On 𝐀𝐮𝐠𝐮𝐬𝐭 𝟓–𝟕, 𝟐𝟎𝟐𝟔, participants underwent the 𝐁𝐚𝐬𝐢𝐜 𝐈𝐧𝐜𝐢𝐝𝐞𝐧𝐭 𝐂𝐨𝐦𝐦𝐚𝐧𝐝 𝐒𝐲𝐬𝐭𝐞𝐦 (𝐈𝐂𝐒 𝐋𝐞𝐯𝐞𝐥 𝟏) 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠, strengthening their knowledge and understanding of the basic principles, concepts, and organizational structure of the Incident Command System.

𝐀𝐛𝐞𝐥𝐥𝐚, City DRRM Officer, participants took part in lectures, discussions, and practical activities facilitated by the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐂𝐢𝐯𝐢𝐥 𝐃𝐞𝐟𝐞𝐧𝐬𝐞 (𝐎𝐂𝐃) 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞 𝐕𝐈𝐈.

The training covered the fundamental concepts and principles of the Incident Command System, including the roles and responsibilities of key personnel, the organizational structure, and the proper establishment of command during emergency and disaster operations. Participants also engaged in practical exercises that allowed them to apply ICS concepts in simulated incident situations while strengthening their coordination, communication, and decision-making skills.

The three-day training emphasized the importance of having a standardized and organized command structure during emergency operations. Through active participation in discussions and practical exercises, participants enhanced their understanding of incident management and developed competencies necessary for effective coordination among responding agencies and organizations.

The completion of the 𝐈𝐂𝐒 𝟏 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 marks another step toward strengthening the operational readiness and disaster response capabilities of Toledo City. From 𝐉𝐮𝐥𝐲 𝟐𝟖–𝟑𝟏, 𝟐𝟎𝟐𝟔, the City Disaster Risk Reduction and Management Office successfully conducted a four-day training on Disaster Preparedness, Climate Change Mitigation and Adaptation, First Aid, Cardiopulmonary Resuscitation (CPR), Rope Rescue, and Introduction to Swift Water Rescue at the 𝐂𝐚𝐫𝐦𝐞𝐧 𝐂𝐨𝐩𝐩𝐞𝐫 𝐂𝐨𝐫𝐩𝐨𝐫𝐚𝐭𝐢𝐨𝐧 𝐇𝐞𝐫𝐢𝐭𝐚𝐠𝐞 𝐌𝐮𝐬𝐞𝐮𝐦.

Throughout the four-day training, participants attended interactive lectures and hands-on exercises covering disaster preparedness, climate change mitigation and adaptation, basic life support, first aid management, CPR, rope rescue techniques, and the fundamentals of swift water rescue. The activity emphasized responder safety, teamwork, situational awareness, and the importance of preparedness in protecting lives and minimizing the impacts of disasters and emergencies.

It also provided valuable hands-on experience that will help prepare responders for real vehicular emergencies.

On 𝐉𝐮𝐥𝐲 𝟏𝟕, 𝟐𝟎𝟐𝟔, participants continued the 𝐁𝐚𝐬𝐢𝐜 𝐑𝐨𝐩𝐞 𝐑𝐞𝐬𝐜𝐮𝐞 𝐓𝐞𝐜𝐡𝐧𝐢𝐪𝐮𝐞𝐬 training by transitioning from classroom discussions to practical exercises that enhanced their skills in patient handling and rope rescue operations.

Led by the 𝐋𝐨𝐜𝐚𝐥 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐑𝐢𝐬𝐤 𝐑𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 (𝐋𝐃𝐑𝐑𝐌𝐂) under the leadership of 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐇𝐨𝐧. 𝐌𝐚𝐫𝐣𝐨𝐫𝐢𝐞 𝐏. 𝐏𝐞𝐫𝐚𝐥𝐞𝐬 and facilitated by the 𝐂𝐢𝐭𝐲 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐑𝐢𝐬𝐤 𝐑𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐂𝐃𝐑𝐑𝐌𝐎) headed by 𝐄𝐧𝐠𝐫. 𝐀𝐥𝐞𝐱𝐚𝐧𝐝𝐞𝐫 𝐃𝐞𝐧𝐧𝐢𝐬 𝐌. 𝐀𝐛𝐞𝐥𝐥𝐚, City DRRM Officer, participants underwent a series of practical demonstrations under the guidance of resource persons from the 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐑𝐢𝐬𝐤 𝐑𝐞𝐝𝐮𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐎𝐟𝐟𝐢𝐜𝐞 (𝐏𝐃𝐑𝐑𝐌𝐎).

The practical sessions included ascending and descending techniques, low-angle rescue demonstrations, the proper application of victim packaging, and the use of lowering and raising systems. Participants also learned the 3:1 mechanical advantage system, a rope rescue technique that makes lifting and lowering victims safer and more efficient during rescue operations.

The second day of the training highlighted the importance of practical application in developing the competencies of responders. Through realistic demonstrations and hands-on exercises, participants enhanced their confidence, teamwork, and technical proficiency, preparing them to respond more effectively to rope rescue emergencies.

The sessions covered the basic principles of rope rescue, operational safety, proper use and management of rescue equipment, and the essential techniques needed in rope rescue operations.

Participants also took part in hands-on knot tying exercises, allowing them to learn and practice fundamental rescue knots essential for anchoring, belaying, and other rope rescue applications. These foundational skills are critical in ensuring the safety, efficiency, and reliability of responders during emergency situations.

The 𝐭𝐡𝐫𝐞𝐞-𝐝𝐚𝐲 𝐒𝐰𝐢𝐟𝐭 𝐖𝐚𝐭𝐞𝐫 𝐑𝐞𝐬𝐜𝐮𝐞 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 successfully concluded on 𝐉𝐮𝐥𝐲 𝟏𝟓, 𝟐𝟎𝟐𝟔, with participants from various barangays and private companies taking part in a full-scale simulation exercise that served as the culminating activity of the training.

Working as coordinated teams, participants demonstrated proper rescue techniques, effective communication, teamwork, and sound decision-making while responding to simulated emergency situations. The exercise reinforced the importance of preparedness, coordination, and safety in carrying out swift water rescue operations.
