📢 𝗔𝗗𝗩𝗜𝗦𝗢𝗥𝗬 | 𝗧𝗘𝗠𝗣𝗢𝗥𝗔𝗥𝗬 𝗢𝗣𝗘𝗡𝗜𝗡𝗚 𝗢𝗙 𝗚𝗢𝗩. 𝗕𝗔𝗗𝗢 𝗗𝗔𝗡𝗚𝗪𝗔 𝗡𝗔𝗧𝗜𝗢𝗡𝗔𝗟 𝗥𝗢𝗔𝗗

The Municipal Government of Tublay, Benguet, upon the advice of the Department of Public Works and Highways (DPWH), informs all motorists and the riding public that the Gov. Bado Dangwa National Road at Bangho, Daclan, Tublay, Benguet is temporarily open to all types of vehicles effective August 20, 2026, at 9:30 AM.

🚗 TRAFFIC SCHEME:
• Vehicles shall pass through the affected portion ONE AT A TIME.
• Temporary passage is allowed from 5:00 AM to 8:00 PM ONLY, except during emergencies.
• The road will be automatically closed during continuous heavy rainfall or whenever road conditions become unsafe.
• Motorists are advised to strictly follow the instructions of traffic personnel.

⚠️ REMINDERS TO MOTORISTS:
Please proceed with extreme caution, observe traffic signs, maintain a safe speed, avoid overtaking, and wait for the signal of traffic personnel before proceeding.
The public is requested to cooperate with traffic personnel and observe the temporary traffic scheme while road-clearing and other necessary works are ongoing.
The temporary opening is subject to adjustment or suspension whenever the safety and welfare of motorists and the public are at risk.

Gov. Bado Dangwa National Road along Bangho, Daclan, Tublay is 𝐍𝐎𝐖 𝐎𝐍𝐄 𝐋𝐀𝐍𝐄 𝐏𝐀𝐒𝐒𝐀𝐁𝐋𝐄 for all types of vehicles from 𝟓:𝟎𝟎 𝐀𝐌 𝐭𝐨 𝟖:𝟎𝟎 𝐏𝐌.
Please pass one vehicle at a time and follow the instructions of the traffic enforcement personnel stationed at the site.

PUBLIC ADVISORY | SUSPENSION OF FACE-TO-FACE CLASSES & WORK ARRANGEMENT IN THE MUNICIPALITY OF TUBLAY

Pursuant to Memorandum Circular No. 131 issued by the Office of the President, Municipal Mayor Atty. Juan L. Esnara issued Executive Order No. 90, Series of 2026, providing for the suspension of face-to-face classes in all levels within the municipality due to the prevailing weather conditions, as well as the adoption of a combination of skeletal workforce and Work-From-Home (WFH) arrangements in the Municipal Government of Tublay.

ALTERNATIVE WORK ARRANGEMENTS FOR GOVERNMENT OFFICES, ALTERNATIVE LEARNING MODES FOR SCHOOLS ON AUGUST 20

Pursuant to Memorandum Circular No. 131, government offices are directed to implement appropriate alternative work arrangements in the National Capital Region and the following provinces on August 20, 2026:

📍 Abra
📍 Benguet
📍 Ilocos Norte
📍 Ilocos Sur
📍 La Union
📍 Pangasinan
📍 Bataan
📍 Bulacan
📍 Nueva Ecija
📍 Pampanga
📍 Tarlac
📍 Zambales
📍 Batangas
📍 Cavite
📍 Laguna
📍 Rizal
📍 Occidental Mindoro

Unless otherwise directed by their respective Local Chief Executives, alternative learning modes for classes and learning continuity measures at all levels in public and private schools shall be implemented in the aforementioned areas.

Agencies involved in the delivery of basic and health services, disaster preparedness and response, and other vital services shall continue their operations and render the necessary services.

Contract of Service (COS) and Job Order (JO) workers placed under alternative work arrangements shall be paid their corresponding wages or salaries, subject to applicable rules and regulations.

The suspension of work or adoption of alternative work arrangements in the private sector shall be left to the discretion of management.

For Grade 12 students in Baguio City and Benguet who are preparing for the next chapter of their education, the DOST Undergraduate Scholarship offers an opportunity to pursue a degree in science, technology, engineering, and mathematics while receiving financial and academic support throughout their scholarship journey.

𝗔𝗣𝗣𝗟𝗜𝗖𝗔𝗧𝗜𝗢𝗡 𝗣𝗘𝗥𝗜𝗢𝗗
August 17–September 17, 2026

𝗪𝗛𝗢 𝗠𝗔𝗬 𝗔𝗣𝗣𝗟𝗬?
The scholarship is open to qualified natural-born Filipino citizens, including:
STEM students — all students belonging to the STEM class; and
Non-STEM students — students who belong to the top 5% of their Non-STEM graduating class.
Qualified Grade 12 graduates from previous school years who have not yet enrolled in college may also apply, subject to the prescribed eligibility requirements.

𝗦𝗖𝗛𝗢𝗟𝗔𝗥𝗦𝗛𝗜𝗣 𝗕𝗘𝗡𝗘𝗙𝗜𝗧𝗦
Qualified scholars may receive:
• Up to ₱40,000 per academic year for tuition and other school fees
• ₱10,000 per year for learning materials and/or connectivity
• ₱8,000 monthly living allowance
• ₱1,000 clothing allowance for the first semester of the first year
• Transportation allowance equivalent to one economy-class roundtrip fare for scholars studying outside their home province
• Group Accident and Health Insurance
• ₱10,000 thesis allowance (subject to evaluation and approval)
• Research Dissemination Grant of up to ₱50,000
• ₱1,000 graduation allowance

. Pursuant to the directive of Office of the President through Memorandum Circular No. 129 and due to the continuous inclement weather, Governor Dr. Melchor Daguines Diclas said that face-to-face classes in all levels, both public and private, are still suspended on Wednesday, August 19.

Schools are encouraged to implement appropriate alternative learning modalities and other learning continuity measures, as may be feasible, to ensure that learning activities continue while face-to-face classes are suspended.

PUBLIC APPEAL: GOV. BADO DANGWA NATIONAL ROAD REMAINS NOT PASSABLE

The Local Government Unit of Tublay appeals to the public, particularly motorists and commuters, to AVOID PASSING THROUGH THE GOV. BADO DANGWA NATIONAL ROAD (Bangho, Daclan) section at this time.

As reported, falling rocks have been observed along the roadway, making the area unsafe and currently not passable to the public and vehicles. The situation poses a serious risk, especially to motorists and commuters traveling through the area.

The public is particularly urged to avoid the affected area during nighttime, when visibility is limited and falling rocks and other road hazards may be difficult to detect.

For everyone’s safety, motorists are advised to use alternative routes and refrain from attempting to pass through the area until the road has been cleared and authorities have confirmed that it is safe and passable.

We ask for everyone’s cooperation, vigilance, and understanding. Please prioritize your safety.

The Gov. Bado Dangwa National Road remains CLOSED to all vehicles for safety reasons.

Ongoing clearing operations are being conducted in the affected area. The public is advised to avoid the road section until it is declared safe and passable. The Suyoc-Posos Provincial Road, serving as an alternate route, is OPEN and accessible following the traffic schedule scheme.

We ask for the public’s patience and understanding as clearing operations continue.
