fishing communities.

The ordinance strengthens the protection of berried female and juvenile crabs, promotes responsible harvesting, regulates allowable fishing gears, and establishes a City Catch Documentation and Traceability System to strengthen monitoring and traceability of our fisheries.

It also provides for Blue Swimming Crab Landing and Catch Reporting Stations and a Blue Swimming Crab Traceability and Enforcement Team, with field monitoring and coordination with fisherfolk, barangays, BFAR, CFARMC, and other concerned agencies.

An initial β‚±1.1 million appropriation is provided to support implementation, including monitoring, landing and catch-reporting stations, field operations, training, information campaigns, equipment, and other necessary activities.

A Light of Service

Today, Vice Mayor Gab Villacin visited Sitio Suol, Barangay San Fernando, together with the barangay kagawads, to personally share 5 kilos of rice to each household through the community’s Food-for-Work Program.

Through the collective efforts of Kap Wennie, the Barangay Council, and the people of Sitio Suol, 31 streetlights have been installedβ€”bringing not only light to their streets, but also a stronger sense of safety, unity, and community.

This is what bayanihan looks like: people working together, helping one another, and turning simple efforts into meaningful change.

The 11th Sangguniang Panlungsod of the City of Talisay successfully conducted its 57th Regular Session, presided over by Hon. Angel Gabriel β€œGab” C. Villacin, Vice Mayor and Presiding Officer.

The session provided an avenue for the Sanggunian to review, discuss, and act on various matters concerning the delivery of essential public services and the continued development of the City of Talisay.

πŸ”Ή Talisay City Primary Care Facility Pharmacy
The Sanggunian considered the proposed renaming of the Talisay City Health Office Pharmacy to the Talisay City Primary Care Facility Pharmacy, including its certification as a non-profit entity.

πŸ”Ή DSWD Assistance to Individuals in Crisis Situation (AICS) Program
The Sanggunian acted on the request for authority for the City Mayor to enter into a Memorandum of Agreement with the Department of Social Welfare and Development (DSWD) for the implementation of the AICS Program, supporting individuals and families facing crisis situations.

πŸ”Ή Clinical Training Partnership with Colegio San Agustin–Bacolod
The session also addressed the proposed Contract of Affiliation with Colegio San Agustin–Bacolod for the practical clinical training of BS Nursing students at the Talisay City Primary Care Facility.

πŸ”Ή Agricultural Drones & Pest Control Measures
The Sanggunian took up matters concerning the Department of Agriculture initiative on agricultural drones, pesticides, and allied materials to help address RSSI infestation and support the city’s agricultural sector.

πŸ”Ή DILG e-Legis Reference System
The Sanggunian also received and acted on the communication from the Department of the Interior and Local Government (DILG) concerning the implementation of the e-Legis Reference System, pursuant to Memorandum Circular No. 2026-041.

The regular sessions of the Sangguniang Panlungsod remain an important platform for responsible deliberation, legislative action, and responsive governance. Through these proceedings, matters affecting the health, welfare, livelihood, education, and overall development of Talisaynons are given due attention.

Affected areas include portions of Zones 6, 7, 8, 9, 11, 14, 14A, 14B, and 15, as well as Miramar Park Subdivision, CICM Seminary, Nature’s Village Resort, Ayala Northpoint, Asyana, Plantacionne, Verdana, Amaia, Avida, Enclaves, Town & Country, Ford, Toyota Talisay Branch, and The District North Point.

⏰ 6:00–7:00 AM & 5:00–6:00 PM
Additional affected areas include portions of Zones 6, 9, 10, and 15.
