๐ง๐ฅ๐๐๐ ๐ ๐๐ฅ๐ง๐๐ฅ๐๐ฆ ๐๐๐ง๐ฌ, ๐๐ฎ๐๐ถ๐๐ฒ, ๐ ๐ฎ๐ ๐ฒ, ๐ฎ๐ฌ๐ฎ๐ฒ โ The Department of Agrarian Reform (DAR) Cavite Provincial Office convened a Local Partnership Alliance Group (LPAG) Buy-In Session for the Village-Level Farm-Focused Enterprise Development (VLFED) Project to reinforce inter-agency collaboration in support of the Barangay Urdaneta Farmers Association, Inc. (BUFAI) in Magallanes, Cavite. The session reaffirmed the commitments outlined in the Memorandum of Agreement, ensuring that partner institutions contribute to the rehabilitation of BUFAIโs coconut processing facility and the enhancement of its cocojam enterprise.
The undertaking was carried out under the leadership of Department of Agrarian Reform (DAR) Secretary Conrado M. Estrella III, with guidance from DAR CALABARZON Regional Director Cupido Gerry D. Asuncion, and was spearheaded by DAR Cavite Director III and concurrent PARPO II James Arthur T. Dubongco. It brought together the Magallanes Local Government Unit (LGU), key National Government Agencies (NGAs), and the Academic Sector to formally consolidate support for the effort.
The Magallanes LGU committed to provide assistance in engineering standards for the renovation of the facility, licensing facilitation, and monitoring through its Municipal Agriculture Office. In line with this, the Department of Trade and Industry (DTI) pledged to provide training on product design, packaging, labeling, and market strategizing, while also assisting in Food and Drug Administration - License to Operate (FDA-LTO) compliance and linking the association to trade fairs and market outlets. Complementing these efforts, the Department of Science and Technology expressed its support through food safety training, science and technology seminar, health certification, technical validation, and the provision of equipment to strengthen the processing center.
The Department of Labor and Employment (DOLE) committed to conduct occupational safety training and supply food processing equipment to sustain enterprise operations. Meanwhile, the Department of Social Welfare and Development (DSWD) vowed to integrate the project into its Sustainable Livelihood Program, and provide technical assistance, coordination, and support for the project. The Philippine Coconut Authority (PCA) likewise pledged to enhance farm productivity and build capacity under the Coconut Farmers and Industry Development Program, ensuring that coconut farmers and their organizations gain access to production inputs and enterprise development opportunities.
Further strengthening the initiative, Cavite State University, through its College of Economics, Management and Development Studies, committed to provide academic and technical support, including training on enterprise management, product costing, and extension services to sustain the enterprise.
As lead implementer, DARPO Cavite will provide funds, oversee the rehabilitation of the processing center, provide technical assistance, and facilitate the associationโs compliance with FDA licensing requirements, with the final output being the issuance of the FDA-LTO.
In his message, Director Dubongco emphasized the importance of sustained collaboration among partner agencies to ensure the success and continuity of the project.
โPang-anim na po natin itong VLFED Project at sa anim po na ito ay tatlo na ang may FDA-LTO, sana po ay magtuloy-tuloy pa ito at mabigyan rin ng FDA-LTO ang Barangay Urdaneta Farmers Association, Inc. sa tulong na rin ng ating partner agencies. Patuloy po ang ating trabaho upang mapaglingkuran ang ating mga stakeholders, lalong-lalo na ang ating mga Agrarian Reform Beneficiaries,โ he said.
Through this collective pledge, the agencies reaffirmed their commitment to empower coconut farmers, strengthen rural enterprises, and cultivate a sustainable future for agrarian reform beneficiaries in Cavite.
