Tarlac State University (TSU), through the collaborative efforts of the Office of Innovation and Business Development (OIBD) and the Center for Food Technology and Research (CFTR), successfully represented the university during the opening day of the 4th Tarlac Business Conference and Expo (BizConEx 2026) today, July 15, at the Tarlac City Plazuela Convention Hall.

At the TSU exhibit booth, dedicated personnel from OIBDโ€™s three core departmentsโ€”the Intellectual Property Rights Management Department (IPRMD), the Technology Licensing Department (TLD), and the Technology Business Incubation Department (TBID)โ€”were present to assist visitors and address queries on IP filing, technology licensing, and startup incubation. The office also showcased mature, TSU-developed technologies that are ready for commercialization and industry adoption. Meanwhile, the TSU-CFTR actively engaged with food business operators by highlighting the university's research and technical capabilities under their theme, โ€œFood Safety and Technology Solutions: From Product Development to FDA Compliance.โ€ The center provided free on-site consultations through the TSU-FDA Help Desk and FoodTech Clinic, assisting MSMEs and aspiring entrepreneurs in enhancing product quality and navigating regulatory requirements.

Simultaneously, while the trade exhibits and plenary discussions were ongoing at the convention hall, TSU-OIBD participated in the "Pitch It Smart" segment held at 3:30 PM at the Executive Boardroom of the Tarlac City Hall. Through the coaching, and mentoring assistance of the OIBD team, two of TSU's innovators successfully pitched their technologies to potential industry adopters. Engr. Dick S. Tuazon presented the Sugarcane Guava RTD Beverage, while Ms. Emmery P. Balbas presented the Paddy Straw Mushroom Ice Cream.

From your service as Project Technical Assistant II under the DOST-PCIEERD-funded DOST-TSU ASLAGAN TBI from April 12, 2023 to July 31, 2025, to your continued contribution as Technical Staff (Administrative Assistant I) from August 1, 2025 until July 9, 2026, you have been an integral part of our journey in building a stronger innovation and startup ecosystem at Tarlac State University.

The Office of Innovation and Business Development Congratulates and Welcomes Dr. Niรฑo B. Corpuz as the New Vice President for Research, Innovation, and Extension!

As the Office of Innovation and Business Development (OIBD) embraces this new chapter in the university's leadership, it joins the entire Tarlac State University community in extending its warmest congratulations to Dr. Niรฑo B. Corpuz on his designation as the new Vice President for Research, Innovation, and Extension (VPRIE).

OIBD, as the university's hub for intellectual property, technology commercialization, and innovation development, looks forward to working closely with Dr. Corpuz as the office continues to advance TSU's innovation agenda under his strategic oversight.

Dr. Corpuz comes to this role carrying a distinguished record of leadership and a proven commitment to institutional excellence. As the Director of the Office of Quality Assurance (OQA), he became one of TSU's foremost champions of quality โ€” not merely as a benchmark to achieve, but as a culture to sustain. His belief that excellence must be embedded in culture and driven by the people within an institution resonates deeply with the values that OIBD holds at its core.

His contributions have left a lasting mark on TSU's national and international standing. Under his watch as OQA Director, the university was recognized at the CHED ICONS Awards 2024 for ranking 279th in the World University Rankings for Innovation (WURI) โ€” a recognition that speaks directly to the kind of innovation-driven excellence that OIBD strives to support and amplify. This was TSU's third ICONS recognition, a milestone that reflects sustained institutional effort across offices, including those within the research and innovation ecosystem.

During his earlier term as Vice President for Planning and Quality Assurance, Dr. Corpuz likewise helped steer TSU toward the Three-Star rating under the Quacquarelli Symonds (QS) Stars framework and the Philippine Quality Award Level II Recognition for Proficiency in Quality Management in 2022 โ€” achievements that continue to shape the university's identity and trajectory.

His personal excellence was further affirmed when he received the prestigious Manuel T. Corpus Outstanding Quality Advocate Award from the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP) during its 38th National Conference and General Assembly in March 2025, making him one of the first recipients of this honor named after AACCUP's founder.

As a senior AACCUP accreditor, trained Philippine Quality Award assessor, and member of the Regional Quality Assessment Team for CHED Region III, Dr. Corpuz brings a wealth of experience and a well-rounded institutional perspective that will greatly benefit TSU's research, innovation, and extension landscape.

In this new chapter, the office also warmly welcomes back Atty. Wilmark J. Ramos, DBA, as its new Director effective today, June 15, 2026.

Atty. Ramos is no stranger to OIBD. Before this new designation, he previously served as Director of the office, where he played a significant role in shaping its direction and strengthening its foundation as the universityโ€™s hub for innovation, intellectual property, technology development, and commercialization. His return marks the continuation of a vision that has been nurtured through years of commitment, collaboration, and institutional growth.

Prior to leading OIBD once again, Atty. Ramos served as the Vice President for Research, Innovation, and Extension (VPRIE) of Tarlac State University, where he provided strategic leadership in advancing the universityโ€™s research, innovation, and extension agenda. Through his RIsE (Research, Innovation, and Sustainable Extension) Framework, he guided the Office of the Vice President for Research, Innovation, and Extension (OVPRIE) and its offices and centers toward a stronger culture of research excellence, innovation-driven initiatives, and impactful community engagement.

His leadership in OVPRIE created a lasting foundation that continues to influence TSUโ€™s pursuit of knowledge creation, technology advancement, and public service. More than an administrator, Atty. Ramos served as a mentor and advocate for researchers, innovators, faculty members, students, and stakeholders who shared the vision of making research and innovation responsive to societal needs.

