As part of its continuing efforts to modernize local governance and accelerate digital transformation at the grassroots level, the Department of the Interior and Local Government (DILG) Lanao del Norte successfully conducted the rollout and implementation of the Barangay Information Management System (BIMS) on May 28, 2026, at the KIBC Function Hall, Poblacion, Kolambugan, Lanao del Norte.

The activity highlighted the Department’s commitment to equipping barangays with innovative digital solutions aimed at enhancing records management, improving data organization, and strengthening administrative efficiency. Through BIMS, barangays are empowered to transition from traditional manual processes to a more organized, technology-enabled system that supports faster, transparent, and data-driven governance.

Information Systems Analyst I (ISA I) Anifah M. Rangiris facilitated the technical sessions and hands-on demonstrations, showcasing the system’s key features and practical applications. The training focused on the two foundational modules of BIMS:

• Barangay Inhabitant Profiling System – designed to establish a centralized and accurate database of local residents to better identify and address community needs; and
• Issuance Management – intended to streamline the generation, recording, and monitoring of barangay clearances, certifications, and other related permits.

Through guided learning sessions and practical exercises, participants gained valuable experience in utilizing these modules to efficiently manage resident information, streamline document processing, and support day-to-day governance operations. The implementation of these core features is expected to strengthen documentation processes, improve data accuracy, and significantly reduce processing time in the delivery of public services.

The successful conduct of the activity was made possible through the invaluable support of Municipal Local Government Operations Officer (MLGOO) Alelie B. Palao, whose continued commitment to advancing responsive and innovative local governance greatly contributes to the realization of digital transformation initiatives in the Municipality of Kolambugan.

As barangays continue to embrace digital governance, BIMS serves as a transformative platform that empowers local officials with the necessary tools and systems to meet the demands of modern public administration. Through initiatives such as this, DILG Lanao del Norte continues to pave the way for smarter governance, stronger institutions, and more responsive public service delivery across communities. 𝗡𝘂𝗻𝘂𝗻𝗴𝗮𝗻 𝗯𝗼𝗼𝘀𝘁𝘀 𝗿𝗲𝗮𝗱𝗶𝗻𝗲𝘀𝘀 𝗳𝗼𝗿 𝗲𝗺𝗲𝗿𝗴𝗲𝗻𝗰𝗶𝗲𝘀 𝘁𝗵𝗿𝘂 𝗙𝗬 𝟮𝟬𝟮𝟰 𝗦𝗚𝗟𝗚𝗜𝗙-𝗳𝘂𝗻𝗱𝗲𝗱 𝗿𝗲𝘀𝗰𝘂𝗲 𝘃𝗲𝗵𝗶𝗰𝗹𝗲

EYES HERE! | As part of its commitment to strengthening local disaster preparedness and emergency response capabilities, Local Government Unit (LGU) of Nunungan formally received the new rescue vehicle from the the Department of the Interior and Local Government (DILG) during the turnover ceremony on June 2, 2026 at Municipal Disaster Risk Reduction and Management Office, Nunungan, Lanao del Norte.

The rescue vehicle was funded under the FY 2024 Seal of Good Local Governance Incentive Fund (SGLGIF) in the amount of ₱1.153 million. This project is a performance-based incentive program granted to local government units that have successfully passed the Seal of Good Local Governance (SGLG). The fund serves as a reward for exemplary governance and supports projects that contribute to improved public service delivery and local development.

The turnover ceremony was graced by DILG Regional Director Bruce A. Colao, CESO V, together with DILG Lanao del Norte Provincial Director Edward G. Bhagwani and Cluster Head Mary Jean Y. Quibranza. They were joined by Municipal Mayor Hon. Sittie Nor-Alliah B. Mamay, Vice Mayor Hon. Marcos M. Mamay, the DILG Municipal Local Government Operations Officers (MLGOOs), department heads, and other officials and employees of the Local Government Unit, participants who witnessed the formal turnover and reaffirmed their commitment to strengthened local governance and public service delivery.

In his message, RD Bruce Colao highlighted in continuing to provide guidance to the workforce of the Local Government of Nunungan and strongly promote the Tourism in the Municipality. Likewise, PD Edward Bhagwani also delivered his message and guaranteed unwavering support to LGU.

Mayor Sittie Nor-Alliah Mamay highlighted that the receipt of the rescue vehicle is a direct result of the local government's dedication to good governance and quality public service.
The activity marked the formal transfer and acceptance of the completed SGLGIF-funded project by the recipient LGU. Through the acquisition of the rescue vehicle, the Municipality of Nunungan is expected to further enhance its capacity to respond to emergencies, disasters, and other incidents requiring immediate intervention, thereby ensuring the safety and welfare of its constituents.

The project underscores how good local governance translates performance into tangible community benefits. It likewise reflects the government’s continuing commitment to strengthening LGUs as resilient, responsive, and service-oriented institutions that deliver efficient and effective public service. 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗟𝗼𝗰𝗮𝗹 𝗣𝗲𝗮𝗰𝗲 𝗮𝗻𝗱 𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗚𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲: 𝗗𝗜𝗟𝗚-𝗟𝗗𝗡 𝗰𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗖𝗬 𝟮𝟬𝟮𝟱 𝗣𝗢𝗖 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗔𝘂𝗱𝗶𝘁

To strengthen the capacity of the Peace and Order Council (POC) in effectively addressing emerging security challenges, enhancing community participation, and sustaining a peaceful, secure, and resilient environment that promotes economic growth and public welfare, the Department of the Interior and Local Government 10 – Lanao del Norte (DILG-LDN) spearheaded the conduct of the CY 2025 Peace and Order Council Performance Audit on June 2-3, 2026, at the DILG Lanao del Norte Conference Room, Capitol Grounds, Pigcarangan, Tubod, Lanao del Norte.

Led by the DILG Lanao del Norte, in collaboration with key representatives from the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), Philippine Drug Enforcement Agency (PDEA), Provincial Planning and Development Office (PPDO), and Civil Society Organization (CSO) partner Reborn Guardians, the Provincial Audit Team conducted a comprehensive review of the compliance of local POCs with their prescribed duties and responsibilities. The audit involved the thorough evaluation and validation of the submitted Means of Verification (MOVs) covering both Functionality and Development Indicators.

The Functionality Indicators focused on assessing the organizational structure, conduct of meetings, formulation and adoption of policies, preparation and implementation of plans and budgets, exercise of general supervision, and promotion of innovations that contribute to the effectiveness of the council.

Meanwhile, the Development Indicators measured the extent to which POCs have contributed to addressing criminality, ensuring public safety, promoting gender sensitivity and inclusivity, and encouraging meaningful citizen participation in peace and order initiatives.

The results of the audit will serve as a basis for recognizing exemplary performance, identifying capacity-building needs, and formulating interventions that will further enhance the functionality of Peace and Order Councils.

The activity highlighted the importance of utilizing organized and reliable digital systems to strengthen barangay administration, improve records management, and ensure accurate community data. Through BIMS, barangays are empowered with practical tools that support smarter operations, efficient public service delivery, and more accountable governance at the grassroots level.
