DepEd Tarlac Province Conducts First Basic Incident Command System Training
The Department of EducationโSchools Division Office of Tarlac Province, in partnership with the Office of Civil Defense Region III, successfully conducted its first Basic Incident Command System (BICS) Course on September 9โ11, 2026, at Hacienda Gracia Resort and Hotel in Lubao, Pampanga. The three-day capacity-building activity brought together school heads, School Disaster Risk Reduction and Management coordinators, selected Division personnel, and members of the Boy Scouts of the Philippines Training Team.
The training was supervised by Course Monitor Francisco B. Pereรฑa Jr., with Robert P. Carreon, Ronald E. Talagtag, Alvin Timbol, and Mayleen Antoniette S. Rodriguez serving as main and alternate instructors. The participants were organized into four groups, with each instructor assigned as a group facilitator to guide the participants during discussions, workshops, planning activities, and practical exercises.
The course covered the fundamental principles and operational components of the Incident Command System, including ICS organization and staffing, incident facilities, management of incidents and planned events, incident assessment, management by objectives, resource management, incident and event planning, transfer of command, demobilization, and closeout. Participants also formulated an Incident Action Plan and conducted a return demonstration through an operational period briefing.
The participation of the BSP Training Team formed part of the preparations for the 47th Council Scout Jamboree, where an organized command structure, clearly defined responsibilities, effective communication, and coordinated resource management will be essential. Michael A. Indoma, Regional Scout Director of the Boy Scouts of the PhilippinesโCentral Luzon Region, joined the activity and supported the continuing partnership between DepEd and BSP in promoting preparedness, leadership, discipline, and public service.
More than a stand-alone training activity, the first BICS course represents the beginning of a long-term roadmap toward producing a capable pool of Incident Command System cadres from DepEd Tarlac Province and the BSP Tarlac Council. Through continuing training, practical application, and progression to higher-level ICS courses, the Division envisions developing personnel who can effectively support the management of emergencies, disasters, school activities, scouting events, and other large-scale planned undertakings.
