READ | DILG Bans Online Gambling for All Personnel, LGU Officials

The Department of the Interior and Local Government (DILG) has issued Memorandum Circular 2025-082 prohibiting all DILG personnel, employees of its attached agencies, and all elected and appointed local government officials from accessing online gambling platforms or engaging in any form of online gambling.

The directive, in line with the 1987 Constitution, R.A. 6713, and existing presidential issuances, extends the existing prohibition on casino gambling to include online platforms, which the Department says pose an equal — if not greater — threat to the integrity of public service.

“Public office is a public trust. Engaging in online gambling undermines the credibility of our institutions and diverts public servants from their sworn duty to serve with integrity, competence, and loyalty,” the circular states.

Violators will face administrative and/or criminal sanctions under pertinent laws, rules, and regulations. The order takes effect immediately.

On July 21, 2025, a Focus Group Discussion (FGD) was held as part of the preparatory activities for the Executive Briefing of LGU Tambulig, bringing together key stakeholders in peace and order governance.

In attendance were:

- JINSP. Jun Adorna, Jail Warden, Bjmp Tambulig Municipal Jail
- SF04 Luciano Ocliaso, Jr., Fire Marshal, BFP R9 Tambulig Fire Station
- LGOO VI Catherine B. Daan, Municipal Local Government Operations Officer, DILG Tambulig

The discussion surfaced critical issues and gaps on public safety, peace, and order, and generated recommendations and proposed actions to guide the Newly Elected Officials (NEOs) in formulating responsive interventions.

The consolidated output of the FGD was officially presented by PNP Chief Cabarubbias during the Executive Briefing held on July 24, 2025 at Tambulig Mountain Spring Resort.

This initiative underscores the shared commitment of the local government, national agencies, and frontline officers in building a safer, more secure, and better-governed Tambulig.

The Local Government Unit of Tambulig, under the visionary leadership of Municipal Mayor Hon. Ruel Omar L. Cabardo , successfully held its Executive Briefing on July 24, 2025, at the Tambulig Mountain Spring Resort. This activity forms part of the Department of the Interior and Local Government’s NEO PLUS Program, designed to equip newly elected officials with a clear understanding of the local governance landscape as they embark on their term of office.

In full attendance were the members of the Sangguniang Bayan, led by Vice Mayor Hon. Jonathan O. Butad, together with the Local Functionaries and representatives from national government agencies including the PNP, BJMP, and BFP, who demonstrated their unwavering support and active involvement in the session.

The Executive Briefing was facilitated by DILG Tambulig, led by LGOO VI Catherine B. Daan, in close coordination with DilgZds ClusterOneunder LGOO VII Jose Ruel D. Trobanos. Also present were the CLGOO of Pagadian City and the MLGOOs of Aurora, Dumingag, Labangan, Molave, Sominot, and Ramon Magsaysay, reinforcing the collaborative spirit across the cluster.

A central highlight of the activity was the interactive discussion segment, where the Newly Elected Officials were presented with a comprehensive overview of the current governance status of Tambulig. This included notable accomplishments as well as key challenges that must be addressed. ✅ RCSP Orientation: Success!

July 18, 2025, the Municipality of Tambulig successfully conducted the Orientation on the Retooled Community Support Program (RCSP) at the Municipal Conference Hall.

Municipal Mayor, Hon. Ruel Omar L. Cabardo, gave a warm and inspiring welcome message, emphasizing the importance of inclusive governance and community empowerment.

LGOO VII Jose Ruel D. Trobanos, Cluster Head of DILG Zamboanga del Sur, presented the rationale and objectives of the orientation and emphasized the importance of a whole-of-nation approach to community development. This was followed by a detailed overview of the RCSP—its legal basis, framework, and implementation strategy—shared by LGOO VI Chrisjoe Moral, RCSP Focal from LGMED DILG IX.

A highlight of the event was the presentation of the Work Plan by Mr. Alexander Remoto, EnP, our Municipal Planning and Development Coordinator. His presentation outlined the local implementation roadmap aligned with the RCSP framework, helping to ground the program’s vision in practical, localized actions.

LEGWORKING SESSION FOR THE CONDUCT OF EXECUTIVE BRIEFING

Today, June 18, 2025, the Local Government of Tambulig conducted a focused Legworking Session in preparation for the upcoming Executive Briefing. Held at the Conference Hall, the session brought together department heads and concerned offices for a collaborative exchange of ideas and planning efforts across key governance areas.

The program began with a warm Welcome Message from Hon. Ruel Omar L. Cabardo, Municipal Mayor of Tambulig, setting the tone for a purposeful and united discussion. This was followed by an insightful overview of the Executive Briefing delivered by LGOO VII Jose Ruel D. Trobanos, Cluster Head of DILG Zamboanga del Sur.

Participants then engaged in breakout sessions, where teams worked on the preparation of inputs in the areas of Social Governance, Economic Governance , Environmental Governance , Peace and Security Governance and Financial Administration. Each group contributed data and strategies that will form part of the Executive Briefing’s initial outputs.

The session concluded with a synthesis of agreements and the setting of a finalization schedule on July 24, 2025, ensuring that all contributions will be refined and aligned for the official presentation.

This activity reflects LGU Tambulig’s ongoing commitment to participatory governance and informed planning—key foundations for delivering effective and responsive public service.
