Throughout her career, Ma’am Jo, as we fondly call her, exemplified professionalism, commitment, and genuine concern for both the agency and its people. Her guidance, wisdom, and unwavering dedication have left a lasting impact on DARPO Cavite and on the many colleagues whose lives she has touched through the years.

TRECE MARTIRES CITY, Cavite — The Department of Agrarian Reform Provincial Office (DARPO) Cavite, through its Provincial Project Management Office (PPMO), conducted a two-day ISO 9001:2015 Awareness Training and Orientation for newly hired personnel on May 21–22, 2026 at the DA Agricultural Training Institute in Trece Martires City.

The activity aimed to strengthen the participants’ understanding of Quality Management Systems (QMS) and promote adherence to ISO 9001:2015 standards in the performance of their respective duties. It also highlighted the importance of compliance, operational efficiency, risk-based thinking, and continuous improvement in delivering responsive and quality public service.

Serving as resource speakers were experts from Cavite State University: Dr. Mary Jane D. Tepora, Dr. Orlando B. Delos Reyes, Associate Professor Ma. Veronica P. Peñaflorida, and Dr. Leah C. Navarro. They discussed key ISO 9001:2015 clauses and facilitated workshops on identifying risks and opportunities, addressing situational non-conformities, and implementing corrective actions within organizational processes.

Through this initiative, DARPO Cavite further reinforces its commitment to institutional excellence and the continuous professional development of its personnel in pursuit of efficient, transparent, and stakeholder-centered service delivery.

TRECE MARTIRES CITY, Cavite — On May 18, 2026, the Department of Agrarian Reform Provincial Office (DARPO) Cavite, led by Director III and concurrent PARPO II James Arthur T. Dubongco, paid a courtesy call on Governor Francisco Gabriel “Abeng” D. Remulla at the New Provincial Capitol of Cavite.

The courtesy call was attended by DARPO Cavite officials, including Provincial Agrarian Reform Adjudicator (PARAD) Atty. Myra B. Apduhan and division chiefs, as well as representatives of the Provincial Government of Cavite, namely Provincial Administrator Engr. Gilbert V. Gandia and Chief of Staff Ferdinand A. Belamide, MPA, reflecting strong institutional support for agrarian reform initiatives.

In addition to program updates, the possible relocation of the DAR provincial office was discussed as a separate agenda, with prior coordination from previous governors. The move is expected to enhance accessibility, reduce travel time for beneficiaries, and improve efficiency in frontline services.

On the matter of office relocation, Governor Remulla assured DARPO Cavite officials that plans are in place for the office, and he also reaffirmed the Provincial Government’s commitment to strengthening agrarian reform programs that empower beneficiaries and sustain the province’s agricultural sector.

The courtesy call underscores the shared commitment of DARPO Cavite and the Provincial Government to deliver responsive agrarian reform services and to advance inclusive development across rural communities in Cavite.

On May 7, the Department of Agrarian Reform Provincial Office of Cavite Director III and concurrent PARPO II James Arthur T. Dubongco welcomed the delegation from DARPO Quezon I, led by OIC‑CARPO for PBD Jasper Christian L. Maralit, together with members of the Pinagdanlayan Rural Improvement Club Multi‑Purpose Cooperative. Assisting and guiding the activity were ARPO I, Engr. John Benedict F. Masana and ARPO II Allan A. Novero of DARPO Cavite.

The Farm Business School (FBS) Session 7 Benchmarking Activity included a courtesy call, learning exposure at the Palangue Agrarian Reform Cooperative (PARC) in Palangue 2 and 3, Naic, Cavite, and site visits to the agricultural learning site, agrarian reform beneficiary farms, and the cooperative office. Participants engaged with cooperative management, ARBs, and the learning site supervisor to learn about innovative farming technologies, organizational management, and cooperative best practices.

The activity highlighted PARC’s inspiring journey from challenges to success, showing how DAR interventions continue to empower agrarian reform cooperatives toward sustainable growth

𝗧𝗥𝗘𝗖𝗘 𝗠𝗔𝗥𝗧𝗜𝗥𝗘𝗦 𝗖𝗜𝗧𝗬, 𝗖𝗮𝘃𝗶𝘁𝗲 — The Department of Agrarian Reform Provincial Office (DARPO) Cavite concluded the week by revisiting and reinforcing its commitment to the principles of the 𝗘𝗮𝘀𝗲 𝗼𝗳 𝗗𝗼𝗶𝗻𝗴 𝗕𝘂𝘀𝗶𝗻𝗲𝘀𝘀 (𝗘𝗢𝗗𝗕) Month observance during its Thursday activities on 07 May 2026.

