The Liberal Party stands firmly behind Senator Francis “Kiko” Pangilinan’s decision to join the Senate majority—not as a concession, but as a courageous step toward real solutions.

This is not a shift in principle. It is a deepening of purpose. Not a compromise, but a strategic choice to serve.

Senator Kiko has always stood where it matters most: with the Filipino people—especially our farmers, fisherfolk, and struggling families. His move to the majority is driven by a singular mission: to bring down food prices, end hunger, and uplift lives through concrete, legislative action. That mission cannot wait for ideal conditions. It demands engagement—even with those we may not always agree with.

Let us be clear: Senator Pangilinan’s values have not changed.
He remains the same public servant who stood against abuse of power, defended democratic institutions, and fought for justice—even when it was unpopular or dangerous. The record shows: when it matters most, he chooses people over politics.

Some will ask: why join the majority? Our answer is clear: to fight from within. To make the system work for those it often leaves behind. Halos pitong taon siyang ikinulong sa gawa-gawang kaso.

Tatlong beses na pinawalang-sala ng mga korte. Umatras ang mga witness. Sabi ng mga hukom, walang batayan ang mga paratang.

Pero ngayon, muling sinusubukang hukayin ang bangkay ng isa sa mga kasong ito. Hindi ito hustisya.

Pananakot ito--at babala--sa mga nangangahas na magsalita laban sa kawalang-katarungan.

Bilang Partido Liberal, malinaw ang aming paninindigan:

Several times we really wonder why VP Sara, despite being a lawyer, chooses not to talk like one. But to be able to talk like a lawyer, she should first read the Rome Statute. It says there that the provisional or interim release of a person arrested by virtue of an ICC warrant can only be granted if the custodial state is an ICC member and therefore guarantees the surrender of the subject upon order of the ICC.

This is no longer applicable to her father after he withdrew the Philippines from the ICC. If only her father did not withdraw the Philippines from the ICC, VP Sara can actually pursue the remedy of provisional or interim release of her father in the Philippines. She cannot ask for his father's release now by simply mouthing platitudes to human rights.

Legal remedies in law do not consist of baseless and random invocation of human rights without context. As a lawyer, VP Sara should know that. It seems she only speaks now of human rights to appeal to emotions, while she and her own father never respected the human rights of the victims of the Davao Death Squad and the Philippine drug war.

Ukol sa desisyon ng Court of Appeals
15 Mayo 2025

Nabasa na namin ang decision ng Court of Appeals na ibalik sa Regional Trial Court ang isa sa mga kaso kung saan na-acquit na ako. Kataka-taka itong desisyon na ito na mistulang pinapaulit ng CA ang pagkasulat ng desisyon ng RTC dahil daw hindi ito masyadong malinaw.

Naniniwala rin kami na lahat ng sagot sa mga tanong ng CA sa decision nila ay maaring makita sa records ng kaso. Baka kailangan lang namin iturong muli sa kanila sa aming Motion for Reconsideration ang mga specific na portions ng records kung saan makikita ang mga sagot sa kanilang mga katanungan.

Gayunpaman, iaapela namin ang decision ng CA hanggang Supreme Court kung kinakailangan. Samantala, hindi pa ito nangangahulugan na wala nang bisa ang aking acquittal. Final and unappealable ang aking acquittal dahil sa prinsipyo ng double jeopardy, habang appealable pa naman hanggang Supreme Court ang desisyon ng CA. Sa ngayon, mas matimbang pa rin ang pagpapawalang-sala sa akin ng RTC.

Nais ko ring linawin na hindi sinabi ng CA na reversed ang aking acquittal kundi pinapaayos lamang nito ang laman ng desisyon, na sa aming palagay, hindi na kinakailangan dahil maliwanag ang desisyon ng RTC.

Tingin namin: issue lang ito ng pagpapalinaw at pagpapaliwanag sa CA sa mga tanong na kanilang pinunto sa kanilang decision.

Gayunpaman, hindi ito magiging hadlang sa pagbabalik ko sa serbisyo-publiko at ipagpapatuloy ko ang aking preparasyon sa pagsulong ng Hustisya at Reporma sa Kongreso.
