A coordination meeting was conducted with the Municipal Indigenous Peoples Mandatory Representative (IPMR) and Barangay IPMRs, with the active participation of NCIP Capiz personnel, to discuss the preparation for the upcoming National Indigenous Peoples Day celebration scheduled on October 29, 2026.

The meeting was held at Sangguniang Bayan (SB) Hall, Government Center, Poblacion, Tapaz, Capiz, on August 20, 2026.

The consensus focused on the following key areas:

• Program Planning – Identification of activities that highlight the culture, traditions, and rights of the ICCs/IPs, including cultural presentations, forums, and exhibits.
• Roles and Responsibilities – Clarification of the duties of the Municipal and Barangay IPMRs in mobilizing their respective communities and ensuring active participation.
• Partnership and Support – Engagement with local government units (LGUs), NCIP, and partner agencies to secure logistical, financial, and technical assistance.
• Community Mobilization – Strategies to encourage maximum involvement of IP youth, elders, and women, ensuring inclusivity in the celebration

The meeting concluded with a collective commitment to uphold the spirit of unity and cultural pride, ensuring that the celebration will serve as a meaningful platform to recognize the contributions and resilience of Indigenous Peoples, not only within the municipality and barangays but across the whole world.

On August 10–11, 2026, the NCIP Capiz Community Service Center (CSC) conducted an Information, Education, and Consultation (IEC) on the Municipal and Barangay IPMR local guidelines for the mandatory representation of Indigenous Peoples.

📍 The activity was held at the TESDA Building, So. Tag-ao, Brgy. Tamulalod, Dumarao, Capiz, with active participation from ICCs/IPs of Brgys. Aglalana, Bungsuan, and Tamulalod, and was also attended by the Local Government Unit (BLGU).

The IEC highlighted the provisions of NCIP Administrative Order No. 1, Series of 2021, and its 2023 amendments, ensuring that Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs) are well-informed and guided in the implementation of mandatory representation.

During the activity, the Council of Elders convened to deliberate on the harmonization and amendment of the local guidelines, reinforcing their role in safeguarding customary practices while ensuring compliance with national policies. The Council of Elders was also oriented on the rights of ICCs/IPs and the importance of the customary decision-making process. By raising questions, sharing insights, and clarifying concerns, they contributed to a deeper understanding of the local guidelines and strengthened the legitimacy of the proceedings.

This initiative reflects NCIP’s continuing commitment to strengthen Indigenous Peoples’ participation in governance, uphold their rights, and ensure meaningful representation in local legislative bodies.

As part of the preparation for the upcoming Information, Education, and Communication (IEC) Activity on the Re-selection of the Municipal Indigenous Peoples Mandatory Representative (IPMR) and the First-Time Selection of Barangay IPMRs in the Municipality of Dumarao, Capiz, scheduled on August 10–11, 2026, invitation letters were personally delivered to the following offices and officials:

* Office of the Municipal Mayor of Dumarao, Capiz
* Office of the Department of the Interior and Local Government (DILG) – Dumarao
* Barangay Captain of Barangay Bungsuan
* Barangay Captain of Barangay Tumalalod
* Barangay Captain of Barangay Aglalana
* Municipal Indigenous Peoples Mandatory Representative (IPMR)
* Representatives and leaders of the Ati community

In addition, public notices announcing the activity were posted in designated public areas to ensure wider dissemination of information among concerned stakeholders, particularly the Ati Indigenous Cultural Communities (ICCs/IPs).

These preparatory activities were conducted under the supervision of Rubie A. Capada, CDO III, Head of the NCIP Capiz Community Service Center, to ensure proper coordination, active participation of the Ati community, and public awareness of the scheduled IEC activity.

On July 16, 2026, Hon. Bernie C. Tupaz officially took his Oath of Office as the incumbent Municipal Indigenous Peoples Mandatory Representative (IPMR) of the Municipality of Tapaz for his second term.

The oath-taking ceremony was witnessed by Municipal Mayor Hon. Rex Dante Palomar. Also present during the ceremony were Executive Assistant V Loreto Gadong, Sangguniang Bayan Secretary Nona Vista, members of Hon. Tupaz’s family, and other distinguished guests.

The activity was facilitated by the National Commission on Indigenous Peoples (NCIP) – Capiz Community Service Center, headed by Rubie A. Capada, CDO III, reaffirming the agency’s continued commitment to strengthening Indigenous Peoples’ representation and governance.

Once again, congratulations to Hon. Bernie C. Tupaz on your well-deserved reappointment as the Municipal IPMR for second term.

On July 2, 2026, title: Pagdurungkala para sa pagkilala kang IPMR sa sangguniang bayan ka Tapaz, was successfully conducted through the collaborative efforts of the National Commission on Indigenous Peoples (NCIP), the Municipal Government of Tapaz, the Department of the Interior and Local Government (DILG)–Tapaz, the Sangguniang Bayan, and the Provincial and Municipal IPMRs of Capiz.

The activity was attended by representatives from the three Municipalities in the Province of Capiz with recognized Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), namely Panay Bukidnon of Tapaz and Jamindan, and Ati of Dumarao, demonstrating solidarity and support for the strengthening of Indigenous Peoples’ representation in local governance.

During the activity, 𝐇𝐨𝐧. 𝐁𝐞𝐫𝐧𝐢𝐞 𝐂. 𝐓𝐮𝐩𝐚𝐳 was duly confirmed by the Panay Bukidnon Council of Elders through a Resolution endorsed by 28 barangays, signifying the community’s collective decision and recognition of his re-selection as the Municipal Indigenous Peoples Mandatory Representative (IPMR) for a second term. His confirmation was unanimously affirmed during the Pagdurungkala, with no opposition or objections raised by the participating members of the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).

The successful conduct of the activity highlights the continued commitment to upholding the rights of ICCs/IPs and strengthening meaningful Indigenous Peoples’ representation in local governance.
