Ugay, Deputy Administrator for Engineering and Operations Sector, led a thorough site inspection of the BBMP II High Dam Project in Maamot, San Jose, Tarlac. He was joined by technical experts from the NIA Central Office and counterparts from the BBMP II Project Management Office. Their collective presence underscored NIA’s commitment to maintaining momentum and addressing challenges firsthand, ensuring the project remains on track even outside regular working days.

Ngayong Araw ng Kagitingan, nakikiisa ang National Irrigation Administration (NIA) sa paggunita sa kabayanihan ng mga beterano ng Ikalawang Digmaang Pandaigdig.

Sa pagbagsak ng Bataan noong 1942, isinuko ni Major General Edward P. King Jr. ang mahigit 76,000 sundalong Pilipino at Amerikano sa puwersang Hapones. Humantong ito sa malagim na Death March patungong Camp O’Donnell sa Capas, Tarlac, kung saan libu-libo ang nasawi.

Lubos na kinikilala ng NIA ang kanilang sakripisyo at kagitingan na hanggang ngayon ay nagsisilbing inspirasyon sa bawat isa upang patuloy na maglingkod nang buong puso para sa mga bagong bayaning magsasaka at para sa bayan.

The Balog-Balog Multipurpose Project Phase II (BBMP II) was invited to the recent Regular Monthly Meeting of the League of Municipalities of the Philippines–Tarlac Chapter, presided over by LMP-Tarlac Chapter President Mayor Doña Cresencia R. Tesoro. The meeting was held on March 26, 2026, at the L. Paras Pavilion in San Sebastian, Tarlac City.

Representing the Project Management Office, Engr. Jose Shiedel N. Segubience, Manager of the Construction Management Division, graced the activity and delivered a comprehensive presentation on the project's current status. He outlined the key accomplishments so far, underscoring major milestones that demonstrate steady progress in the construction of the high dam and related structures. His discussion also covered essential information about the project's scope, ongoing initiatives, and its anticipated benefits for the province.

Further collaboration with the local government, particularly with Mayor Romeo G. Capitulo of San Jose, the municipality where the high dam is located, and with the mayors of other municipalities in Tarlac, is intended to reinforce the shared commitment to advancing agricultural development in the province.

The Internal Audit Services (IAS) of the National Irrigation Administration (NIA), headed by IAS Manager Atty. Pepito L. Padilla conducted a Management Audit Exit Conference for the Balog-Balog Multipurpose Project Phase II (BBMP II) on March 26, 2026, at the NIA-BBMP II Temporary Function Hall in Matatalaib, Tarlac City. Audit activities, which took place from March 18 to 26, 2026, were led by Senior Internal Control Officer B / Team Leader Ms. Rey Lynn A. Valerio, MPA. The event enabled the Project Management Office to review audit findings and discuss strategies to enhance project implementation.

The audit serves as a guiding framework for the project's continuous improvement, highlighting the importance of regulatory compliance, effective management practices, and efficient implementation, notably, BBMP II, under the leadership of Acting Project Manager Engr. Randy C. Alipis, MPA, demonstrated improvements from previous IAS audit engagements, reflecting its commitment to addressing past observations and enhancing overall project delivery.

Audit procedures included document review, random sampling, ocular inspection, and interviews with concerned offices. The resulting discussions generated practical recommendations to enhance implementation further and strengthen internal processes.
The project management remains committed to promoting transparency, accountability, and sustained development throughout the project.

BBMPII successfully held its COA Exit Conference on March 25, 2026, at the Tarlac IMO Conference Room, NIA-BBMP Compound, Matatalaib, Tarlac City. This event marked the culmination of the recent audit engagement with the Commission on Audit.

Under the leadership of Acting Project Manager Engr. Randy C. Alipis, BBMPII personnel engaged with the COA Audit Team, headed by Ms. Amipola O. Manal, to ensure that every recommendation is translated into improved service and more efficient operations.

The conference provided an opportunity to thoughtfully discuss the audit findings and recommendations, fostering a shared understanding of areas for improvement and next steps. These insights will serve as a guide to further strengthening BBMPII’s systems, enhancing operational processes, and reinforcing the project’s commitment to transparency, accountability, and good governance.

The COA team's support and expertise throughout the audit process were invaluable in driving improvements and ensuring BBMPII followed best practices.

The 6th coordination meeting for the ongoing construction activities of the High Dam and Diversion Tunnel project, located in Brgy. Maamot, San Jose, Tarlac, was held on March 24, 2026, at the BBMP II Conference Room, NIA-BBMP Compound, Matatalaib, Tarlac City. The meeting took place between BBMP II and Sta. Clara International Corporation, with the NIA Central Office joining virtually.

Discussions focused on outstanding deliverables and unresolved issues from previous meetings with the contractor and the concerned sections/divisions of BBMP II, as well as key construction activities. Particular attention was given to scheduling upcoming works to maintain the project timeline. Notably, despite rising fuel costs, the contractor’s steady progress reflects effective planning and resource management, ensuring that fuel price fluctuations do not hamper the timely ex*****on of works. Technical matters were also reviewed to ensure the project complies with contract documents and standards.

The meeting concluded with outstanding issues resolved and a positive outlook for the project's continuation.
