OPISYAL NA PAHAYAG

Ang 2026 FPIC Guidelines ay bunga ng mahigit isang dekadang masusing pagsusuri at malawak na konsultasyon at pakikipagdiyalogo sa mga Katutubong Pamayanan, mga NCIP Field Offices, iba’t ibang ahensiya ng pamahalaan, civil society organizations, pribadong sektor, at iba pang stakeholder sa iba’t ibang panig ng Pilipinas. Isinulong ang mga ito upang tugon sa mga aral at hamon sa pagpapatupad ng 2012 FPIC Guidelines at higit pang patatagin ang proteksiyon sa mga karapatan ng mga Katutubong Pamayanan sa ilalim ng IPRA.

Kabilang sa mahahalagang reporma ang pagpapalakas ng transparency at pananagutan sa pamamagitan ng FPIC Transparency Portal, mas mahigpit na disclosure requirements
para sa mga aplikante, pagkilala sa precautionary principle para sa mga proyektong may mataas na panganib sa kapaligiran at kultura, pinalakas na human rights monitoring, mas malinaw na mga tuntunin laban sa conflict of interest, at patuloy na obligasyon sa pagsunod sa mga kondisyon ng FPIC sa buong panahon ng implementasyon ng proyekto.

Nananatiling bukas ang NCIP sa makabuluhang diyalogo at mga mungkahi upang higit pang mapatatag ang pagpapatupad ng FPIC. Patuloy naming ipagtatanggol ang karapatan ng mga Katutubong Pamayanan na malayang magpasya sa mga usaping nakaaapekto sa kanilang mga lupang ninuno, kultura, at kinabukasan.

The NCIP Surigao del Sur Provincial Office conducted a Free and Prior Informed Consent (FPIC) Conference/Validation and Consultation with the Manobo ICCs/IPs who are the direct beneficiaries of the approved infrastructure projects funded under the DILG-ELCAC, DPWH, and the Local Government Unit (LGU) of Tago.

The activity was held on July 28, 2026, at the Barangay Gymnasium of Caras-an, Tago, Surigao del Sur. It was attended by the recognized tribal leaders and members of Barangays Caras-an, Layog, and Anahao-Daan, together with representatives from the Municipal Engineering Office (MEO) and the Municipal Planning and Development Office (MPDO).

During the conference, NCIP personnel presented the FPIC Guidelines and discussed the status and location of the proposed infrastructure projects, including those within the Tago Ancestral Domain and those outside the ancestral domain. The 29 approved infrastructure projects were presented by Municipal Engineer Engr. Jeffrey Baghari.

The activity was successfully conducted, and the participants expressed their appreciation and gratitude for the implementation of the projects, recognizing their potential contribution to the improvement of their communities and the welfare of the Manobo ICCs/IPs.

The NCIP Surigao del Sur Provincial Office conducted a Free and Prior Informed Consent (FPIC) Conference/Validation and Consultation on July 30, 2026, at the NCIP Conference Room with City IPMR Hawudon Ramel Montero regarding the proposed infrastructure projects of the Department of Public Works and Highways (DPWH), 1st District Engineering Office, funded under the General Appropriations Act (GAA) of 2026.

During the activity, NCIP personnel presented the FPIC Guidelines, followed by the presentation of the proposed infrastructure projects by the DPWH. It was confirmed that the proposed projects are outside CADT No. 115. The activity was successfully conducted, and the City IPMR expressed support for the implementation of the projects while emphasizing the importance of respecting the rights and interests of the Indigenous Cultural Communities/Indigenous Peoples.

On August 5,2026, the NCIP Surigao del Sur Provincial Office successfully facilitated the conduct of the Free and Prior Informed Consent (FPIC) Conference/Validation and Consultation with the recognized tribal leaders of the Manobo ICCs/IPs, including the Tribal Chieftains, Indigenous Peoples Mandatory Representatives (IPMR), Municipal Tribal Chieftain, and IPO Chairman, representing the direct beneficiary communities of Barangays Libas Sud, Calatngan, Bolhoon, and San Roque, Municipality of San Miguel, Surigao del Sur, within CADT No. 116.

