Due to the increasing noise on the streets caused by loud and modified motorcycle mufflers, which pose a hazard to the public and violate traffic regulations, the Office of the Traffic Management Unit, led by OIC Christian S. Villarin, together with Assistant OIC Diovil Ike Bolongaita and their team, implemented measures to gradually address the problem. Actions include monitoring, apprehending, and issuing violations to motorcycles using illegal mufflers in accordance with the local municipal ordinance. These efforts aim to reduce noise pollution and ensure compliance with the law.

Activity: Permit Inspection of Pedicab and E-Bike Operators

The Tayasan Traffic Management Unit, through its traffic personnel, conducted a permit inspection of pedicab and e-bike operators in accordance with the Municipal Traffic Ordinance of the Municipality of Tayasan. The activity was led by OIC Christian S. Villarin together with OIC Assistant Diovil Ike Bolongaita.
During the inspection, operators who failed to present valid permits were issued citation tickets due to incomplete required documents. This activity forms part of the continuous enforcement efforts of the LGU Traffic Management Unit to ensure compliance with local traffic regulations and maintain order in the municipality.

DISCUSSIONS:

1.)Boundary for E-Bikes:

*The agreed boundary for e-bike
operations is from Palaslan Bridge to
the Christian Villarin area, heading
toward Cabolutan near Koinonia.

*All e-bike drivers present acknowledged
and agreed to the set boundary.

2.)Route Violations:

*E-bike drivers who operate outside the
agreed route will be subjected to
sanctions or violations as per local
traffic regulations.

ACTIONS AGREED:

The boundary will be strictly monitored.
Violators will be issued penalties according to the ordinance.

The consultative meeting was called to order by the Private Secretary II / Traffic Designate Officer-in-Charge of the Tayasan Traffic Management Unit, in coordination with the Tayasan Philippine National Police (PNP) and the Office of the Sangguniang Bayan through Hon. SB Natoy Vidal, Chairman on Traffic, pursuant to the implementation and enforcement of the existing Municipal Traffic Ordinance of the Municipality of Tayasan, and with the support of the Honorable Municipal Mayor, Hon. Susano Antonio Ruperto IIl.

PURPOSE:
The meeting was conducted to inform, clarify, and implement the provisions of the Municipal Traffic Ordinance concerning regulation of public transport operations, licensing compliance, and designation of authorized routes within the Municipality of Tayasan.

MATTERS DISCUSSED:
1.)Mandatory securing of a valid Mayor’s
Permit by all transport operators prior
to operation.
2.)Mandatory possession of a valid
Driver’s License by all drivers.
3.)Observance of traffic safety and
municipal road regulations.
4.)Establishment of authorized operating
boundary for e-bike transport services

The authorized route for e-bike operations shall be strictly limited to:

From matuog and Palaslan taytayan boundery up to Koinonia Pulenarya, Barangay Cabolutan, Tayasan.

AGREEMENTS
After due consultation, the pedicab and e-bike sectors, in the presence of the Tayasan PNP and the Chairman on Traffic, signified their conformity and agreed to comply with the provisions of the Municipal Traffic Ordinance and the designated operating routes.
Any violation thereof shall constitute a traffic offense subject to enforcement action, including the issuance of a Traffic Citation Ticket and the imposition of corresponding penalties pursuant to the Municipal Traffic Ordinance and other applicable laws.

Activity: Traffic Assistance during BSP/GSP Street Parade
Venue: Tayasan Central School and surrounding streets
Time Started: 7:30 AM

On September 30, 2025, the Tayasan Municipal Traffic Team, in close coordination with the Tayasan Police personnel, provided traffic assistance and security support during the BSP/GSP street parade activity held at Tayasan Central School. The parade was participated in by students, together with their parents and teachers, as part of the annual scouting celebration.

The traffic personnel were strategically deployed along the designated routes to ensure the smooth flow of vehicles and the safety of all parade participants. They assisted in controlling traffic movement, securing intersections, and guiding motorists to prevent congestion and accidents. The team also extended support to pedestrians crossing the streets and ensured that students were able to proceed safely along the parade route.

The activity was conducted in an orderly manner, with full cooperation from the public, and concluded successfully without any untoward incidents reported. The presence of both the traffic unit and police personnel contributed greatly to maintaining peace, safety, and order throughout the duration of the event.