DARPO Cavite formally marked the start of its participation in the nationwide EODB Month observance during its DAR Continuing Educational Program last May 4, 2026, led by Director III and concurrent PARPO II James Arthur T. Dubongco. Anchored on the theme, “𝘼𝙘𝙝𝙞𝙚𝙫𝙞𝙣𝙜 𝙍𝙚𝙨𝙪𝙡𝙩𝙨 𝙏𝙝𝙧𝙤𝙪𝙜𝙝 𝙏𝙧𝙖𝙣𝙨𝙥𝙖𝙧𝙚𝙣𝙘𝙮 𝙖𝙣𝙙 𝘼𝙘𝙘𝙤𝙪𝙣𝙩𝙖𝙗𝙞𝙡𝙞𝙩𝙮 𝙩𝙤𝙬𝙖𝙧𝙙𝙨 𝙖 𝙈𝙤𝙧𝙚 𝙋𝙧𝙤𝙙𝙪𝙘𝙩𝙞𝙫𝙚 𝘽𝙖𝙜𝙤𝙣𝙜 𝙋𝙞𝙡𝙞𝙥𝙞𝙣𝙖𝙨,” the observance highlighted the importance of efficient, transparent, and citizen-centered governance.

Reaffirming its commitment to efficient public service, the office reviewed key EODB practices, focusing on streamlined frontline services, stronger internal accountability, improved inter-agency coordination, and strict compliance with Anti-Red Tape Authority (ARTA) standards to ensure accessible and responsive services for agrarian reform beneficiaries and other stakeholders.

𝗧𝗥𝗘𝗖𝗘 𝗠𝗔𝗥𝗧𝗜𝗥𝗘𝗦 𝗖𝗜𝗧𝗬, 𝗖𝗮𝘃𝗶𝘁𝗲, 𝗠𝗮𝘆 𝟲, 𝟮𝟬𝟮𝟲 — The Department of Agrarian Reform (DAR) Cavite Provincial Office convened a Local Partnership Alliance Group (LPAG) Buy-In Session for the Village-Level Farm-Focused Enterprise Development (VLFED) Project to reinforce inter-agency collaboration in support of the Barangay Urdaneta Farmers Association, Inc. (BUFAI) in Magallanes, Cavite. The session reaffirmed the commitments outlined in the Memorandum of Agreement, ensuring that partner institutions contribute to the rehabilitation of BUFAI’s coconut processing facility and the enhancement of its cocojam enterprise.

The undertaking was carried out under the leadership of Department of Agrarian Reform (DAR) Secretary Conrado M. Estrella III, with guidance from DAR CALABARZON Regional Director Cupido Gerry D. Asuncion, and was spearheaded by DAR Cavite Director III and concurrent PARPO II James Arthur T. Dubongco. It brought together the Magallanes Local Government Unit (LGU), key National Government Agencies (NGAs), and the Academic Sector to formally consolidate support for the effort.

The Magallanes LGU committed to provide assistance in engineering standards for the renovation of the facility, licensing facilitation, and monitoring through its Municipal Agriculture Office. In line with this, the Department of Trade and Industry (DTI) pledged to provide training on product design, packaging, labeling, and market strategizing, while also assisting in Food and Drug Administration - License to Operate (FDA-LTO) compliance and linking the association to trade fairs and market outlets. Complementing these efforts, the Department of Science and Technology expressed its support through food safety training, science and technology seminar, health certification, technical validation, and the provision of equipment to strengthen the processing center.

The Department of Labor and Employment (DOLE) committed to conduct occupational safety training and supply food processing equipment to sustain enterprise operations. Meanwhile, the Department of Social Welfare and Development (DSWD) vowed to integrate the project into its Sustainable Livelihood Program, and provide technical assistance, coordination, and support for the project. The Philippine Coconut Authority (PCA) likewise pledged to enhance farm productivity and build capacity under the Coconut Farmers and Industry Development Program, ensuring that coconut farmers and their organizations gain access to production inputs and enterprise development opportunities.

Further strengthening the initiative, Cavite State University, through its College of Economics, Management and Development Studies, committed to provide academic and technical support, including training on enterprise management, product costing, and extension services to sustain the enterprise.

As lead implementer, DARPO Cavite will provide funds, oversee the rehabilitation of the processing center, provide technical assistance, and facilitate the association’s compliance with FDA licensing requirements, with the final output being the issuance of the FDA-LTO.

In his message, Director Dubongco emphasized the importance of sustained collaboration among partner agencies to ensure the success and continuity of the project.

“Pang-anim na po natin itong VLFED Project at sa anim po na ito ay tatlo na ang may FDA-LTO, sana po ay magtuloy-tuloy pa ito at mabigyan rin ng FDA-LTO ang Barangay Urdaneta Farmers Association, Inc. sa tulong na rin ng ating partner agencies. Patuloy po ang ating trabaho upang mapaglingkuran ang ating mga stakeholders, lalong-lalo na ang ating mga Agrarian Reform Beneficiaries,” he said.

Through this collective pledge, the agencies reaffirmed their commitment to empower coconut farmers, strengthen rural enterprises, and cultivate a sustainable future for agrarian reform beneficiaries in Cavite.