Atty. Ramos has also been instrumental in several milestones that shaped the current identity and structure of OIBD. Together with other members of the core team, he contributed to the development of the proposal submitted to the Department of Science and Technology โ€“ Philippine Council for Industry, Energy and Emerging Technology Research and Development (DOST-PCIEERD), which led to the establishment of the DOSTโ€“TSU ASLAGAN Technology Business Incubator (TBI). His involvement in this initiative helped lay the groundwork for the universityโ€™s technology business incubation efforts, which later became institutionalized as the Technology Business Incubation Department (TBID) under OIBD.

The establishment of ASLAGAN TBI represented a major milestone in TSUโ€™s innovation ecosystem. Through the approval of its Manual of Operation by the TSU Board of Regents under Board Resolution No. 27, s. 2024, the Technology Business Incubation Department became a vital component of OIBDโ€™s mission to support startups, researchers, innovators, and micro, small, and medium enterprises.

Atty. Ramos also contributed to the transformation of the universityโ€™s innovation office. In 2024, following the Eastern Visayas benchmarking and benchlearning activities with Eastern Visayas State University, Visayas State University, and Samar State University, the former Office of Technology Development, Transfer, and Commercialization (OTDTC) was renamed as the Office of Innovation and Business Development (OIBD). This transformation reflected a broader and more dynamic mandate focused on innovation development, entrepreneurship, intellectual property management, and technology commercialization.

The renaming of OTDTC to OIBD was also aligned with the evolution of the universityโ€™s research and innovation structure. The former Office of the Vice President for Research, Development, and Extension (OVPRDE) was renamed as the Office of the Vice President for Research, Innovation, and Extension (OVPRIE), highlighting the universityโ€™s commitment to strengthening the innovation pillar. This transition was supported by the leadership of then-VPRDE Dr. Murphy P. Mohammed, who was also part of the Eastern Visayas benchmarking activities.

As Atty. Ramos returns to OIBD, the office looks forward to the continuation of his leadership in advancing TSUโ€™s innovation agenda. His experience, institutional knowledge, and commitment to research and innovation provide a strong foundation as OIBD continues to expand its programs and services for faculty members, students, innovators, entrepreneurs, MSMEs, and communities.

As the Office of Innovation and Business Development (OIBD) turns a new page in its journey, the office takes this moment to honor the leadership, dedication, and vision of its outgoing Director, Atty. Jayriz D. Dungca, CIE.

Designated as OIC-Director on January 8, 2025 through TSU Administrative Order No. 01, s. 2025, Atty. Dungca guided the OIBD through one of its most significant chaptersโ€”one defined by innovation, growth, collaboration, and milestones that further strengthened Tarlac State Universityโ€™s position as a leading institution in intellectual property, technology commercialization, and innovation development.

Under his leadership, TSU continued to achieve remarkable recognition in the field of intellectual property. The university received the 2024 Platinum Cluster Award from the Intellectual Property Office of the Philippines (IPOPHL) and went on to secure its third consecutive Platinum Award in 2026, together with Special Citation Awards for Patent and Copyright Filings. These recognitions further established TSU as one of the countryโ€™s leading universities in intellectual property generation and protection.

Atty. Dungca also played a pivotal role in advancing technology transfer and industry partnerships. During his tenure, OIBD successfully completed the transfer of the Project Monitoring System to the DOST Tarlac Provincial Office, facilitated the signing of a Memorandum of Agreement with Green Stone Pharmaceutical Inc. (Katinko) for the licensing and transfer of seven university-developed technologies, and formalized an incubation partnership with Bale Mi Agri-Farms Corporation. These initiatives reflected TSUโ€™s commitment to ensuring that university-generated innovations reach communities and create meaningful impact.

Beyond technology commercialization, his leadership strengthened the culture of intellectual property awareness and innovation across Tarlac. Through various seminars and engagement activities conducted in partnership with LGU-Pura, the Tarlac City Schools Division, and several senior high schools, OIBD expanded its advocacy for creativity, research, and IP protection. Programs such as TSU Unlock, SILIP, COME ON, SPARK Camp, the IP Quiz Bee, and the Wall of Innovation became avenues for inspiring students, faculty members, and stakeholders to embrace innovation and entrepreneurship.

The research and incubation ecosystem of TSU also continued to flourish during his leadership. OIBD successfully conducted the 5th SALIKSIKLABAN University-wide Undergraduate Research Competition, strengthened international linkages through collaboration with Yonsei University in South Korea, and supported ASLAGAN Technology Business Incubator (TBI) incubatees Herbin Enterprises and Aling Piling Inuyat, who earned recognition at the 12th Gawad TarlakHenyo Awards. OIBD also represented the university in initiatives such as the Startup Grant Fund Bootcamp โ€“ Luzon Leg, further connecting TSU innovators to broader opportunities.

His leadership extended beyond the university as TSUโ€™s innovation agenda were presented in regional platforms and collaborative engagements, including the Institute of International Rural Development (IIRD) Training of Trainers on Technology Business Incubation and the SULU Season 2: SPARK at the City College of Angeles. These engagements highlighted TSUโ€™s growing role in advancing innovation-driven development and entrepreneurship.

The accomplishments achieved during Atty. Dungcaโ€™s term reflect his unwavering commitment to the universityโ€™s innovation ecosystem and his dedication to serving faculty members, students, researchers, MSMEs, and the wider Tarlac community. His leadership helped nurture partnerships, strengthen systems, and create opportunities that will continue to benefit future generations of innovators.