The activity was held at the Municipal Tribal Office of San Miguel, Surigao del Sur. The conference highlighted the presentation of the FPIC Guidelines by the NCIP personnel, followed by the presentation of the proposed infrastructure projects funded under the General Appropriations Act (GAA) of 2026 by the Department of Public Works and Highways (DPWH), 1st District Engineering Office.

The activity was successfully conducted, with the participating tribal leaders expressing their appreciation and gratitude to the DPWH for the approved infrastructure projects. They acknowledged that these projects will contribute significantly to improving accessibility, promoting socio-economic development, and enhancing the quality of life of the Manobo ICCs/IPs and the beneficiary communities within CADT No. 116.

𝗣𝗮𝗺𝘂𝗺𝘂𝗻𝗼𝗻𝗴 𝗺𝗮𝘆 𝗹𝗮𝘆𝘂𝗻𝗶𝗻 𝗮𝘁 𝗽𝗮𝗻𝗶𝗻𝗶𝗻𝗱𝗶𝗴𝗮𝗻

Sa katatapos na National Management Conference, inilatag ni NCIP Secretary at Chairperson Nancy A. Catamco ang direksiyon tungo sa patuloy na pagpapatatag ng institusyon at pagpapahusay ng paglilingkod sa mga Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Ayon kay Sec. Catamco, ang isang institusyong patuloy na umuunlad ay marunong magsuri, matuto, at umangkop sa nagbabagong pangangailangan ng panahon. Kabilang dito ang pagpapatibay ng mga sistema, pagpapahusay ng mga polisiya, at pagsusulong ng mga repormang tutugon sa mga hamon sa loob at labas ng Komisyon.

Hindi laging madali ang pagbabago. Maaari itong kuwestiyunin o hindi agad maunawaan, ngunit kung nakaangkla sa mandato ng NCIP at sa kapakanan ng mga Katutubong Pamayanan, ang mga hamon at magkakaibang pananaw ay nagiging bahagi ng proseso ng pag-unlad tungo sa isang mas matatag, organisado, may malasakit, at may pananagutang institusyon.

Sa sama-samang pagkilos at malinaw na direksiyon, patuloy na isusulong ng NCIP ang mga repormang magbibigay-daan sa mas mahusay, makabuluhan, at inklusibong paglilingkod sa mga ICCs/IPs.

𝗠𝗮𝗴𝗸𝗮𝗸𝗮𝗶𝗯𝗮 𝗺𝗮𝗻, 𝗶𝗶𝘀𝗮 𝗮𝗻𝗴 𝗮𝘁𝗶𝗻𝗴 𝗯𝗮𝘆𝗮𝗻.

Ito ang paninindigang isinusulong ni Secretary at Chairperson Nancy A. Catamco at ng National Commission on Indigenous Peoples (NCIP) sa patuloy na pagtataguyod ng karapatan at kapakanan ng mga Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

Ang mga ICCs/IPs ay mahalagang bahagi ng ating kasaysayan, kultura, at pambansang pagkakakilanlan. Ang kanilang dignidad, karapatan, kultura, tinig, at mga ambag sa pag-unlad ng bansa ay nararapat kilalanin, igalang, at pangalagaan.

Nananatiling matatag ang Komisyon sa pagtupad sa mandato nitong itaguyod at pangalagaan ang mga karapatan ng mga ICCs/IPs, alinsunod sa Indigenous Peoples’ Rights Act (IPRA).

Ang paninindigang ito ay hindi lamang tungkulin ng NCIP kundi pananagutan nating lahat bilang mga Pilipino. Magkakaiba man ang ating kultura at pinagmulan, iisa ang ating bayan. Hindi dapat maging dahilan ang ating mga pagkakaiba upang maliitin, pagwatak-watakin, o pagkaitan ng dignidad at tinig ang sinuman.
