The Schools Division Office of Tarlac Province successfully held the three-day Updating of the Division Education Development Plan (DEDP) 2022โ2028 on May 19โ21, 2026 at Glory Hotel, Clark, Pampanga. The three-day activity brought together DepEd Tarlac Province officials and important stakeholders in a concerted effort to review, evaluate, and reinforce the divisionโs strategic directions and development priorities in response to the changing educational landscape
The activity was participated in by the Assistant Schools Division Superintendent, Chief Education Supervisors, Education Program Supervisors, Public Schools District Supervisors, Unit Heads, and officers of the Tarlac Association of School Administrators (TASSA) and Public Elementary School Principals Association (PESPA). The activity formally opened with the welcome remarks of Dr. Paulino D. De Pano, Schools Division Superintendent of Tarlac Province, who warmly welcomed the participants and underscored the importance of collaborative planning, strategic leadership, and stakeholder engagement in shaping the future of education in the province. He emphasized that the updating of the Division Education Development Plan serves as a critical opportunity to align the divisionโs goals and priorities with emerging educational demands and the aspirations of learners and communities.
The first day of the activity was dedicated to situational analysis and contextual comprehension of global and local educational realities. The technical sessions began with the presentation of Dr. Lourdes G. Dela Cruz, Assistant Schools Division Superintendent, who presented โAnalysis of External Education Trends: Global, National and Local Contexts.โ In her talk, she focused on the necessity of recognizing new educational problems, technological changes, labor market needs, and governmental reforms impacting the education landscape. She stressed the necessity of educational planning that is flexible and adaptive to today's realities and the needs of the future.
Dr. Quennie Ann J. Palafox then presented the โEDCOM 2 Final Report: Findings, Recommendations, and Roadmap for Building a Better Education Systemโ. Dr Palafox outlined the core conclusions of the EDCOM 2 report, including the pressing issues on learning outcomes, governance, teacher quality and workforce readiness. She also stressed the need to translate the national guidelines into meaningful and specific tactics at the Schools Division Office.
Another perspective was brought by Architect John Benedict C. Bien from the Provincial Planning and Development Office of the Provincial Government of Tarlac on the โTarlac Province Development Plan Framework,โ where he emphasized how education development had to be aligned with the broader provincial development goals. He discussed the interrelatedness of education, infrastructure, economic development, and community development that is bringing sustainable progress to Tarlac Province. This was followed by a SWOT Analysis Workshop led by Dr. Palafox, where participants identified collectively the strengths, weaknesses, opportunities and threats facing the division. The event was an opportunity for honest introspection and a strategic look at the internal and external issues affecting educational performance and service delivery.
Meanwhile, Mr. Joey Quizon shared the โCurrent State of Educational Outcomes in SDO Tarlac Province.โ He provided a comprehensive analysis of the learnersโ performance, achievement indicators, and existing educational difficulties within the division. His presentation allowed participants to make their planned decisions with genuine data and evidence.
Day 1 was capped with Dr. Lawrence M. Santiagoโs โAgency Performance Reviewโ that enumerated the divisionโs accomplishments, implementation gaps, operational issues, and potential for organizational improvement. The assessment gave the participants a broader outlook on how current performance metrics and governance outcomes impact future planning orientations.
The second day of the conference was highlighted by a visit and inspirational message from Regional Director Tolentino G. Aquino, who is also Officer-in-Charge of the Office of the Schools Division Superintendent. Director Aquino, in his speech, underlined the need for strategic planning, teamwork, and creativity in solving the difficulties of the education sector. He praised the participants for their commitment to enhance the divisionโs educational blueprint and urged everyone to stay committed to the pursuit of quality, inclusive, and transformational education for all learners.
The first session was conducted by Dr. Palafox on SWOT Analysis using the โ7Ms of Managementโ such as Manpower, Methods, Machines, Materials, Money, Management, and Markets. The activity enhanced participantsโ understanding of organizational capacities and operational issues that affect educational delivery and governance. Ms. Maria Teresa Agliam next discussed โResource Programming and Forward Estimates Integrationโ and went into the importance of aligning proposed programs, projects, and activities (PPAs) with existing resources, budgeting principles, and sustainability considerations.
The participants then engaged in the โDEDP Assessment and Plan Adjustment Workshopโ where they assessed the existing strategies, found gaps in ex*****on, and recommended the required revisions to increase the planโs responsiveness to evolving educational realities.
A significant component of the second day was the workshop on the crafting of the Division Strategic Directions, facilitated by Dr. Joel S. Guileb, Chief of the School Governance and Operations Division (SGOD). Through guided discussions, collaborative reflection, and consensus-building activities, Dr. Guileb led the participants in refining the divisionโs long-term aspirations and strategic priorities. Through collaborative discussions and consensus-building, participants approved the following five strategic directions:
1. Produce quality and employable graduates equipped with lifelong learning competencies
2. Advancing human capital development through evidence-based approach
3. Promote physical & mental health awareness, psychological well-being & resiliency among learners and personnel
4. Sustain initiatives towards transformative governance
5. Promote safe, enabling and future-ready learning spaces
The strategic directions of the division underscored its commitment to learner-centered education, evidence-based governance, organizational resilience, and future-ready education systems.
The third and last day of the activity was devoted to operationalization, implementation support and performance management tools. Procurement Officer Mr. Larry Lacanin from the Schools Division Office of Olongapo City, discussed the โPreparation of PPMP and Conduct of Market Scoping.โ His talk gave practical assistance to participants on procurement planning, resource allocation, and adherence to procurement processes required for the implementation of future PPAs and projects under the DEDP.
Dr. Lawrence M. Santiago then presented on the โMonitoring, Evaluation, and Performance Management Framework,โ highlighting the need for measurable indicators, accountability systems, and evidence-based monitoring to ensure effective implementation of programs and strategic initiatives. His talk underscored the importance of continual assessment and adaptive management in accomplishing the goals of the Division Education Development Plan.
The conference ended with the closing program and โWays Forwardโ by ASDS Lourdes G. Dela Cruz. In her statement, she stressed that the revised DEDP should not be just a planning document, but a living document that will drive the divisionโs decisions, goals, and actions over the coming few years. She also called on all participants and units to sustain the teamwork, innovation, and commitment to turning the plans into effect on the ground and to the educational results of learners and communities.
The effective conduct of the Updating of the Division Education Development Plan 2022โ2028 is a testament to the Schools Division Office of Tarlac Province's strong dedication to participatory governance, strategic leadership, and continuous development. The division continues to build on its orientation towards a more resilient, inclusive, and future-ready education system through collaborative planning, evidence-based analysis, and stakeholder engagement.
