Meet Gandilan’s Superhuman: CPT ROCA B CASING (FS) PA
From Valencia City, Bukidnon, emerges a story not just of survival, but of quiet excellence, resilience, and purpose. CPT CASING —fondly known as Gandilan’s “Superhuman”—is a living testament that true strength is not measured by physical completeness, but by character, competence, and unwavering commitment to service.
A graduate of Central Mindanao University with a Bachelor of Science in Hotel and Restaurant Management, CPT CASING's path took a profound turn in 2015, during one of the most rigorous military trainings. An untoward incident resulted in the amputation of his right leg—an event that could have ended many careers. For CPT CASING, however, it became the beginning of a stronger resolve.
With a heavy heart but an unbroken spirit, he stood firm and proved to the entire organization that disability does not define one’s capacity to lead, serve, and excel. He chose not to be limited by circumstance, showing instead that a complete officer is defined by mindset, professionalism, and dedication to duty.
CPT CASING's service record reflects this determination. Early in his career at OG2, 4ID, PA (2016–2017), he served as an Administrative Officer, strengthening personnel accountability and improving documentation systems that enhanced office efficiency. These early contributions laid the foundation for the trust placed in him in subsequent assignments.
From 2017 to 2019 at MFO, 4ID, PA, CPT CASING carried broader responsibilities. As an Administrative Officer, he was entrusted to serve as a Financial Inspector during the 4ID Pre-Annual General Inspection for CY 2018–2019, ensuring the accuracy and integrity of financial documents across subordinate units. He also assumed the roles of Gender and Development (GAD) Officer and Army Transformation Roadmap (ATR) Officer, advocating gender equality and delivering Army Governance Pathway training—underscoring his belief that inclusive leadership strengthens mission accomplishment. His role in the Pre-Audit Section further demonstrated his meticulous attention to detail in financial verification.
His competence in finance and administration was further proven during his assignment at 4DCAU, 4ID, PA (2019–2023). As Special Disbursing Officer, he managed unit expenses, special releases, and financial support for CAAs over more than three years. Simultaneously, he performed as Administrative Officer and Logistics Officer, balancing operational demands with fiscal responsibility—an indication of his reliability under pressure.
In 2024, CPT CASING was designated Support Division Chief at FCPA, where he led 158 personnel through guidance, supervision, and steady leadership. His focus on unity and readiness strengthened organizational cohesion and operational effectiveness. This was followed by his assignment as Assistant Chief of the 5th Financial Services Field Office (FSFO), FCPA (November 2024 – May 2025), where he monitored financial operations critical to sustaining both administrative and operational requirements.
Complementing his field experience, CPT CASING completed key professional military courses, including the Finance Service Officer Basic and Advance Courses, Scout Ranger Orientation Course, and Introduction to Cybersecurity Course, reflecting his commitment to continuous learning and adaptability.
Beyond his duties in uniform, CPT CASING’s resilience found another powerful expression—in sport. Refusing to be defined by disability, he became a member of Cagayan de Oro City’s PWD Dragons, competing as a dragon boat paddler. From 2018 to 2022, he represented teams such as CGY Dragonboat Racing Team, Fire Breathers – Rapid Riders, and Rapid Riders, earning podium finishes, including a Championship in the Inter-City Paradragon Race in Cebu City (2019). Each race mirrored his life’s journey—stroke by stroke, pushing forward despite the odds.
CPT CASING’s story is not merely about survival; it is about purpose. He embodies the truth that adversity does not weaken character—it reveals it. In service, in leadership, and in life, he stands as a living reminder that true strength comes from the will to rise, to serve, and to inspire others to believe that no challenge is greater than a determined heart.
