𝐌𝐚𝐛𝐥𝐞 𝐊𝐚𝐭𝐞 𝐒𝐚𝐠𝐮𝐛𝐚𝐭 𝐌𝐚𝐭𝐧𝐚𝐨 officially united in marriage at the Mayor’s Conference Hall, Municipality of Tinglayan. The ceremony was solemnized by Mayor Charles A. Abay, marking a significant milestone in the couple’s journey as they exchanged vows and pledged their love and devotion to one another.

The groom, Mr. Janlord Abannag Guimpalong, a proud resident of Bulo, Tabuk City, Kalinga, is the son of Mr. Arsenio George Guimpalong and Ms. Decima Balnawe Abannag. The bride, Ms. Male Kate Sagubat Matnao, hails from Upper Bangad, Tinglayan, Kalinga, and is the daughter of Mr. Roy Matnao and Ms. Rebecca Sacyaben Sagubat. Their marriage symbolizes the union of two families brought together by love, respect, and shared dreams for a bright future.

Through the efforts of the Municipal Social Welfare and Development Office (MSWDO), headed by Ma’am Angeline M. Ando, and under the leadership of Mayor Charles A. Abay, the Municipal Local Government Unit (MLGU) of Tinglayan continues to honor and recognize its elderly residents through the provision of centenarian incentives. 𝐋𝐨𝐥𝐚 𝐁𝐢𝐚𝐧𝐨 𝐓𝐢𝐧𝐧𝐚𝐲 𝐃𝐚𝐧𝐠𝐬𝐨𝐲, a 103-year-old resident of Balay, Tinglayan, Kalinga, received a cash incentive amounting to ₱20,000 from the LGU of Tinglayan.

The incentive was received on her behalf by her son-in-law, Mr. Junior Dangit Alunday. The financial assistance serves as a gesture of appreciation and recognition for Lola Biano Tinnay Dangsoy's remarkable longevity and the valuable contributions she has made to her family and community over the years.

Reaching 103 years of age is truly a blessing from God. Her long and meaningful life stands as a testament to God's grace, love, and faithfulness. Her strength, wisdom, and resilience continue to inspire the people of Tinglayan, reminding everyone to cherish and respect their elders.

Mayor Charles Abay credited the achievement to the continued observance of the Bodong system, the indigenous peace pact that has long guided the people of Tinglayan in maintaining harmony, resolving conflicts, and strengthening unity among tribes and communities. He emphasized that the values of the Bodong are continuously passed on by elders, local officials, and educators to ensure that the culture of peace remains strong across generations.

The mayor also acknowledged the valuable support of the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), whose partnership with the local government has been instrumental in implementing peace and security initiatives. Through close coordination and community-based efforts, the municipality successfully sustained a peaceful and stable environment for its residents.

Mr. Tallongon, a proud resident of Santa Clara, Gonzaga, Cagayan, is the son of Mr. Joseph Tanongon Tallongon and Ms. Mary Pangosban Batang-og. His lovely bride, Ms. Sapyong, hails from Old Tinglayan, Tinglayan, Kalinga, and is the daughter of Mr. Francisco Pagtan Sapyong and Ms. Rosita Amog Olao. Their union represents the coming together of two families bound by love, respect, and shared hopes for the future.

The Municipality of Tinglayan, headed by Mayor Charles A. Abay, through its Public Employment Service Office (PESO), in coordination with the Department of Labor and Employment (DOLE), successfully conducted the Orientation for the Special Program for the Employment of Students (SPES) on May 29, 2026, held on the 3rd Floor of the New Building, Municipal Hall.

A total of 32 student beneficiaries qualified for the program. Each beneficiary will receive a daily wage of ₱511.32, with a total compensation of ₱10,266.40 for 20 working days. Under the SPES program, 60% of the salary will be shouldered by the LGU, while the remaining share will be covered by DOLE.

The activity formally opened with welcome remarks delivered by PESO Designate Ma'am Bonalyn Ewad, who also represented DOLE during the orientation. Also acknowledged during the activity were the Human Resource Department, represented by Ma’am Tessie Faychan, and Sir Jenwin Belingon from the Sangguniang Bayan.

