𝐅𝐏𝐈𝐂 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞/𝐕𝐚𝐥𝐢𝐝𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐭𝐢𝐨𝐧 | 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐃𝐢𝐚𝐭𝐚𝐠𝐨𝐧, 𝐋𝐢𝐚𝐧𝐠𝐚, 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐝𝐞𝐥 𝐒𝐮𝐫

📍 On October 6, 2026, the NCIP Bislig Community Service Center, together with the NCIP Surigao del Sur Provincial Office, facilitated the conduct of an FPIC Conference/Validation and Consultation in relation to the Free and Prior Informed Consent (FPIC) application of the Provincial Governor’s Office, Province of Surigao del Sur, through Governor Hon. Johnny T. Pimentel, for the proposed Concreting of Farm-to-Market Road from Sitio Simowao Km. 9 to Sitio Han-ayan Km. 16, Barangay Diatagon, Lianga, Surigao del Sur. The project is funded under the Office of the Presidential Adviser on Peace, Reconciliation and Unity (OPAPRU).

The activity was held at the Barangay Tribal Hall of Barangay Diatagon and was attended by recognized tribal leaders and members of the Manobo Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) of the barangay.

Representatives from the Provincial Planning and Development Office (PPDO), namely Ms. Abiegail Arienzano, Ms. Christine Viola, Ms. Aileen Quezada, and Mr. Nilo Ochia, represented the Provincial Governor’s Office. Also present were representatives from the Provincial Engineering Office, Engr. Meljun V. Dua and Mr. Sopio T. Sullano.

A major highlight of the activity was the presentation of the FPIC Guidelines by NCIP personnel, followed by the presentation of the proposed project details by the project proponent. The consultation provided an opportunity for the Manobo ICCs/IPs to understand the proposed project, raise their concerns, and express their views and support.

The tribal leaders expressed their sincere gratitude to the Provincial Government of Surigao del Sur, particularly Governor Johnny T. Pimentel, for prioritizing the needs of the Indigenous Peoples of Lianga through this project. They shared that the improvement of the road is a long-awaited aspiration of the community, which is expected to provide better access, mobility, and connectivity for the residents of the affected sitios.

The activity highlighted the importance of meaningful consultation, participation, and partnership among the NCIP, the project proponent, and the Manobo ICCs/IPs in ensuring that development initiatives are responsive to the needs and aspirations of the Indigenous Peoples community.

The NCIP Surigao del Sur Provincial Office facilitated the conduct of an FPIC Conference/Validation and Consultation in relation to the Free and Prior Informed Consent (FPIC) application of the Department of Environment and Natural Resources – Community Environment and Natural Resources Office (DENR-CENRO) Lianga for the improvement of the existing CENRO Lianga depository shed/area and the establishment of a Central Nursery, Mini Park, and Temporary Wildlife Holding Facility located in Barangay Ganayon, Lianga, Surigao del Sur. The activity was conducted on October 5, 2026, in the afternoon, at Barangay Ganayon, Lianga, Surigao del Sur.

The activity was participated in by the recognized members of the Manobo ethnic group of the barangay, led by their Barangay Tribal Chieftain, Hawudon Graciano P. Tejero, and Barangay IPMR, Hawudon Frederick B. Gomez. Also present were the Municipal Tribal Chieftain of Lianga, Hawudon Constancio B. Duhac, Jr., and the Barangay IPMR of Diatagon, Hawudon Alfredo T. Rivas, Jr. Also in attendance were CENRO Lianga, Mr. Joseph Langanlangan, and other personnel of CENRO Lianga, as well as the Barangay Captain of Ganayon, Hon. Manuel Sarceda.

Among the highlights of the activity were the presentation and discussion of the FPIC Guidelines by NCIP and the presentation of the proposed projects by DENR-CENRO Lianga. The NCIP also presented the map projection of the proposed project area and clarified that, based on the map projection presented, the proposed project site does not overlap with CADT No. 278.

It was further discussed that DENR-CENRO Lianga will conduct an on-site survey and validation of the proposed project area to determine and verify the specific portions occupied or utilized by individual persons, particularly those areas that may be affected by the proposed projects. The results of the survey will serve as a basis for further validation and clarification of the affected areas and concerned occupants, in coordination with the concerned stakeholders and in accordance with applicable laws, rules, and guidelines.

The NCIP Surigao del Sur Provincial Office facilitated the conduct of the validation of the resolution requesting the implementation of the Indigenous Peoples Mandatory Representative (IPMR) in Barangay Diatagon, Lianga, Surigao del Sur, on October 5, 2026, in the morning.

The activity was participated in by the recognized tribal leaders and members of the Manobo community of Barangay Diatagon.

For the safety and security of the activity, LTC JOSELITO B. ANTE, JR., INF (GSC), PA, represented by CPT ROBERT JAMES V. ESPRESCION, INF, PA, CMO Officer of the 36th Infantry Battalion (36IB), Philippine Army, was present and observed the proceedings.

The activity primarily aimed to validate and confirm the authenticity of the request and resolution submitted to the NCIP. The NCIP also confirmed the identified nominees. However, it was noted that there is a need to update and validate the existing clan representatives of Barangay Diatagon to determine their current status and ensure that they meet the qualifications and requirements prescribed under the applicable IPMR guidelines.

The validation also provided an opportunity for the participants to clarify matters concerning the representation of the different clans and to ensure that the IPMR selection process is carried out in accordance with the established guidelines.

The activity was successfully conducted with the active participation and cooperation of the tribal leaders and members of the Manobo community.
