The Provincial Development Council (PDC) Executive Committee Meeting convened members of the Executive Committee to discuss matters vital to the province’s development agenda. The meeting served as a venue for collaborative planning, policy deliberation, and informed decision-making.

A key agenda item was the Supplemental Annual Investment Program (SAIP) No. 04, CY 2026, which was presented for approval and endorsement to the Sangguniang Panlalawigan. Other development concerns and priority initiatives of the province were likewise discussed during the meeting.

Reinforcing performance, accountability, and continuous improvement in public service.

The Presentation, Evaluation, and Final Rating of the Office Performance Commitment and Review (OPCR) for the period January to June 2026 (Rated) and July to December 2026 (Target) brought together provincial government departments and provincial hospitals to assess organizational performance, review accomplishments, and set performance targets for the succeeding period.

The activity served as a venue to promote transparency, accountability, and continuous improvement, ensuring that every office remains aligned with the Provincial Government's goals of delivering efficient, responsive, and quality public service to the people of Surigao del Sur.

The Provincial Planning and Development Office (PPDO) conducted the Finalization of the Ecological Profile of the Province of Surigao del Sur and Manual of Operations, bringing together its personnel to review, refine, and finalize these essential planning and operational documents.

The activity reaffirmed the office's commitment to maintaining accurate, updated, and comprehensive planning tools that support evidence-based decision-making, efficient service delivery, and the sustainable development of Surigao del Sur.

Presided over by Acting Provincial Governor Manuel O. Alameda Sr., in his capacity as PDC Chairperson, the council deliberated on the CY 2027 Annual Investment Program (AIP), Supplemental AIP No. 03 for CY 2026, proposed infrastructure projects, the 2027 Community-Based Monitoring System (CBMS), port development initiatives, disaster risk reduction updates, and other significant development concerns.

Through collaboration and informed decision-making, the council reaffirmed its commitment to advancing inclusive, sustainable, and people-centered development for every Surigaonon.

The 1st CY 2026 Provincial Development Full Council (PDC) Meeting convened key leaders, stakeholders, and development partners to discuss priority programs, policies, and initiatives for the Province of Surigao del Sur. The meeting served as a vital platform to align efforts, review previous resolutions, and strengthen collaborative governance for the province’s continuous growth.

The meeting was led by Acting Provincial Governor Manuel O. Alameda Sr., serving as the PDC Chairperson, who steered the council in harmonizing development initiatives and reinforcing collaborative governance.

Highlighted during the session were discussions on agricultural support programs, fuel and rice subsidies, infrastructure projects, renewable energy initiatives, and other development concerns requiring approval and endorsement. The Provincial Government of Surigao del Sur (PGSDS) successfully conducted the GAD Plan and Budget (GPB) Formulation Workshop on March 4–6, 2026 at Go Hotels, Butuan City, bringing together provincial officials, GFPS members, and key stakeholders to strengthen gender-responsive planning and budgeting for 2027. The activity opened with an inspiring message from Alexander A. Makinano, Regional Director of the Commission on Population and Development and Chairperson of the Regional Gender and Development Committee in Caraga, who emphasized that GAD is not merely about compliance but about genuine commitment to advancing gender equality and women’s empowerment, anchored on Republic Act No. 9710 (Magna Carta of Women).

Representing the Provincial leadership, Hon. Johnny T. Pimentel, through SP Member Margie G. Garay, Chairperson of the Committee on Women, Children, and Family, welcomed the participants and reaffirmed the province’s commitment to gender-responsive governance. The workshop was also supported by SP Members Antonio C. Azarcon and Gines Ricky J. Sayawan Sr., demonstrating strong legislative backing for the formulation of the province’s 2027 GAD Plan and Budget.

The three-day workshop gathered around 80 participants from provincial offices, district hospitals, national government agencies, civil society organizations, the private sector, and the academe. Guided by resource persons from the Commission on Human Rights, Department of the Interior and Local Government, and the Provincial Planning and Development Office, the activity strengthened collaboration and technical capacity in mainstreaming gender perspectives in policies, programs, and services. The successful conduct of the workshop reflects the continued commitment of the Province of Surigao del Sur in promoting inclusive, gender-responsive, and sustainable development.