During the orientation, Ma'am Bonalyn Ewad discussed the salient features of the SPES program, including its guidelines, the duties and responsibilities of the beneficiaries, requirements, expected outputs, and the importance of discipline, compliance, and active participation throughout the duration of the program. She also informed the beneficiaries of their assigned deployment areas, which include schools, barangays, and various LGU offices within the municipality.

An inspiring message of motivation and support was likewise delivered by Municipal Mayor Charles A. Abay. In his message, Mayor Abay reiterated his unwavering support for the youth, especially the SPES beneficiaries, emphasizing the importance of empowering young people through educational assistance and meaningful employment opportunities.

Ma’am Tessie Faychan from the Human Resource Department also discussed workplace ethics and professionalism, reminding the beneficiaries to observe proper conduct and maintain professionalism during their employment period.

Sir Jenwin Belingon emphasized in his closing message the importance of the SPES program and encouraged the beneficiaries to use their salaries wisely in support of their education and future goals.

Through this initiative, the LGU continues to strengthen its commitment to helping deserving students gain valuable work experience while supporting their studies. The Municipal Government also expresses its full support to DOLE and all partner agencies in ensuring the successful implementation of the SPES program, empowering the youth of Tinglayan to become more productive, responsible, and community-oriented individuals.

The Municipality of Tinglayan successfully conducted a Peace Forum and unveiled the Stable Internal Peace and Security (SSIPS) Marker on May 26, 2026 at the Municipal Multipurpose Hall in Poblacion, Tinglayan, Kalinga.

The activity was attended by officials from the Local Government Unit of Tinglayan, barangay officials, partner agencies, Tinglayan MPS, and personnel from the 103rd Infantry “Mabalasik” Battalion led by MAJ Rely Barungan.

During the forum, discussions focused on the importance of maintaining peace and order, strengthening cooperation among communities, and sustaining the province’s insurgency-free status through unity and collaboration.

Programs supporting peace and development in Kalinga were also presented to promote community resilience and inclusive growth.

The activity concluded with the unveiling and blessing of the SSIPS Marker led by local officials, symbolizing Tinglayan’s continued commitment to peace, unity, and development.

The Municipality of Tinglayan successfully conducted a two-day Free Medical Mission on May 15–16 at the Municipal Tribal Gym in Poblacion, serving hundreds of residents through accessible healthcare and community outreach services. The activity provided free medical consultations, dental services, circumcision, haircut, medicines, wheelchairs, medical equipment, toys, and clothing to beneficiaries from different barangays of the municipality.

The medical mission was made possible through the generous sponsorship of Love in Action Inc. and Couples for Christ Australia, together with the dedicated volunteer doctors, dentists, healthcare workers, and partner agencies who devoted their time and expertise in serving the people of Tinglayan. The activity highlighted the importance of compassion, volunteerism, and unity in bringing quality healthcare closer to communities, especially those living in remote areas.

Mayor Charles Abay expressed his sincere gratitude to all partner organizations and volunteers for their continued support and commitment to public service. He also acknowledged the Provincial Government of Kalinga headed by Governor James Edduba, the Kalinga Provincial Hospital, Lumin-awa Medical Team, the Philippine National Police, Bureau of Fire Protection, Bureau of Jail Management and Penology, the Philippine Army, and all employees and Job Order workers of the LGU Tinglayan for their invaluable assistance in ensuring the success of the outreach activity.

The Local Government Unit of Tinglayan, led by Mayor Hon. Charles A. Conducted in close partnership with law enforcement agencies, the activity highlighted the invaluable contributions of the 103rd Infantry “Mabalasik” Battalion, Philippine Army, led by LTC Jimrhic B. Obias INF (GSC) PA, and the Tinglayan Municipal Police Station, headed by PCapt. John Vladimir C. Bawer. Local leaders highlighted the enduring Bodong system as a foundational pillar of tribal unity, justice, and peacekeeping in Kalinga.
