𝐌𝐄𝐌𝐎𝐑𝐀𝐍𝐃𝐔𝐌 𝐂𝐈𝐑𝐂𝐔𝐋𝐀𝐑 𝐍𝐎. 𝟏𝟑𝟐, 𝐬. 𝟐𝟎𝟐𝟔
Upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC), and in anticipation of the further enhancement of the Southwest Monsoon due to the Low-Pressure Area (LPA) that entered the Philippine Area of Responsibility, work in government offices and classes at all levels in public and private schools in the National Capital Region and the provinces of Abra, Benguet, Ilocos Sur, La Union, Pangasinan, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac, Zambales, Batangas, Cavite, Rizal, Oriental Mindoro, and Occidental Mindoro are hereby suspended on 28 August 2026, at 1:00 PM.

Agencies delivering basic and health services, disaster preparedness/response, and other vital services shall continue their operations and render the necessary services. Localized cancellation or suspension of classes and/or work in government offices in other areas may be implemented by their respective Local Chief Executives.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

ORANGE HEAVY RAINFALL WARNING

As of 5:00 AM today, August 28, 2026, an Orange Heavy Rainfall Warning is in effect over the area.

In accordance with DepEd Order No. 14, s. 2026, this falls under the HINGA (Check-In) Stage.

SUSPENSION OF IN-PERSON CLASSES
Under the Orange Heavy Rainfall Warning, in-person classes in ALL LEVELS are suspended, including Alternative Learning System (ALS). The corresponding work arrangements for teaching and non-teaching personnel shall likewise be observed.

Schools shall implement appropriate alternative learning delivery modalities to ensure the continuity of learning while prioritizing the safety and well-being of learners and personnel.

The Municipality of Tubao reminds everyone to remain vigilant, monitor official advisories, and prioritize safety, especially those residing in flood- and landslide-prone areas.

PUBLIC ADVISORY

In accordance with DepEd ORDER NO. 22, S. 2024, when there is no automatic suspension of classes or declaration from the LGU, School Heads have the authority to declare a localized suspension of classes when there is a significant threat to the safety of learners and teachers due to inclement weather.

Meanwhile, parents or legal guardians have the primary responsibility to decide whether their children should attend school when, in their judgment, traveling to and from school is unsafe due to flooding, heavy rainfall, or other weather-related hazards.

Their decisions shall be respected, and the learner shall not be penalized for non-attendance under these circumstances.
