Party per fess by an arched rainbow proper, a chief Or, an Inescutcheon parted per bend Azure and Gules over the head of Manuel Luis Quezon couped in profile supported by two sea-lions regardant Argent armed with swords, on base Azure, a field Vert over waves Celeste and Argent, with Mount Banahaw proper with the Philippine sun rayonnant Or emerging from its summit, over a coconut tree leaved and fructed proper.

The Province of Tayabas first adopted an official seal around 1902 following the enactment of its first provincial charter (Act No. 103) on March of the preceding year, pursuant to the requirements set forth in Section 2 of Act No. 83 of the Provincial Organization Act, which required all provincial governments to adopt a corporate seal for the purpose of certifying all documents lawfully issued under its name. The original 1902 seal was a simple and straightforward design: A lone coconut tree (symbolizing the provinceโ€™s principal crop and source of livelihood) growing from a verdant meadow in the left-side foreground and Mount Banahaw in the right-side background, all against the backdrop of a blue sky.

The first provincial seal was used from 1902 up until the 1950s, when its revision was necessitated by the passage of two laws: Republic Act No. 74 in 1946, which renamed the province of Tayabas into โ€œQuezonโ€ in honor of its most famous son, and of Republic Act No. 648, in 1951, which removed the โ€œcontracostaโ€ towns at the northernmost portion of the province facing the Pacific Ocean under its jurisdiction and made a sub-province named โ€œAuroraโ€ in honor of Quezonโ€™s late wife, the former First Lady Aurora Aragon. Gilbert S. Perez, Secretary of the Philippine Heraldry Committee at that time, was put up to task in coming up with a new design for the renamed province.

Recognizing the attachment the people of Tayabas had to the historic symbols of their province, Perez decided to retain the elements of the original 1902 seal, making a few modifications to them: all elements were now placed on top of each other for symmetry, and the eight-rayed sun of the Philippine flag was added emerging from the summit of Mount Banahaw, symbolizing the provinceโ€™s historic role as one of the eight provinces placed under a state of war during the Revolution of 1896-98.

The most important addition in the revised design is the chief of gold, with an escutcheon of Manuel Quezonโ€™s bust in profile, an element adopted from the original corporate seal of Quezon City (another story for another time) indicating his revered status as the provinceโ€™s namesake and most celebrated scion, despite the fact that Quezonโ€™s hometown of Baler was no longer part of the province at the time the revised seal was adopted. The inescutcheon is supported in either side by two silver lion-headed dolphins โ€˜regardantโ€™ (that is to say, looking back), a heraldic motif originating from the historic coat of arms of the city of Manila, which was later on appropriated by various offices of the national government as a symbol of executive power, with its most prominent use being in the Seal of the President of the Philippines, an office which Quezon held from 1935 until his passing in 1944.

Perez nonetheless overdid himself in his design: instead of simply parting the shield with a horizontal line as is usually the case in civic arms, he utilized a rarely-used heraldic ordinary: a rainbow, a symbol of hope, which represented โ€œthe hope of the future of the country which was always uppermost in the life and works of Manuel Quezon.โ€

13 August is the 127th anniversary of the Liberation of Tayabas from Spanish control during the second phase of the Philippine Revolution in 1898, while 19 August is the 147th birth anniversary of President Manuel Luis Quezon.

HERITAGE ALERT: NHCP stops project endangering Spanish era bridge in Tayabas

The National Historical Commission of the Philippines (NHCP) has issued a cease-and-desist order against a road widening project which threatens the integrity of Puente de Nangca in Barangay Baguio, Tayabas City, Quezon.

This is in response to the concern raised by the local histo-cultural group Tuklas Tayabas which wrote a letter to the commission, asking for immediate action on the said project.

The bridge is one of more than 50 Spanish era bridges in Tayabas, more than 10 of which are declared National Cultural Treasures.

Puente de Nangca is a presumed important cultural property under the heritage law, thus must be protected against damage or demolition.

The NHCP ordered the Quezon 1st District Engineering Office of the Department of Public Works and Highways to stop the project pending the submission of a heritage impact assessment.

It also ordered the agency to coordinate with the Quezon Provincial Heritage Council and the local government of Tayabas and consider โ€œalternatives to preserve the historical integrity of the site.โ€
