DILG IV-A congratulates all Local Councils for the Protection of Children (LCPCs) from 75 cities/municipalities and 2 provinces that garnered the Ideal Functionality Rating for 2026 LCPC Functionality Assessment.
Pursuant to DILG Memorandum Circular No. 2021-039, entitled โComprehensive Guidelines for the Establishment, Strengthening, and Monitoring of the LCPC at All Levels and for Other Purposes,โ all LGUs in the region were assessed based on their performance in carrying out the roles and functions of the LCPC. The assessment focused on four (4) major areas: (1) Organizational Sustainability; (2) Policies and Plans for Children; (3) Budget for LCPC; and (4) Service Delivery, Monitoring, and Management for Children.
To monitor and evaluate the performance of the LCPCs, Inter-Agency Monitoring Task Forces (IMTFs) were created at the city/municipal, provincial, and regional levels. All component cities and municipalities were assessed by their respective Provincial IMTFs, while highly urbanized cities (HUCs) and provinces were assessed by the Regional IMTF.
The Regional IMTF is chaired by DILG and co-chaired by the Department of Social Welfare and Development (DSWD), with members from the Regional Sub-Committee for the Welfare of Children (RSCWC) Secretariat, Department of Economy, Planning, and Development (DEPDev, formerly NEDA), Department of Health (DOH), National Nutrition Council (NNC), Department of Education (DepEd), Philippine Information Agency (PIA), Council for the Welfare of Children (CWC), and Open Heart Foundation Worldwide, Inc. as the CSO partner with the participation of Regional Juvenile Justice and Welfare Committee (RJJWC) Secretariat.
